TAXICAB LICENSE APPLICATION:
Application received from Joseph E. Porvierza d/b/a South Broadway-South Lawrence Tam/ for
two cabs license to be located at 1581 0sgood Street. Hearing was set for December 11, 1978,
at 7~.30 P.M.

The Board of Selectmen held their regular meetmng on this dat~ ~.~th four members present;
Selectmen Guthrie, Salisbury, Joy~e with Chairman Coady presiding. Selectman ~Evoy absent
because of work. The warrant and minutes were approved as submitted.
STREET LIGHTING:
Jim Kennedy presented his recommendations to the Board for street lighting. The Board voted
to approve ;~ennedy's recommend~tious as scored with the exception M, iu Street be up-scored
to 16-B and that Marbleridge Road be included. They also voted that the change over of
bug lights be as pre~iously agreed with the eloctric company..1/3 replaced this ye~, 1/3
replaced in 1979 and 1/3 in 1980.
CHICKER/NG RD, AT PETERS AND ANDOVER STS:
Letter received from Sgt. DonneLly, A.C. brought to the attention of the Selectmen the
dangerous condition prevailing at the intersection of Peters and Andover Streets, au Chick-
ering Rd. It seems that a state engineer took a relay out of the traffic lights there
and intalled them in the traffic lights at the Roysl Crest estates. This left the traffic
lights, blinking, and not functioning as they should at Peters and Andove~-. Streets causing
a hazardous, traffic condition. The Board voted to send a letter to S. Eidleman to have
this situation corrected.

Letter received from the above-named company re possible inst,~ ation of ~oting machines
in North Andover. Meeting to be arranged on December 12, 1978, atT:00 P.M. for discussion

SM~L CITIES PROGR~I:
Letter received from the Dept.of Housing and Urban Development re Sma~ Cities Program for
Fisc~ year 1979. Board voted to have Administrator prepare list of projects and areas.
NIZIAN V. BOAteD OF APP~JJ~
Letter frSm Town Counsel advised the Board that, in respect to the appeal take by Niziak to
Mrs. Powers on an appeal which was granted by the Board of Appeals, he had been in touch
with Mrs. Powers ~and she indicated that she no longer has an interest in .proceeding with her
petition for the variance. He therefore considered this matter closed. It was so voted,
Selectman Joyce abstaining.
S~ER E~TENSION - MAVERLY ROAD: ~
~Letter received on the above-rmmed matter. Selectmen voted to send letter to Board of
'..Public Works requesting a response before December 4th and, if convenient, would like to
meet with the Board of Public Works immediately following the Special To~*n Meeting on December
4th to discuss 'the subject.
~r,~, NIGHT PARKING BAN:
The .Board voted to advertise the annual al~ night parking ban on November 29 and November 30.
The ban ~'11 go into effect on December 1, 1978, at 12:O1 A.M. and shm~3 remain in effect
during the months of December, January, February and Narcb. Exception:. Christmas and New
Year's E~e. parking ban ~ill be lifted.
APPOINTMENT - DATA PROCESSING CO~TEE:
At the request of Selectmen Salisbury, The Selectmen appointed Mr. Thomas Hennessey, 343
Salem Street, to serve on the Data Processing Committee. He will.be requested to attend
meeting on December 6, 1978 at 7:30 p.m. in the Town ~lding. The Board also approved
Mr. John Coogan to serve in an advisory capacity to the Committee.
AETICLE 5:
The Selectmen voted to ~end letter to School Co~,~alttee indicating their approval and lb~
support of. Article % as listed on the x~arrant for the Special To~en Meeting which specifies
the need for additional space for the school children.
V~J.~GE GREEN WE~T:
Members of the Board of Trustees appeared before the Board requesting a status report o~.
the problem of trash pick-up by the Town. They stated that, as they pay taxes on their
like everyone else, they are entitled to town services. Board advised them that it
had been referred to Town Counsel who was doing research on the matter. Board ~ send
another letter to Tox~ Counsel requesting an answer as soon as possible. Trustees stated
that they had conferred with the Highway Surveyor who said he would not collect the trash
until the street was adjudicated. The Trustees stated that they did not waut to adjudicate
the street at this time, but did think they were entitled to the trash pick-up services.
Louis Scaturro, 58 Kingston Street, was the spokesmn for the group.

Approved: Application for renewal of Class I license for Jean Paul Proulx, d/b/a The
trian Shop.
Approved: Applications for renewal of the following liquor licenses: McCracken's Liquors
and Wines, Inc., John J. Bone]Ii, Inc., d/b/a Bone/ali's Package Store, Rormld F. Leavitt,
d/b/a Ron's Lobster Pool, J.J. Boyle, Inc. d/b/a Butcher Boy Steak House, Inc., Nelinda
DeCola d/b/a The Crystal l~nor, China Blossom Restaurant, Inc. Also approved, change of
Fmnager of China Blossom Restaurant, Inc. from Norman Brisson to Richard Yee.
Also approved: The Loft Tavern.
The Boarc voted to semi letter to all holders of package store liquor licenses requesting

The Board of Selectmen held their regular meeting at ~he Middle School Library at 6:45 p.m.
prior to the Special Town Meeting scheduled for 7:30 p.m. ~ members ~ere present with
Chairman Coady presiding. The minutes and warrant were approved~s submitted.
PRECONSTRUCTION HEARING:
The preconstruction hearing,
until December 11, 1978, at 10 a.m.
VILLAGE GREEN WEST:
Letter received from Atty. Edward F.
scheduled for December 5, 1978, was postponed
in the District 5 Office.
Creggr~espectfully demanding, on behalf
of the trustees and unit o.wners of Village Green West Condominiums, thatthe
Town of North Andover furnzsh to all of the unzt owners of the Village Green
West Condominiums the service of rubbish collection. They feel that, as
property owners and taxpayers of the To~n of North Andover, they areeen~tle~
to this service along with the other property owners of the Town. They
added that they would be happy to attend any hearing the Board may hold to
present their views. Atty. Cregg thought the rubbish collection was under
jurisdiction of the Public Works. Selectmen will inform, him that his letter
will be forwarded to the proper department, the Highway Dept. It was voted
to authorizedthe Chairman to communicate with the Highway Surveyor and his
imput and recommendations be submitted to Brian Sullivan for next meeting.
CULINARY ART SCHOOL OF NEW ENGLAND, LIMITED:
The corporation requested that the above-named school corporation be approve¢
by the Selectmen as a non-profit c6rporation, and that a reapplication will
be sent to the Board by the Secretary ~f State. It was so voted,unanimously,
to approve the location of the above-namedcorporation at 1518 Great Pond Road.
LION'S CLUB:
An invitation received from the Lion's Club to attend their Annual Fall
Banquet on December 6, 1978, at 6:30 p.m. Tickets enclosed at $5.00.
CONSERVATION COMMISSION:
The Conservation Commission requested the services of Town Counselaand asked
the Selectmen to authorized Town Counsel to act on behalf of the Cons.
Commission.on any violations of the W~tland~ Protection Act, or ~ny. other
ulations relative thereto, up to and zncludzng the act of obtainzng an znju¢
junction. Any work or services beyond this point shall require specific
approval of the Selectmen. The authorization Will include any violations
at Ingalls Crossing for which the Conservation Commission will request the
Town Counsel for assistancein taking corrective action. The Selectmen felt
that this authorization will speed up the procedure to stop any violations
of the Westlands Protection Act'.amd give the Town Counsel and the Conserva~-
tion Commissi?n the flexibility they need to deal with violations in the
mannera in whzch Town Counsel feels necessary.
MARBLEHEAD STREET:
Letter received from George Massey, 57 Marblehead Street, concerning the
disrepair of the Marblehead St. railroad crossing, at Sutton Street. He
requested that the crossing be repaired like the Sutton St. crossing. The
Board authorized Brian S. to write ~o ~sscy advising him the crossing was
on the list for repair and would be done as soon as money is available.
PUBLIC WORKS:
Selectmen requested Brian S. to write letter to the Board of Public Works
for a status report on the Waverly Road housing drainage for next Selectmen'
meeting, December llth.
SPECIAL TOWN MEETING:
The Board discussed the Articles of the Special Town Meeting and took the
following action: Article 4 - Moved to strike said Article.' Article 2:
