received from Sergeants Ed~.mrd T. Sullivan, Russell Donnelly and John Crane
their interest in the above-framed position. Interviewo wore set up for Feb~mry
12th ..Sullivan, 9:00 p.m...Donne!ly, 9:30 p.m. and Crane, !0:00 p.m. All intervie~m
be conducted in executive session.
PISTOL PE~.K[T- E~,[ORTHY:
Letter from Acting Chief, Russ Donnel!y, stated that although E!worthy did not like the
reason for his pistol permit, "Target Practice", Chief Lm,rlor and Judge Basile ruled that
it should not be for "Protection of life and Property" as he did not have to carry large
sums of money in his Job as mechanic. The Board voted to send letter to Elworthy stating
that they found that Chief Lawlor acted reasonably in restricting the reason for carrying
his pistol permit.

· Letter from J. Borgesi re above-named complaint stated that there is a signpost next to the
entry x.mlk ~ich protrudes approm~mate!y one inch above the ground surface. His department
trill remedy this situation as soon as weather permits. The Board voted to award Mrs. Crane
the amount of $30.00 on her claim. A letter and a General Release form trill be sent to her.
As soon as release is received, the a~,ard ~,i!l be processed.
BOARD OF APPEALS:
Letter received from the Board of Appeals re a letter from The Citizen regarding placement
of legal ads in their paper. No vote ~*as taken but Selectman Coady commented that each
department should determine the media in t~hich their legal ads should be placed.

Letter received from Armand Giarrusso citing se~,er and drainage problems in the vi.~imity of
Furber and Highland View Avenues. The Board instructed Brian S~3~ivan to consult the Board
of Public l'Yorks on the problem.
1,L~S. LEAGUE OF CITIES & T(Z,~NS:
Ballot Sheet ~..,~as discussed re the resolution that the Joint Operations Report calle~ for
the dissolution of the League and the setting-un of the Masschusetts ~hu~icipal Association
and the creation of a joint dues structure be approved. The Selectmen voted to have the
Chairman cest one vote in the affirmative on the Ballot Sheet to be sent to the l~Iass.
'League of Cities and Totnm, 131 Tremont Street, Boston, Mass. Brian S. instructed to
'attend meeting at Sheraton, Boston, on February 23rd.
Letter sent to Brian Sullivan re future solid x.mste disposal practices. After a discussion
Brian advised the Board that the Solid ~'Taste contract trill be available shorbly.

The Selectmen granted the request of Tony Cantone and Michael Kelland to re-open the ~.mrrant
for submission of an Article on zoning, l'Yarrant x. ms opened at 7:30 p.m. and closed at 7:3!.
The Board also voted to advise departments that the dead line for submitting the final
.language or description of Articles submitted would be Monday~ February 26~ 1979. l'Yarrant
'~*as also opened to ~.rlthdra~.~ Conservation Commission article for a clerk-typist. ~arrant
then closed.

Letter received from the Tetra Treasurer advising the Board that the un~\Temded funds due the
Toxm of North Andover from the Gr. La~.~ence S.~nitary District should be applied as a credit
to the Tox.n~'s Fiscal Year 1980 pa)~nents to the District.
ASSIST~d~ BUILD~/~IG I~ISPECTOR:
The Board voted to advertise for the filling of the position of Assistant Building Inspector
They directed that the Building Inspector, Charlie Foster and B~an interviex, r any applicants
after x~ich recomendations should be made to the Selectmen.
ARCI~]IOCESH~ET!/~D:
The Selectmen directed Brian to attend the Housing Appeals Commission meeting in Boston,
Thursday, February 8, at i0 A.M. ~.rith Bud Cyr. S~.ectmen would like Brian to bring back the
transcript of the meeting, if any.

he thought the amount should be a continuing budget item.

Richard Verrochi, ~hnager of the Continental Cablevision of Ne~.~ Hamnshire~ Inc. appeared bef¢
the Board to discuss the granti~g of the final Contract to install ~ablevision in North
Brian S%~.livan, Administrator, reco~ended granting the final contract: that Verrochi had
filled all the requirements. Selectman McE~oy motioned to grant the final Co~tract and
man Salisbury seconded J~e motion. Vote x. ras umaninmous. Selectman. doady remarked that, as a
Selectman, he had been present at the first cablevisio~meetings six years ago and was pleased
that he %fas present for the final contract signing.

SALE/~ STRE~ R.R. TRACKS:
Letter received from the Conservation Commission enclosing a petition to preserve the old
Street railroad traclcs. The petmtmon gave the following reasons ~.~h~$~the petitioners did not
want any building on the old trackm. 1. It should be preserved as mt ms just like an antique.
2. It's a good wulking trail, i 3. Lots of people use it. 4. It is one of the best places
ride a bike or motorcycle. 5. It is the best trail for horseback riding. 6. People care.
Petition x. ms tabled until February 20th meeting.

Bill Salemme-appeared before the Board to find cut ~.zhere the Planni.~ Board and Board of
Appeals could meet now that the regular meeting room is being renovated for the T o~.~ Clerk.
Planning Board and the Board of Appeals meet on ~bnday because the Assessor's office and the
Tom, Clerk's office is open on N~nday for reference. Problem: Selectmen also meet on ~ndays
and occupy the only meeting room. Salisbury made motion to have the Selectmen meet on Tuesday
~.fnich w~s seconded. After discussion the motion ~.ms ~cithdrawn. Salemme ~.ms told that Fire
Chief did not object to the' Planning Board meeting i~ the Fire Station meeting room for 2
or so. It xeas agreed to have Brian ~.zohk out a schedule ~.rith Sale,me to use the Fire Station,
Selectmen's Office ~or their meetings.
~ CONNUIT HEAR3/~G SET:
Petition received from the New England Tel. & Tel. Co. to install l0 feet of conduit from pole
49 to proposed buried cable on Andover Street, at Rock Road. Hearing set for Feb. 26th, 7:30
R~EEIVED:
Letter from Division of Personnel Administration re eligible list for promotion to Fire Chief.
Article- Petition of the Board of Fire Engineers for a life-saving boat. To be inserted in
%Yarrant, February 26th.
LICE~SI~B CO~E.~SSIONERS:
Powierza Henring: A hearing was held on the application for a license to operate two taxi
to be located at the rear of Finnerun's Drug Store~ 129 ;~in Street, from Joseph E. Pox*ierza.
Powierza stated that the cabs x.~uld be parked every day from 5:30 A.M. to 2:00 A.M. and that
he operates cabs in Lawrence under the names of South Broadx.~y-South La~ense Cab Eem.~n~s.
In La~enoe, he charges by zones. That he ~mo~m there is an urgent need for cab service mn
~or~h Andover and he ~.~uld like to fill that need.
