He stated that requests from Borden Chemical and Bell Labs for transpor~tion to and from Logan Airport were increasing, that he ~ms also getting re- quests from N.A. residents. He did not want to neglect re~,~r cab service calls, also, from North Andover residents. He brought letters from Borden Chemical and Bell Lab. Selectman McE~oy stated he did not see any reason for not granting Cutrona,s request, that he was operating an excellent cab service in North Andover. RIL 30~ 1979 ~ The Board of Selectmen held their regular meeting 'on this date with all members present; Selectmen McEvoy, Salisbury, Joyce, Graham with Chairman Guthrie presiding.: The warrant and minutes were approved with the exception of the Planner's salary. HEARING: POLES The Board approved the installation of 3 poles on ~averly Road and the installation of 350 of conduit and 1 sac pedestal with cement foundation on Waverly Road. BERRY ST .-$11, O00 GIFT: A letter from the Highway Surveyor requested the Board to accept a check in the amount of $11,000 donated by Joseph J. Barbagallo to be expended under the supervision of the Highway Surveyor to' do the necessary improvements as agreed upon on a portion of Berry Street which involves approximately 800 feet from the rear of the Towne house to the residence at ~t6 Berry Street. '..Th~ m~ney, is to be pieced in a special account (Chap.88) for this purpose. A majori$~ vote was taken by the Board...4-1...Joyce against. POLICE RESERVE APPOINTM~;T: applicants were received for the four vacancies in the Police Reserves. Selectmen to write four names from the group of nine tames Chief Donnelly recommended. The · applicants who received three votes would be appointed. The Selectmen voted, in writing, twice. The four men receiving the three votes and appointed were: Brian K. Iawlor, 290 Stevens Street, N.A...David M. Guthrie, 212 Middlesex St., N.A .... Thomas j. McE~oy, 25 Harwood St., N.A .... and Paul J. ~osky, 70 ~iver Road, Andover, Mass. Letters will be sent to the appointees requesting them to report to Chief Donnelly on May 8, 1979, at lO:00 A.M. for a briefing of their duties. These appointments were made under the ezmrgency employment provisions of the Civil Serrice Law for the North Andover Police Dept. Letters ~ill be sent to remaining applicants than~dng them for their interest in the position. SPEED R~ULATIONS: Two speed regulations sent by State were incorrect and tabled until Brian S. could contact State re streets indicated for the regulations. ARBITRATION HEARING: Notice of hearing received the American Arbitration Association re sick leave bank. Letter from Town Counsel suggested an amendment to the regulations as they apply to the sick leave bank which will give Selectmen some control of those who are eligible for use of the bank... and further contro~ due to the fact that the Board, .on any uitimate payments of any~benefits, must be approved by them. T he Board voted to accept this amendment so the arbitration pro- ceedings were aborted and the case closed. Town Counsel will be so informed and Joseph BOul- anger. TO~ B~77.BING PETITION: Petition received from the To~n Building employees requesting that Town Building hours be changed as of June 1, 1979 from 8:30 A.M. to 12...one-half hour for lunch..and closing one- half earlier at 4:30 P.M. The Beard of Selectmen approved the petition with the stipulation that a~ offices remain open from 8:30 ~I.M. to 4:30 P.M...that lunch hours (or half-hours) be staggered to implement the noon office openings. The new hours will be on a trial basis from June 4 to Labor Day at which time the Selectmen will consider ma~dng these hours permanent providing the cooperation of al employees is demonstrated during this period. DOG OFFICER APPOIN~: Gene Northam was appointed to the position of Dog Officer. Seven men applied, four with- drew their applications. It was also~ voted to retain the present Dog Officer, Ernest Ga~tbier to assist Northern for two weeks. Letters will be sent to remaining applicants th~king them for submitting their applications. POLICE M~YSICAL EXAM: Letter received fr~ Chief Donnelly requesting a rule that all appointed police officers undergo a ph~mical exam. Board ~oted to have Brian Sullivan take the necessary action to enforce and institute physical exams for all police officers. RESERVE TRANSFER: Board approved request for transfer of funds for funding of balance of Building Inspector's salary. DAMAGE OLDIE: Letter from Asst. Building Inspector informed the Board that bis car vms damagsi ~hile on Town Bu~i~mss in the amount of $199.00. The Board voted to award the amount of $~0.00 on the damage claim. RECEIVE~: Thank you note for proclamation on Safe Driving Week, April 3, 1979. Sponsorship for N. A. Boosters Club. Board will donate $5.00 each for adv. hoard poster. Samaha ~SING CGMMISSI0~ERS: A hearing was held on the application'·~ transfer a Restaurant, All ~.lcoholic license from Kamber Yil Karademir d/b/a the Peacock Feathers, 733 Turnpike Street, to Snack Eteria, Inc. d/b/a Casablanca, Theresa Scola, Manager, same address. Character reference, in the affirma tire, received from Chief Donnslly. Miss Scola told the Board that they intend to continue to hire Merrimack College students, as waiters, and would serve Italian & American Foods. Iawyer for the applicauts stated that ~1~ bills and liens would be paid that had accumulated under the old management...that they intended to run a high class restaurant. Selectman Joyce asked if they would be willing to close at 10 p.m. Response was, '~es," if all the other restaurants were restricted likewise. T he same people who objected to the granting of the McGregor license on Rt. ll4 were present to protest the granting of the above-nsmed license. They cited increased traffic, as the principle objection. One woman stated that it would take away from the 14 historical houses on adjoining streets. Louis Kmiec ~ho operates a business mu Rt. 114 brought in a list of names objecting to the license. Nike Skenia stated.that Rt. ~ 4 should have sewer service instr, 1 ~ ed and industry and business encouraged to come in to North Andover in that area. It would mean a great deal of in- creased revenue to the town. The traffic is generated by transient traffic..that it ~msn't auy worse than Rt. 125 on x.~hich road many Restaurant and business licenses have been granted.
