This ~.ms the last Solectmen's meeting for Selectman John Coady who: after six years as a
Selectman: did not ran for re-election. Chairm~n Guthrie: on behalf of 'the Board:
presented Jack ~.rith an enscribed desk and pen set and stated that Jack's..expertise and
intelligent administrative abilities ~.rLll be missed and difficult to replace. He congratula-
ted Jack on his appointment as Deputy Tax Commissioner and he ~.~s ?fished every success.
APPOINTee, S:
The Board ~ade the follo~*ing appointments:
Irene McEvoy - ~arden: Wrecimct II. Selectman l~Evoy abstained from voting.
Domenic Cantone - Member: Council On Aging.
Francis I~.L M~ise and James Sanborn appeared before the Board requesting appointments as
Special Police Officers. The appointments were taken under advisement until character
references are obtained from 'the Police Department.
RESIGNATION:
A letter of resignation received from ~inifred K. Sullivan ~.~o resigned as l,;arden of
Precinct II due to ill health. A letter of thamks and appreciation for her services
be sent from the Board.
Aletter received from Paul Dobson advised the Board he would remain activ~ on ti,c Personnel
Board until ;,hy 1st as requested. Although he ~.~ll not be able to attend To,~m Meeting as
he ~.rill be out of to%m on business: he x. rill make sure ,~ the other members of the Board
x*ill attend and each one x~rill be well versed ou all the Personnel Board articles.
NO P3k~/(~IG- SCHOOL ST.:
Three copies: attested~ of a traffic ammndment that ~,~J] exclude all parking on the
westerly side of School Street ~,as approved and signed by the Board ~rith the exception
of Selectman Salisbury, who voted against the amendment.
FIRE CI-~EF DUd.i:
Two draft copies of the Fire Chief ezmmination announcement to be issued sent by the
Division of Personnel Administration. If the Board approved the copies: they ~.~re
requested to fill in the Fire Chief's sa!ar~y and return to the Division. The matter
~.~s 'tabled until the l~hrch 12th meeting. Selectman ~E~oy objected.

The Board voted 'to advise the I. trPC that the To~.m of North .~mdover endorses the I, IVPC's
Area-;.ride Housing Opportunity Plan and agreed to cooperate ~.rith the Merrimack Valley
Commission to develop and carny out c_u area-~.ride strategy to meet e~.--isting housing needs:
as well as promoting a broader geographic choice for housing outside of Haverhill and
Ia~.~ence. Housing Assistance Plan goals amd Arem.ride Housing Opportui~ty Plan goals are
· generally consistant. The implementation program for the HOP is also consistent ~.rith
our commznity's development policies.
POLICE CHIEF SUBSTITUTE:
Letter received, from interim Police Chief Donnelly %~ich stated that he ~.ould be on
vacation from l~rch ? until I,hroh 22nd and that he had appointed Senior Sergeant Edward
S~]] ivan to take charge of the Police Department until his return. He also stated that
he ?~ould submit the mames of 'three candidates for p~'ovisiona! appointment to 'the rard:
of Sergec~bt upon his return. He also stated that: due to Chief La?~lor's retirement:
the police department is short one: ~am and that vzsaneB.cher[d get first priority to be
filled. It is important to him that the provisional Sergeants post be filled according
to present needs rather than for a long range purpose. Chairman Guthrie voiced tho ob
that 'the Selectmen were not informed of Chief Donnelly's selection of his replacement:~.~%ile
on vacation:prior to Donnell~,'s action. Chief DonneLly stated that he ~.ms not aware that
the Salectmen had to be notified: that he ~.ms acting as former Chief La~.~lor did in such
matters. .%fter a continued discussion: the Selectmen voted to advise department heads:
under 'their jurisdiction: that the Board be notified prior to any policy changes.
The Selectmen opened the ~.=r~.nt to include an Article from Village Green ~'Yest cond~.minium
resided, ts petitioning for trash collections. ~,[arr~_nt ~.m,s then closed. Article ?rill be
referred to the Board of Re~istras for ve~'ification of signatures. Vote ~=s 3 to 2. Coady
and Joyce opposed.

The Board requested Brian to contact Civil Service re a letter he had semt requesting n~mcs
of persons ~.fl%o had taken past police exams. Board voted to ~send requisition to Civl!~,Se~u!c
requesting list of eligible candidates for appointment to the reserve force.and regmlar forc~

TJLXI CAB L!C~;SE-D. CUT~ONA
The Licemsing Board approved the grant~ n~ of a t~.~.cab license(2 cabs) Demmis Cutrona to
be located at 12 ~in Street. A stipulation ~.rill be placed on license that the safety
of cab vehicles must be approved by the Chief of Police~ these vehicles shall be subject
to his inspection at a.~f; time. Stipulation %rill also be placed on license of Joseph E.
Po:.rlerza.
McGREGOR~S ~m~S :
A!oxander McGregor submitted plans for his proposed places of buomnoss for which he has
applied for three liquor licenses. The Board informed him that they wo~tld recuire more
definitive plans.

GAS EXCAVATIONS:
Petitions approved to excavate to repair gas mains on lO7 Pleasant St. and59 Salem St.

The Board approved the insto_llation of three street lights at the FS. derly Housing Project
on Foulds Terrace.

Letter received from the above-r~med citing an important situation that should be corrected
in the To:.rn Garage. Board voted 'to refer same to High~ray Surveyor requesting a ~.a-ltten re-
port on the necessa.~y corrections that ~.rill be made.
DR. SCARI~O:
Letter received from the Citizen League for Adult Speci-..1 Services advising the Board that
a tribute to Dr. Nina E. Scarito would be the gnest of a Royal ?~ast f~
l,L~rch 2~th at the Sheraton-Rolling Green in Andover. TiCket; m~v be
