It was unanimously voted to send Co,eh Crozier a letter congratulating him and the team for x.rinning tl~e New England High School l,~restling Championship ,~nd to young Joe Helfrich for capturing the individual champion ship. TAX CAP: ?~presentative Joe Hermann ~ppeared before the Board to discuss Governor King's t~~. cap. He stated that~ at this time, he had no interpellation of the Bill. He did not know what percent of the increase of the Tax levy would be..that the L£11 ~.~as in limbo · He s~id the Bill 5632 had passed~ 81 to 59, that day ,~r~l wo~ld be appealed,and revie~.~ed and that he would vote against. It was discussed that if the tax cap was voted, the Selectme',~ may delay the calling of To~.m Meeting and that they would inform the Advisory Bo~rd that it their intention not to act on money articles if the tax cap was !~assed. It ~*~s remarked that iZ x~s the strongest challenge to Home P~l~. Rep. Hermann ~.rill keep them informed. CF~A POSITIONS: Brian advised the Selectmen in his A.Z.M. that he had had a meeting with a representative from Ceta ~o had 'bold him the to~.,m could create or replace 14 positions during the federal fiscal year, 1979~ ~.~ich ~rill end September 30th. This does not include the 8 additional we have been authorized. He also ~dvised the Board that~ effective April l~ 1979, the ms,~imum CF~A ~.~ge ~.~ill be ~7~200, so it is very imporbant that the Selectmen create or refill vital positions prior to April 1st ~hile the mm.~imum is .~0~000. Brian ~.~s authorized to allocate positions before cut off, April 1st. LICENSING C~SSIONERS: APPROVED: 1-day liquor license ,~t Merrirmck College, ~.hreh 13~ from 8 to 11 p.m. 1-day liquor license at Merrimack College~ ;~reh 31, from 8 to 12 p.m. Co,men Victualer license(rene~.~!) for Boston Hill Sr~. Shop Applic,~tion to store 5000 gals gasoline, underground~ at 34 ~esley St. from To~.m Co~.usel approved the inst~!~tinn. Letter .~eapplication of ?~ne and malt beverage license from Robert Dunn~ I.hnager of Bosto~ Hill Slide & Ski Corporation: Turnpike St. Selectmen commented on the fact that the license would be an e~osure to children. Dunn replied that it would not be a lounge for drinking beer and ~.rlne but a convenience for adults ~o have asked for the service repeatedly. The mobile office x. dll be mn North ~mdover on April 6-7-29th ben-inning at 9:30 l.m. uutil 3:30 p.m. Board authorized Brian to set up a location for the mobile office. ~JFRE~N~_-DOG OFFICER COMPLAI~: ?obert Du~resne appeared before the Board complaining that the Dog Officer isn't doing his job. Dufresne stated that he x~s told by the police that his dog x.,~s creating a dog nuisance by his continuous barking and he x~nted to ~ow who complained...s~id the Dog Offic~x.~ouldu't tell him, that he had to go to the Selectmen to find out. The Selectmen said the ~name of the complainant does not have to be revealed: Dufres~e, at an earlier~loud appearance in the Selectmen's Office, said he ~..~ould not license his dog because he ~as tiedup ~1 the time. it. the Selectmen's Office he said he had licensed the dog. Board told hin that they ~.ould have to seek the help of the To~,rn Co~mse! to help the Dog Officer enforce the leash la~.l. APPROVED: Request for transfer of funds from the ?~serve Fund to p~y Gas Inspector's fees. TAX CAPS: Tom Dunn, Advisory Board Chainnnn, stated the Board should make a decision a= to ~.~hnt kind of action the Board is going to take re To~.m Meeting so the Advisory Boa~l can make their plans accordingly. Decision was postponed until ne~ meeting. Board voted to have .~_rbicle made up to override Talc Caps.
