Selectmen Thomas J. NcEvoy, Charles A. Salisbury, Ralph R. Joyce, John W. Graham with Chair-
mau Joseph .A. Guthrie presiding.
JURORS:
Drawn for jury duty at Lax.~ence were: John F. Shola, 36 May Street and Mary M. Bolster,
36 Ashland Street. Drawu for jury duty, June 4 Sitting, at Sal~.~ were: Eleanor P. Cahill,
ll Woodbrddge Rd., Joseph J. Greco, 45 Highland View Ave., Salvatore Licciardello, 113
Appleton Street and Rnby J. Swithinbank, 81 Bradford Street.
PRESCOTT STREET PA~ING:
Letter received rrm Chief Donnelly advised the Board that the complainant, Joseph Palazzo]o
agreed to restriction of vehicle parking on one side of the street. Board voted to ad-
vertise "No Parking" on the n6rtherly side of Prescott Street, from Chickering Road to
Osgood Street.
ST~ LIGHTING:
Selectmen ~oted unanimously to accept Jim Kennedy's proposal/-n~ catergorization of requests.
from citizens.
TOWN BUILDING OFFICE ARRANGEMENTS:
The matter of assigning offices was tabled until June 18th.
GAS EXCAVATIONS:
The Board approved the following petitions to excavate to inst~11 gas services:
~ Street, corner of Water Street, Miflin Drive and Tolland Road.
Salem, Farnum,
~LUE CROSS-BLUE SHIELD CONTRACT:
It was an unanimous voted to sign the To~'s Blue Cross-Elue Shield contract for this year.
SUNMER SCHEDULE:
The Board voted to begin the su~er meeting scheT~le May 21st. It will be as follows:
May 21..June 4 - 18...July 2 - 16 - 30...August 13 ~. 27...Sept. 10.
CONSERVATION CC~.I.- BARKER LAND:
Letter received from Qoneervation Co~,~,~ssion Chairman, Vincent Turano, answering questionsof
the Selec~.~n re the cost of granting acres of Barker Farm land to the Agricultultural
Preservation ~estriction Act. It was voted to refer the matter to To~en Counsel, and the ~
matter was tabled until a later meeting.
PATROLMAN:
'The Board voted unanimously to appoint John P. Carney to the position .~-Provi~iorm3; ~
permanent pat~lman iu the North Andover Police. Dept. ~@. Carney had the highest exam
rate in the last Civil Service examination.
LAND ACQUISIEION:
John }~onteiro and Joyce Detora of the Planning Board appeared before ~he Selectmen %o 'ad-
vise them that there x. ms an opportunity to acquire ~-~ acres of land off Salem Street at no
cost. They stated that it could be a good area for recreation. It ~.ms proposed that an
Ad Hoc Cormmittee be appointed ~o investigate how land could be acquired. Matter was table~
until next week.
PAIntING TIC~Q~T:
~.llan Breen appeared before the Board stating that he had been served on a parking violation
that allegedly occurred during the all Night Parking Ban. He stated that he had been parked
'on private land, not to~m land and thought the tic.>~t had been voided. It was an unanimous
vote to negate the ticket and Brian was authorized to contact Tox.m Counsel and the Police
Dept. on the matter.
INDUSTRIAL BOARD:
Selectman Graham inquired ~nat action,, if any, the Industrial B~ard has been ta~dng to in-
vite new industry into the tox. n~. Brian ~ms instructed to contact the Chairman, Ted ~elan,
for a progress report. Mr. Graham would like to participate in a meeting with the Industrial
Board.
N~D-SNALL CITIES GRANT:
.~u~u~'.?.~'itation received from Hud to Brian S~ivan to submit a final proposal on application
submitted for the sum of $85,000. a sm!l cities grant. It was so voted. It was also voted'
to send a letter of than~m and appreciation to Congressman Mavroulas for his assistance in '
obtaining the loan.
PL~EP~:
The Board of Selectmen, Planning Board and the Board of Health went into ~ecutive session to
discuss the present Planner's ~a~ary and duties on both the Board of Health and the Planning
Board. After a long discussion, the meeting ended and Chairman Guthrie announced that the
Selectmen would sign the warrant next ~mek to pay the Planner. Decision based on letter re-
ceived from the Board of Health. It was voted to call a Special Town Neetin.~ on Nay 29, 1979,
at 7:15 p.m. and the war;rant was opened at 8:55 p.m. for Article which read. To see if the To~m
will vote to ta~m from Article ~1 of the April, 1978 Town ~,120.16 for the
purpose of compensating Susan St. Pierre for the work perfo~ Board during the
