The Board of Selectmen held their regular meeting on this date with all members presen~
Selectmen Guthrie, McEvoy, Salisbury, Joyce with Chairman Coady presiding. The warrant and
minutes were approved as submitted.
ST REE~ LIGHTING:
Jim Kennedy inquired about the $5000. allotted for street lights. Selectmen advised him that
this amount was for new street lights, only, and did not include change over of lights by the
electric company. They voted to have shields put on two poles on Fernoreft Circle.
W~.T ER TC~ER:
Petition received from the'residents of Bradford Street regarding the water tower. They re-
quested adequate fencing to keep individ,~l ~ from climbing the water tower, adequate lighting
(a red light on top of the tower for planes) and proper warning signs in regard to
and vandalism. The Selectmen voted to write to the J..Borgesi requesting the Public Works
take whatever action is necessary to eliminate the hazards and liability that exists.
CHAPTER 88 FUND:
The B6ard voted to accept the $7,000 donated by Desun Corporation to the Town of North Andover
and authorized the Mighway Surveyor to expend these funds for the purpose of making necessary
repairs to Stm~er Street. ·
CONSERVATION COMMISSION:
Vincent Turanc, Chairman of the Conservation Co~.~.~ssion, appeared before the Board requesting
the use of To~m Counsel's services in dealing with persons who have been delinquent' in record-
ing ,,orders of conditaons established by the Co~,~Lssion. The Board approved the request
and ~3~ send letter to Town Counsel on the matter.
BO~ORD STREE2 SPEED SIGNS:
Letter received from Safety Officer, Frank Dushame, recommended that Boxford Street should be
speed zoned. Board voted~ the reco~endatious and that a letter be sent to the DMZ.
PLANNING BOAED-AD'H~C CONMITTEE:
Letter received from W. Salemme, Chairman'of the P~ing Board, stating they were planning
to appoint an Ad-Hoc Committee to research possible problems in portions of the Zoning By-~aw.
Board voted to send letter advising the Planning Board that, if this Co~.~ttee is to have any

If, however, this is just an informal study committee, the Planning Board must be commended
for actively seeking citizen participation.
CHAPTER 70 AID:
Letter received from the Mayor of Newton, Mass. re increased Chapter 70 aid. The Board voted
to support legislation as requested in the letter and w~'~ advise School Co~.~Lttee that they
support petition.
MARBLEHEAD STPW~:
Several residents of Marblehead Street appeared before the Board protesting sanitation trucks
using, their street every day including Saturdays and Sundays. The Board voted to notify the
Police Dept. to patrol the street' .and stated they would contact Lawrence ~_lderman Schiovone
once again re the use of the turn around for truck traffic comingoff Rt. 495.
GLENWOOD ST. S~'~ER:
An O~der received from the Massachusetts Division of Water Pollution C~ntrel stated that
'sewerage discharge from the Archdiocese housing develoPment should go through the facilities
of the Greater Lawrence Sanitary District. Board voted to send letter to the Board of Public
~.~orks asking for their response relative to the sewer connection permit for the Waverly Rd.
housing project and advise them that the To~rn could b~ assessed heavy fines for not complying
with the Orders in a timely manner. They asked to be notified of their pl~ for corrective
action and the time schedule involved.
COLLECTION OF I~ATER & S~ER BILLS:
Board voted to send letter to the Board of Public Wo~s relative to the feasibility of having
the Tax Collector assume the responsibility for collecting the water and sewer b~l~s. If
feasible, ~he Selectmen plan to submit an Article at the Ann~,~l Towa Meeting turning this
iblnction over the the CoLlector. Event,,~ly, the Selectmen would like to see the collection
of s~funds, incl?,~ug fees for licenses and pe%~,.~ts, be b~r~Lled by the Collector. They
requested a meeting on this rotter on December 6, ~t ~:30 A.N.
