STREET LIGHTS:
The Board aiscussed the installation of street lights on Great Pond Road
and it was voted to approve 5 new lights, Class C, 17 replacements and 1
relocation,,recommendation as presented by James Kennedy,
REGIONAL PLANNING CONCESSION:
Gayton 0sgood appeared before the Board to state he would present reports
from now on on the activities of the Regional Planning Concession Me said
changes will be made in the A-95 reviews, reviewing negative comments only,
EMERGENCY ACCESS RD.,NORTH MAIN STREET:
It was brought out in the discussion of the above-named matter that Vincent
Landers was willing to grant land to the Town of North Andover needed for
an emergency,access to the Merrimack River on North Main Street. In r~tU~n,
Mr~ Landers is requesting the land on North Main Street, formerly owned by
Ben Sweeney, be deeded over to him. The Board voted to have ToWn Counsel
contact Mr Landers to discuss this matter and draft an Article for the
Special Town Meeting, if possible, to accomplish the transaction.
AFL-CIO UNION:
Letter received from the AFL-CIO Union notified the Board that the Union
desires to enter into negotiations for the purpose of extending the Agree--
ment presently in effect and proposing certain changes and amendments there
to~ Board voted to have Brian set up a tentative date for the meeting,
November 14, 1978-
HOUSING & URBAN DEVELOPMENT:
Notice received of new regulations establishing 'construction contractors
affirmative action and reportzng requirements.
USED POLICE CRUISERS:
Board voted to use old police cruisers not accepted for a trade-in, giving
one to the Civil Defense and one to the Administrator :or use. Town Counsel
will be requested to draft Article ~o allow the Selectmen to use two police
'vehi¢le~if~ not taken in trade, to be used by Civil Defense and the Administra

AREA EXPERT-CETA:
The B~d voted to appoint Brian Sullivan, the &Tea expert to serve the
municipality in the review process for Title ~I=B Projects submitted to the
Lawrence Subgrantee by CETAo Ceta will be so notified-
99 PARKING:
Upon recommendation of .the Chief of Police, ~he Board voted to change the
the traffic rules and amendments in accordance with the Provisions of
Chapter SM, Section 9,~ of the General Laws, that a "No Parking" restriction
be designated as follows: No Parking from 7:00 P,~, to 2:00 A.M. on both
sides of Massachusetts Avenue, from OsgoodStreet,'Northerly, to Bacon Ave.
Amendment, in three attested copies, will be sent to the State~ Dept, of
PubLic Works,
CIVIL SERVICE:
Notice ~rom Civil Service advised the Board that the Expiration of the'Nov-
5..eligibie list tor Police Officers will expire on November 6, at 5 P.M,
Also, they were informed that the processing of the May 20, 1978 Police
Entrance examination has begun. Chairman authorized to take necessary steps
to fill out ~orm or have it referred to Chief of Police Lawlor.
MEETINGS:
Brian Sullivan will attend the classification conference, at the Methuen
Municipal building on Oc'tober 26 trom 2 to 4 P~M.
Selectman McEvoy will take the Chairman's place at the annual dinner meeting
of the Gr, Law Mental Health Center, at Bishop's, November 8th, at ~ P,M,
SPECIAL TOWN MEETING:
Town Clerk appeared before the Board to request that the Speciai Town Meeting
called for November 2/th be held on a later date, December 4, 1978, to allow
more time ~or preparation and printing. The.Board so voted-

Selectman McEvoy advise~ the Board that a plaque honoring the late Veterans
~Agent, Bernard Bingham, will be dedicated qn No¥~mb~3_.ll~o~ the squ~e at

Chairman Coady was authoriaed to sign a proclamation for the March of Dimes.
