HUD PROGRAM ELIGIBILITY GuIDELINES-PUBLIC HEARING
Gayton Osgood presented the proposed eligibility guidlines for participation
in the Town's rehab program. Voted to take the proposal under advisement and
will vote on it at the next meeting.

The.Admfnistrator reported that with the new salary limit for PSE positions
it would'be difficult to run a Bood project. Voted to have hhe Administrator

Received letter from the Fire Engineers designating DeputyFisher to serve
as an'ex=officer member of tho committee.

Received letter from Paul Gallagheraccepting the.position ofprovistonal
patrolman,'effective August 1, 1979. Voted to appoint Mr. Gallagher.
STONEWALL ON OSGOOD STREET
Received letter from Highway Surveyor callin~ to the Board's attention a
hazardous icondition involving a private citizen's stone wall abutting the
sidewalk on Osgood Street. Voted to send a letter to the owner calling
hisattention to this hazard.
Received resignation letter from Frank Elander, Ballot Clerk at Precinct 3.
Voted~toaaccept the resignation ,with regret .and to'set up a meeting with.
the precinct officers sometime in September.
mHEFNI COMPLAINT
Received letter from'I. Refni of 1665 Great Pond Road complaining a letter
and parking problems in front of his property.. Voted'to have Police Chief
investigate.
PUBLIC UTILITIES-EXCAVATIONS
Received letter from the Department of Public Utilities reminding communities
that they must comply with the notice requirements when excavating in road-
ways. Voted to send copies to the departments at the Town 9ara§e.
SOLID WASTE
Received letter from NESWC re phased construction of the facility. Voted

To support this concept. Also, voted to authorize the'Administrator to
arrange a meeting with the Governor to ascertain .the status of the acquisition
of our landfill.
POLICE CHIEF'S EXAM
~m Civil Service that the Police Chief's Exam'is cancelled
because there were not enough ~ergeants taking the exam. It will now be
rescheduled and opened to all ~olice officers in the department.

extras that taxpayers should not be paying for. He also oom9l,,aise~ that on
the truck bid Mr. Cyr did not accept the low bid and that th~,.'m~Lk~?truck was
$4200 more than the low bid. The Board voted to have the Admini,str, ator "~'1%
investigate and report back.
DOCTOR' S BUILDING
~o authorize the Administrator to meet with the irepresen-
tative of the owners of the new Doctors building on Mass Ave. to~ explain
the one-way street system on Marblehead Street.

Concerning the complain~agaznst Green, a North Andover Police .Officer,
Town Counsel informed the Board that the Judge handling the case felt that
John would be in conflict representing Officer Green. ~The Town Counsel
recommendated that Special Counsel be appointed, tt is'~adi6at~
Officer Green's personal counsel was A1 Daniels. Voted to .appoint A1
Daniels as Special Counsel for this case, provided he accepts.
