Received: Appeal ~ile~ by the Attorney ~or Charles Nicosia. He is appealing
the Civil Service Commission~s decision upholding the action of the Board in
dLscharging the police officers, Nicosia and Lagasse ~
MVRTA:
Brian S, reported that, at the last meeting of the transit authority, the two
major items discussed were a promotional program for the Greater Lawrence area
service and reorganization of the routes used by the bus~es- Board author~.zed
Brian to go ahead with the promotiona progr~am designed to increase citizens aw
awareness of the service and to increase ri~ership, A study of the routes
presently used by the bus~es is being done by the statf, ~he purpose is to see
how the service can be improved by using the most efficient routes,

Schultz, attorney ~or Raymond Monahan tol~ him that Monahan would be unable to
appear this night as he was at a meeting in Boston, As the party that had
asked for a continuance was no longer interested ~n the restaurant, Monahan

The ~Boar~ of Selectmen met on this date ~rith four members present; Selectmen Guthrie, EcEvoy
Joyce with Chairman Coady presiding. Selectman Salisbury still attending school.~ The warrant
and mimAtes were approved as submitted.
REP. HERM_~NN-TAX CIASSIFICATIoN:
P~presentative Herm~nn appeared before the Board to state ~hy voters should vote, '~o" on
Q~estion I, Property Tax Classification ~hich will appear on the bsllot November 7, 1978.
If voted, it would encompass Chap.580, Acts of 78 which appears t° be unconstitutiorml as
Chapter was '~oted on before the contitutional amendment had been implemented, January 1, 1978.
The Chapter wi0_l terminate in 1984. Mr. Hermann stated that the ~consequenoes of tha Bi3-I
be reviewed. Chap. 580 was a~ is a figment of Mayor ~.~ite's imagination. Questio~'il

It does not give tax relief or tax reform. If a city or town is managaged efficiently, they
will suffer if Chap. 580 is passed. He strongly urged a vote ~f "No" to Question I.
ZEROX ~CHINE:
Joe Willis, Town Accountant, appeared before the Boami requesting permission to enter into a
contract to purchase present Zerox machine that the town is now leasing- He stated that it
would save the town $1000. per year and would be under the same service contract. The Board
so voted.
TRAFFIC LIGHTS-PUBLIC WORKS:
Frank Fisher, State Dept. of Public Works called re the request for:pedestrian activated
~icinity of Arkimson School. He stated that he had spent three da2s with the School Crossing
there and had high praise for the School Crossing Guard. He will send a letter reco~ending
standard school zone flashing lights which he said ~ slow down traffic. He stated that the
intallation of pedestrian, activated lights would be too dangerous for the sma21 children.
They do not know when to press button an~, when they do, think they cam cross right away.
· ~fnsther cars are moving or not. Flashing light with the School Crossing Gua~i affords better
protection for the school children.
EQUIPM~X~T M~TAL:
Letter received from Sherman Eidleman r e equipment rental rates for State Aid (Chap. 90)
projects. Letter forwarded to the Highway S~rveyor.
CAPITAL BUDGET COMMITTEE:
Letter from Walter Ensdorf, Chairman, CBC, requested three vaeamoie~s be filled. Letter sent

HISTO ~ECAL COMNISSION:
Letter received from David Knepper enclesing his resignatien from the Historical Cem~issien
stating he was ne longer a resident of North Andover. A letter of thanks and appreciatien
for his services will be sent.
CE~A POSITION:
Letter from Tom Leavitt requested replacement of custodian whose term would be ending at
the Merrimack Valley Textile Museum. Board approved.
PUBLIC WORES: T~ FARM:
Letter received from Joe Borgesi requesting the responsibility of the accessary buildings
at the Town Farm ami the Reynolds Barn be transferred to the Board of Public Works so said
buildings could be maintained by the Public Works personnel in their slack season. A
letter, in reply, will be sent stating that the Selectmen, as Chief Officers of the Town,
are automatically responsible for all buildings owned by the Town. Maintenance of these
buildings may be assumed by the appropriate departments. As the Public Works department
is responsivle for the Town's parks and recreational areas, it would seam appropriate for
their department to maintain the property in question. However, it should remain clear
that the Selectmen still have ultimate responsibility and jurisdiction over these buildings.
BURIED CABLE:
Petition received to install buried cable on Salam St.
at 8:00 P.M.
Hearing set for November 13, 1978.
RESIGNATION:
Resignation received from Marion Weeks, as ¥;arden of Precinct III for 38 years. Letter
of thanks and appreciation will be sent to Mrs. Weeks for her long, faithful service.

Joseph D'Angelo, State Engineer, stated he would be in contact ~*ith Chief Lawlor to discuss
changes in the Topics traffic plan. He suggested that there is a new cleanse to remove
graffitti from Overhead Pass. Nel Norwood ~ras present to ask if someting could be dons
about the markings.
BERNARD BINGH~M:
Selectman McEvoy reported that the dedication of a stone marker in honor of the late
Bernard Bingham, Veteran's Agent for 20 years, would take place on November ll, Veteran's
Day.
LICENSING CONMISSI~ERS:
Application received for license to store 800 gals. propane gas at 785 Turnpike Street.
Hearing set for November 13, 1978, at 7:30 P.N.
