The Board of Selectmen met briefly at the Middle School Library before the Special Town
Meeting. ~ members were present; Selectmen Joseph A. G~thrie, Thomas J. ~Evoy, Cha~tes
A. Salisbury, Balpb R. Joyce with Chairman John F. Coady presiding. The minutes
were approved as submitted.
PLAN~iNG BOARD SUIT-WARLICK.
Letter from the Chairman of the Planning Board, William Salemme, advised the Board they had
been served with a summons on a suit filed by John Warlick and requested that To~'n Couusel
respond to the court action. The vote was unanimous to authorize Town Counsel, John Willis
to represent the Planning Board.
AGKEN~2~-POLICE ASSOCIATION:
It was motioned and seconded, vote unanimous, to sign the Police Association Agreement as
presented.. .................

itary District. Brian Sullivan, Chairmau of the contract subcommittee says that the com-
mittee x. dll present the.'final recommendation for by-laws to be voted on at this meeting.

SOLID I'TASTE CONTRACT: ~
The Contract Committee ndvis~dthe Board that, after three sessions
they reco~mm~d the Contract be accented, as ~mitten. Brian Sullivan, Administrator,' advised
the Bo~rd that there x.~ere five concerns that should be determined. They are ~e follo~m;
1. UOP has been recently purchased by the Signal Corp. A guarautee for the Solid 1,Tante
.' . ~EA~"'.lity should be obtained from the Signal Corp.
2. Clarification of x.~at is included in the term"tn,xes" x.~ich is found in the formula.
3. There should be a specifi~ date by ~hich 1800 tons is signed up. Other. rise, the
is null and void.
4. There should be a provision for liquidated damages to the Gommumities if U.O.P. fails to
build the plant x~ithin the nrescribed time.
5. There should be additional ~erificatien of ~.~at North Audover's tonnage is and ~,~at the
estimated tonnage is for all communities that ~.d21 be using the plant.
A motion x. ms made and seconded that the Solid t'1aste Comittee investigate and resolve any
issue or concern, including the above-named five, before the Selectmen sign the Contract.
Vote: unanimous. Selectmem 'also voted to advise voters at the Special Town Neeting to
adopt Article 1 x~ich x.d/1 authorize the Selectmen to ~ter into a contract for operation
of ~ solid x,:ste disposal facility to be established in the Tm~ of North Andover for the
disposal of acceptable x.~ste and for the use of by-prodncts resulting from the operation of
such facilities ~.~ich contract ~L~:
1. Be for a term of twenty years, more or less.
2. Included provisions for the delivery of minimum amounts of acceptable ~ste and payments
for the use of the facilities to be based in part therun:
3. provide for unit prices for the disposal of acceptable ~.~ste that ~.rL!l be graduated and
for adJnstments thereof, for the use or sale of steam, electricity and other by-products
resulting from the use of the facility, and for credits or p~ymemts to the To~.m
therefrom;
4. provide for similar commitments by other communities;
5. provide ~for the use by the T~..m, other manicip~lities or other persons of the
capacity of such fmcility$
6. contain other provisions incidental and related to the foregoing general matters; and,
7. be gererally in the form of proposed contract negotiated by representatives of the
communities of the Northeast Solid ~'1~ste Committee (NES~C) x. dth such changes therein as
may be approved by said Board of Selectmen.
