He statcd that traffts is congested cnough without cabs coming and going. He protcsted the angle parking by the store and re- quested that the 30 minutc parking be enforced, that it was violated by the drug store employecs. Cars parked illegally and the policc dcpartmcnt should tagged cars parked in the No parking area. He asked that the cabs be allowcd to park on ~&%in Street or to find another parking space iu Messiua's parking lot. Selectman Joyce approved the premises but would like to take license under advisement. Selectman McEvoy concurred with Landers and Joyce. Kathy Broom, To,fa Reporter, stated that she was representing her Mother, Mrs. Murphy and other Senior Citizens, and urged the g~anting of the ~icense for the needed taxi cab service. She stated the senior citizens were tired of paying the high fares from Ia~.~enoe cabs. ~l?5er more discussion it was voted to continue the hearing until the next meeting, February 20th and authorized the Administrator to study the feasibility of parkin~ cabs on Main St. Sign to say for taxi cabs, only. Applicant was requested to see if ~e could find a new location. BE~O LICenSE: The Licensing Commissioners approved a Beano License application submitted by St. Michael's Church Committee. Chairman Guthrie presided. The minutes and warrant were approved as submitted. OLD SAL~2.! ST. R..q. TRACKS: Petition was placed before the Board once again re the preservation of the old Salem Street railroad tracks. Board voted to discuss the petition at their working session on Saturday, February 24th: when members of the Conservation Commission, ~ublic ~Jorks ~*ill be present. RE~IG:L,T ION: Board received with regret a letter of resignation from John J. Gaffny III as member of the Board of Appeals. It ~s voted to send him a letter of thanks and appreciation for his past services. ~chard Trepanier suggested to fill vacancy. Chairman to contact F. Serio. Selectman Joyce requested a call for candidates to fiS] vacancy. STR~:~:I' LIGHTS: Request received from Louis Miniccuci, Ex. Director of the Housing Authority, requesting three street lights at the Foulds Terrace Elderly Housing Project. SCHOOL STREE~: After condiderable discussion: it was voted to notify the DP%Y that it x~as the intention of the Board to have No Parking on the right hand si~ of School Street. RECEIVED: Letter listing Elder Servies of the Merrimack Valley. The Board stated that it would give theim~continued full support. There were many objections to the location. of the cabs, the rear of Finneran's Drugstore. After much discussion, the Board voted to accept the advice of To~.rn Counsel and lay out the southerly part of First Streo% at the intersection of ~.hin Streot, as a cab stand for Po:rierza's two cabs~. S~nto Messina, Messina's Market, also gave permission to use the space beside his market on First Street. License was granted to Pox,rierza to operate t~o cabs on First St., at Main Street. HOUSEG APPEALS C0~.~ETTEE ~ETING: ARCI.~)IOCESE HOUSING: Brian advised the Board of subjects discussed..drainage system; Cyr stated that there insufficient cover over the pipes in meny areas and the tops ~ich were used on the mmnheles were inferior and m~de meintenance of the difficult. Engineering representative stated that all work ~.~s performed in accords.rice with normel standards and the permit issued. Dolan indicated that he clearly does not ezpect the To~n~ to provide these services and in fact, costs for these services has already been figured into the cost of operation for 40 years. Atty. Dolan ~.~s advised to notify tenants ~*lth some formal notice the To;~n ~,M~ not provide servies to the project. Dolan stated that he wo~d talk to To~,n Counsel for some acceptable arrangement to ensure that the To~,n would not have to provide ser- vices to the project in the future. Excavation Po.~it: Archdiocese x.~ill need an excavatiou permit from the Bd. of Appeals to hazel ~xcess loam from the site. Dolan felt that he should not have to get this permit because this wo~ld be covered under the comprehensive permit ed by the HAC. ~L~C advised Dolan to try to go through the local Board first and, if they did not cooperate, to go back to the HAC. The Selectmen requested Brian to obtain a copy of the mimutes~ a copy to be sent to the Board of Appeals and to request the Board of Appeals to act fairly in consideration of their request. The Board received and accepted Jim Kennedy's report on the status of the mew street lighting program. Sick Leave B~nk of the Firefight~z,s x.~s discussed. Brian submitted a final draft of the tions for the sick leave bank for the firefighters. The only issue left is whether ~?ae Board has the Fire Chief m~ke the decisions x*ith his decisions subject to arbitration or have a committee m~ke the decisions ~.rith no provision for arbitration. Everything has been spelled out in detail. GR. LA~Y. S~IT~dT~ DISTRICT: Board requested Brian to send communication to Do.~ld George stating that the sexcered popula- tion figures in his letter of February 5, 1979 ~.ms not self-explan~tory and did not ans~er~ questions the Board has concerning this subject. A meeting with l~r. George and representatmve~ of Camp, Dresser, and McKee ~¢as requested to discuss how the fi~r~s~for se~¢ered ponulations were derived. President of the soccer advised thc Board in a letter had signed up, ages from 6 to 14 old.
