Letter received from ~.[rs. John Cronin, 432 Salem St. ~ stated that the Highway Surveyor advised
them that a catch b~_sin was needed in the road vicinity of their home but they x.~uld have to
pay for it. Mrs. Cromin co~d not see why they had to .nay for the catch basin. Letter re-
ferred to the High:.my Surveyor for his comments.

APPOI~I~T: BOARD OF APPF~LS:
The Board appointed .~ichard J. Trepanier, 308 Mass. Avenue~ as regular member of the Zoning
Board of Appeals to fill vacancy left by the resignation of John Gaffny~ III.
Application for appointment to position of Warden of Precinct II from Irene McEvoy.
Application placed on file until resigrmtion received from ~Yinifred Sullivan~ present %.~arden,
who is ill and no longer able to perform duties of Warden.
Letter from Mass. State Lottery Commission re Beans license.
~quest for written Proclamation re safe driving campaign. Approved.
ARTICLES:
Discussion ensued on submitting several articles at Town Meeting. Board voted to open warra~t
Further voted tc include the following four articles:
1) Appoint two(2) patrolmen.
2) Approprict~. $%,000. to effect insurance providing indemnity for officers and emPloyees
of the To~m in accordance with Sec. 9 of Ch. 258 of the General La~.m.
3) Selectmen to appoint a Study Committee of up to 7 citizens to investigate reorganizing
those Boards involved with land use planning and regulation.
~) Selectmen to appoint a Study Committee of up to 7 citizens to investigate reorganizing
the Highway, Public Works and Tree Depts.

/~uis Scurito, representing residents of Village Green West, appeared before the Board with
a petition oft an Article in the ~arrant which asks the Town to vote on providing rubbish
disposal services to the condominiums. The Article requested no apprepriatio~ The Chairman
advised him that the W~rrant was already closed and that, as a policy~ the Board does not
open for citizen articles unless there are real extenuating circumstances. Of more concern
to the Board than this ~ however~ was the fact that there was no request for an appropriation.
The usual practice at Town Meeting is that any request for a new' serTice or new personnel
is put iu an article form and identifies the costs of providing this new service.
Yin. Scurito responded that his Counsel had advised him not ~¢~ include ~ny appropriation and
that if the article was passed~ it would be the Highway Surveyor's problem on how to find
the funds to provide the service. The feelings of the Board ~s not to even consider the
article unless it contained an appropriation and it ~*as so voted to deny acceptance of the
article. '
LICENSING COEMISSIONERS:
AMUSEMENT I<~CHINES LICENSE R~NE~AL:
Chris Adans and Joseph Disatchio appeared before the Board requesting renewal of. ~Ir.- Adam's
license for amusement devices and that the restriction of pinball mchines be lifted. Mr.
Disatchio is the supplier of the amusement devices. ~_fter several questions concerning the
background and business dealings of the two iudividwals, the Chairman indicated that this
request would, require a recommendation for the Police Chief. There x.ms some concern by Board
members as to the effect this request would have on the request for a wine and beer license
from Jimmy's Famous Pizza ~.fnich is next door to Adam's establishment. It was voted to
authorize Mr. Adomm to continue to operate his business with the same restrictions until
action is taken on Jimmy's Pizza application and Police Chief's recommendation, is received.
~/~E & ~t~LT BEVERAGE APPLICATION:
An application for a ~ine & Mal~t beverage license to be drunk on the premises for Jimmy's
Pizza located at 1581 Osgood Street was discussed. This application was tabled from the
January 22, 1979 meeting because the Board w~s waiting for confirmation from the State as
to whether a license was available. That confirmation has not arrived as yet but the Board
voted to hold a hearing on the applic-~tion, l.~rch 19, 1979. It was also noticed that the
~pplication form was not signed so the Chairman asked the petitioner to have the form signed
and returned sometime this week.

Chairm~n of Licensing Board informed the Board that the m.mers of John J. Bonelli: Inc. ~.mre
planning on holding an ~uctmon sale of the pacl~ge store license issued to them and that in
ail pr.obability they ~.ould be in sometime in the future whomever
purchases the license at the sale.
