HFARING:
At the request of Selectman Ralph Joyce, a hearing was held on whether or not to restrict
closing hours of the restaurants ~.rith liquor licenses on Rt. 114. The restaurants, Cahoot:
Inc., Casablanca and Thompson's were involved. Joyce opened the hearing by making a motion
to restrict the restaurants to a 12 midnite closing. To open the matter for discussion,
C~thrie second the motion. Guthrie stated that the Board has supported people in that area,
treated al! license holders equally and fairly..he recognizes that the liquor license %ms an
integral part of the restaurant business..that the liquor licenses were duly approved by the
Board and ABC, and objected to limiting hours of a few restaurants and not everyone else.
Traffic problem exists whether restaurant closes at 12 or 1 a.m. Considered the action of
Joyce punitive. Selectman Grab. ma stated that it was plainly unfair to ask Rt. 114 restaurants
pay a penalty, that the same traffic dangers ~.mre the sm~e, if not worse, on Rt. 125~ where
there were five restaurants. Selectman McEvoy stated that he agreed ~.rith Graham, all lic~es
holders should be treated equally, can't split town, he did not agree ~-ith Selectma~ Joyce.
John McGarry, attorney for Cahoots, Restaurants stated that it was high class restaurant and
a quiet one. Food was served until midnite waekends and 10:30 on ~.~ek days and it would
do~.n~ on income considerably if they had to close at midnite. The owner of Casablanca stated.
that his restuarant serves food until !1:00 p.m. and that it would hurt them considerebly
if he had to stop serving liquor before 1 a.m. Kemick, chief objector to all business on
Rt. 114 though he runs a real estate business on Rt. 114, x,anted to know if another
could be held and %;trot ~.~uld be the next step. The Board acted on the motion by Joyce,
by Guthrie, to shut do~*a Rt. 114 restaurants at 12 midnite. Motion defeated 4-1. Guthrie,
McEvoy, Salisbury and Graham against motion, Joyce for.
7:00 P.M.I.IEETING ~riTH CHIEF FITZGERALD:
Fire Chief Fitzgerald met ~.rlth the Selectmen re the 6% cost of living raise. He was of
opinion that he should receive the 6% cost of living raise on top of salary he was ~etting
prior to July 1st. A f~* x.~eeks ago the Selectmen had recon%mended to the Personnel ~O~rd that
the salaries for the Police and Fire Chief renain in accordance ~.rith the Totem meetin~ vote of
1.8 and.that ~he~r ~n~ive.r~a.y d~,tes be ~qved up to Julylst so ~hey ~uld ~ r.~ve a .d~-
crease mn pay ~y aomng ~nis.,~ney wou~ receive an ~ncrease cz appromum TM e~y ~uu on ~u~y 1s~
and that would be the only increase they %;ould receive u-util~ J~ly 1~;198.0~ r~The!S~tectmen
voted not to change their recommendation and to inform the Personnel Boagd of this fact.
EXECUTIVE SESSION:
At the request of the Chairman, an executive session was called to discuss the relationships
b-+.ween the Chairman and the Chief of Police and the Board and Chief of Police. It
vo~ed unanimously to go into executive session. ~'~en the hoard came out of executive session,
the Chairman stated that no votes were taken but he did i~form the Board that he ~s resigning
from his position as Chairman of the Board effective the next meeting July 30th, because of
strained relations between the Chief and him.

The 8oa'rd voted unanimously to go ~nto executive sess~on, to ~nterv~ew
candidates for the position of provisional po~ce sergeant. The 8oard came
out of executive session and voted to take the matter under advisement.
Voted unanimously appoint Brian F. Sullivan a~ Executive Secretary for a
period of one year expiring June 30, 1980 and assigned the following
additional duties to him:
1.) approve all requests for excavation permits.
2.) advertise and conduct all pole hearings. If there is any opposition at
the hearing, the hearing shall be recessed to the next Selectmen'S meeting
3.) send out all communications approved unanimously if not approved unanimous-
ly, then it is at the discretion of the Chairman.
4.) appointment sheets to be sent out with names of Selectmen printed on them
and~igned by the executive secretary.
Relative to articles 22 and 23 of the 1979 Town Meeting, the Board voteo~' to
have the Administrator obtain proposals on doing the work.
