and for Parent's Nights October 14th.
Hearing requested from Dept. of Corporations and Tawation on tax delinquincy of Altair, Iuc.
Hearing set for October 2~ 1~78. Selectm~u Coady abstained from voting.
Approved: request of Bsv. N~rtin Smith to inst.3 ] vendors/amusements games in game room at
Merrimack College. License approved.
Crystal ~nor: Becauee of delay...o~ers had to go before the Board of App~le...papers
being passed~ o~mers of Crystal l~nor were given s~.~ months more to prepare the b~di~ on
Chickering Road for use.

It ~.ms voted to use the money reserved for ~itm~n & Howard to replace sprir_kler heads in
the to~.m building. Selectmen authorized Brian Sullivan to proceed with the repairs er~i
replacements needed.

It ~ms determined that to lease the CoEmmity Center for the Elderly it wettld require a

SEPTemBER 25, 1978.
The Board of Selectmen held their regular meeting on this date ~.~th ~ members present ~dth
the exception of Mr. Salisbury ~o x~l be absent attending school in New York for the next
eight weeks. Selectman Guthrie presided as Acting-Chairman in the absence of Chairman Coady
who ~.ms ill. 'The ~rrant and minutes were approved as submitted.
STREET LI6HTING:
The Selectmen discussed the proposed inst~ll~tion of street lights as submitted by James
Kennedy and Joe Eelley. It was resolved to have Jim Kennedy elimir~te citizen's requests
and rescore the requests according to need.
TO~'~ GARAGE BOOF:
Selectmen met with tox~ garage department heads, Frank Trembly and Mr. Grendin Construction Co.
Mr. Nicolosi ~ms present and stated that the leak over the electric panel had been repaired.
Cyr said the roof leaked in other places. ~r. Nicolosi stated that he had been tryihg to con-
tact the sub contractor ~o constructed the roof, and who had been paid in ib~l by Nicolosi's
company, but the sub contractor was unable to be reached. Funds being held would be used to
repair the roof and the Board also voted to authorize Acting Chairman~ J. Guthrie~ to enter
into a contract with Grondin Construction Company to repair roof at a cost of $2800.00.

The Board approved the petition of Mass. Electric Co. to insts~ underground cable on Andsver

Gas excavation petitions were approved for Summer St., Sutton Hill Road and Sylvan Terrace.

POLLING PLACES-}LANDICAPPED:
Letter from Attorney General's Office received relative to accessbility of polling places to
the physicmlly handicapped. The letter voted to be referred to the B~ding Inspector and
Acting Chairman authorized to file report.

Letter received from the County Commissioners advising that the 1978-79 County Tax Assess-

~_~GENCY ACCESS ROAD:
Letters received from the Fire, Police, Public ~orks, Highx~my Depts. and the Planning Board
and residents of Autran and Adams Avenue protested the necessity of opening up an access
road to the ?Y~verly Road Archdiocese building project. The Board voted to refer the matter
to To~.m Counsel advising him to contact attorney for the Archdiocese~ I~f~ Dolan,'to take
the necessary steps to amend present plans of the Waverly Road project to eliminate the
access road.

Letter from the Board of Trade advised Board that they had selected two member's of the Board
of Trade to serve on the To~m Yard Parking Committee: Bud Cyr: James Crane ar~ Nal Nor~mod.
CH~ LAWLOR:
Atkinson School Traffic Light requests: Chief stated he didu~t think the State ~muld approve
another set of lights so close to the 5%. 125, 1~Luss. Ave. traffic lights. Selectmen. voted to
send a request to,S. Eidleman for his recommendation on the matter.
Essex Street. ~dll h~ve a blind drive sign. Street sign request sent to Highway Surveyor for
insta//ation.
U.O.P. SOLID WASTE CONFERENCE-CHICAGO:
The Selectmen voted to have Brian Sullivan, Administrator, 8electmm_u Charles A. Salisbury
and Selectman R~ph R. Joyce go to Chicago, at the erpense of E~.~t~ vie~.z the Solid Waste
plant there ~ich is very similar to the one proposed to be built iu North Audover. They
x.~_tl plane out on October 10th.
CETA APPOINtmenTS:
The Selec%men confirmed the appointments of tx.m Ceta Maintenance Cadets to ~*~rk in the to~.m
building beginning Monday, October 2, 1978. They are Joseph Roberge and Eah.mrd Spirdione.
TAXI BUSINESS:
Brian Sullivan reported that, after checking ~.~th Chief Iawlor: he had found that there is
no longer a phone located at the place of business at the t~xi cab stand on M~min Street that
is licensed to Ed:card Bardsley. According to the landlord for the properby, there has been
no vehicles at the location for over three weeks and the o~.a%er of the business has not paid
his rent since J~y; The landlord is in the process of evicting Mr. Bardsley. Chief La~.~lor
believes the t~xi business is being run out of Mr. Bardsley's home x.~tich may be a violation
of the license. Board voted to refer the matter to T~*n Counsel and ask ~r. Bardsley to
appear before the Board on October 16: at ~:15 p.m. to discass the matter.
