The Board of Selectmen held their regular meeting on this date with four
members present; Selectman Guthrie was on vacation. Present were Selectmen
Salisbury, Joyce, Graham with Chairman McEvoy presiding. The minutes and
warrant were approved with the exception of the Dog Officer's mileage com-
putation for July.
Jurors:
The following persons were drawn for jury duty~ Sept. 10 Sitting: Judith L.
Flowers, Salem Superior Coutt..Evelyn Boardman, Law. Superior Court...
Dorothy A. Enaire, Theresa Martino, Veronica Monterio and Isabelle C.
for Salem Superior Criminal Court.
ANDREW CIRCLE:
Letter received from the Highway Surveyor requested the Selectmen to accept
check in the amount of $1352.19 from Trimount Bituminous, a final payment to
complete work done on Andrew Circle road damaged by the gas. installation to
the development on Andrew. Circle. It was' an unanimous vote to accept same.
Selectman Salisbury stated that Ahdrew Circle should be adjudicated at this
time While the road is in good condition and acceptable'to the Highway Dept.
It was brought out that adjudication of streets began with a petition from
the residents of the street. It was voted to have Brian Sullivan research
whether or not the Selectmen could lay out streets without resident's
HUD GRANT: HOUSING EEHAB PROGRAMADMINISTRATION:'
Gayton 0'sgood appeared before the Board to outline the procedure that he and
.LouisMihicucci had set up to administer the funds received fro~ the grant
t'0~'assist..low incomeand middle income residents to repair their homes. He
also requested a formal vote of approval from the Selectmen o~'~the procedure.
It was an unanimous vote. Osgood stated that it would be Well advertised in
the Tribune and The Citizen and applications would be received Sept. 10th.
BR60KSI~'WATER DRAINAGE:
Letter received from Harriett L. Simpson, President or'the Board of Managers
at. Brooksfde stating that survace water drainage runs down the Davis Street
extension to the intersection with East Water Street, also downEast Water
Street~'.toward theRt. 125 end of East Water Street. Surface water also runs
off Rt~125 down East Water Street in their location. The Selectmen voted
to pursue corrective measures for the drainage problem through the state's
~opic's...:.~roJect. Letter will be sent informing Mrs'. Simpson that they expect
the~contract0r will be starting.the project in two or three weeks and that it
was the Board's intention to request an additional item to the project to
.correct:the drainage problem in her area.
LEONARD-STREET LIGHT REQUEST:
Letter received fromM rs. Thomas Leonard, 707'~Waverly Rd. req~ sted a s
light, installed in front of her house. The Selectmen voted to have the re-
quest'iremain in priority C and denied the request at this time. A letter
wt~%,b,e ~ent to Mfs.Leonard with an explanation.
viLLAGEiGREENWEST-SPECIAL COUNSEL:
Brian S. advised the Selectmen that Town Counsel had indicated that he had
PreJudi6ed himself in the above-named case and that it would ~e best if a
Special Town Counsel were appointed to handle it. The Board voted to auth-
orize Brian S. to contact lawyers William Dully, Jr., Thomas D. Burns,and
Clifford.Elias asking if they would be interested to be considered for this
case. .They were asked to contact the Selectmen's OffiCe if they were in-
terested, stat1 g their proposed arrangement for remuneration, before the
Augus.t.27th meeting of the Board.
CIVIL SERVICE REGULATIONS:
Th~.above.named received with important changes. The Board voted to have
copies sent to all department heads..

COUNTY COMMISSIONERS - TAX RELIEF- Rental of Cry. Court Property
Letter from John W. McKean, Ch. Essex Cry. Commissioners, received re State
funding for rental of Couty Court property stating that communities were
being shortchanged by the Mass. Court Reform Package that was supposed to
give property tax relief. McKean urged that the Board write to the Governor
and Chief Administrative Justice reminding them of the"Letter of the Law"
"equitable rent" ans the "Spirit of the Law - property tax relief.~" The
Selectmen voted to have Brian S.to write to the Governor, Chief Administra-
tive Justice, Mass. Municipal Association, Mass. Taxpayer's Foundation with a
copy to the Essex County Commissioners.
CETA PSE MEETING:
Invitation received to attend a CETA PSE breakfast meeting, August 14 at
the Lawrence Public Library. Brian S. will attend.
TOWN PICNIC AREA:
Permission was granted to the N.A. Firefighters to use the Town Farm picnic
area for their annual family outing, Saturday, August 25. President,
Ouellette, will be responsible for the outing and clean up. Copy of letter
to Public Works.
MILLPOND:
Letter received from Wm. den Draak, Pres., of the Mill pond Homeowner's
Association requesting a meeting with the Selectmen to discuss the.~ume~ous
incidents of vandalism in their complex at 122 Millpond. The Board voted to
have Brian S. arrange a meeting with the Association, Chairman of.the Board,
the Chief of Police on August 22, at 7 p.m. in the Selectmen's Meeting Room.
SHOOTING RANGE: :
Letter received from Chief Donnelly requested the Board tO consider'allowing
the Police Depar~ent the use of a piece of land in the Town Forest for the
use of a formal shooting range. He stated 'that he had numerous young officers
in the Department who have had no training in firing and loadingof a fire
arm simply because they have not had an opportunity to receive pr0pei train-I
ing. It is imperative that they be trained to handle a dangerOusweapon
properly. Selectman Joyce stated that he was concerned about having a
shooting range outdoors and suggested they contact Andover who has an
do6r targetshooting range., and perhaps time could be arranged f0~,the N.A.
police to use it for target practice and training. Selectmen voted tO have

using area shooting ranges or developing our own, indoor range..He will be
asked to report back as soon as possible with a survey of what
have for shooting ranges. ..
PICK UP TRUCK C0MPLAINT:
Letterlfrom Chief Donnelly re a complaint from a tax payer that a pi~k up
truck was parked for a long period of time on School Street stated that
Officer Carabello had been detailed to that area on two separate occasions
and, to date, he found nothing out of order. He stated that the complaint
appears to be a personal matter for he'had detailed officers to the sch6°l
Street area on several occasions and they had not detected any vi01atio~s
whatsoever. Officer{s report enclosed. .
I. HEFNI COMPLAINT: ''
Letter received from I. Hefnt complained of cars parked in front .of his
property and debris being left on the ground near his home. Chief Dmnelly
stated it would not be advisable to place No Parking signs on that side of
Great Pond Road at this time. Selectmen advised Brian S. to send Hefni a
letter to that effect and to tell him if he wanted shrubs and trees planted
as requested~ there was no law against doing this on your own property.
However, he was cautioned that if he wanted to do this planting on the:towel
right of way, he must'get permission from the Highway Surveyor and the Tree
Warden first. ..
JOHNSON ST. SPEEDING COMPLAINT:
Chief Donnelly stated in a letter re the excessive speeding on Johnson St.
complained by Warren Ogden, that his officers had not observed any excessive
speed thoug~o~O doubt, that some speeding does exist. He stated that speed
siz~would./~ave any effect, at this. time. T~e Board voted to have a letter

MARBLERIDGE RD. & GREAT POND RD.:
Selectman Graham stated that a very dangerous intersection existed at the
corner of Marblertdge Rd. and Great Pond Road. Since Great Pond Road has.
been reconstructed and paved, speeding is excessive: Board voted to have
Chief Donnelly recommend the installation of Stop sxgns on Marbleridge Rd.
LICENSING COMMISSIONERS:
Hearing: Transfer of R]~gh~.Store, All Alcoholic license from John J. Bonelli
individual owner, d/b/a Main St. Liquors, 64 Main St. to 64 Main Street
Liquors, Inc., John J. Bonelli, Mgr. 64 Main Street. Transfer from
to corporation approved.
The following applications to store gasoline, underground, were approved:
Ray Finocchiaro, 11 Riverview St., 10,000 gals. #2 Diesel Fuel.
Davis & Furber Machine Co. --2000 gals. gasoline.
George Farkas, 1615 Osgood St. - 16,000 gals. gasoline.
Approved: Common Victualer license for Charles Hannah d/b/a
Snack Bar at Airport on Sutton Street.
Approved: 1-day beer license for Firefighter's annual family outing at the
Town Forest picnic area, August 25, 1979. L.Ou~llette in charge of outing.
OFFICER KENDALL:
Letter from Chief Donnelly requested up-to-date- status on Officer Kendall
whether he will be ever able to return to work and, if he does return to
work, when he will be able to. The Board voted to arrange an examination
by another Doctor requesting a full report on Kendall's condition. Brian S.
was so authorized.
Officer Douglas Green:
Attorney Daniels was assigned to represent the case of Officer Green vs. the
Co~,,onwealth of Massachusetts.

The Selectmen met with three citizens of the Town of North Andover in
executive session to discuss a private matter involving a police matter

The Board of Selectmen held their regular meeting on this date with all
members present; Selectmen Guthrie, Salisbury, Joyce, Graham with Chairman
McEvoy presiding.The minutes and warrant were approved with the exception
of an amendment voted to the minutes of the August 13th meeting.
CONDUIT INSTALLATIONS:
The Selectmen approved the installation of underground conduits on Chestnut
Street and on Summer Street.
COURT STREET:
A hearing was held to consider making Court Street, a one-way street.
90% of the residents of Court Street were present to express their approval
of the action and Sumner Hoffman, an engineer from the DPW was present. He
stated that the DPW approved this action, stated that it would be an improve.
ment, that it would cut down on the accidents at Stevens Corner. He stated
that making Court Street, one-way from Academy Road would not interfere in
the current Topics Safety program in North Andover. He added, also, that
if the Town ever wanted to change it back to the present status, they would
have to get approval from the State DPW. It was motioned and seconded to
make Court Street, one-way from Academy;~Rd. and to request a spped zone
survey from the State. Residents of Cour~ Street requested also that the
street be made a dead-end street. This was not feasabile. After the meet-
ing or at the end of the meeting, Court Street residents came back to ask
the Selectmen if they would consider an amendment to the vote and agree to
have a "No Right Turn" installed on Court Street, at Academy Rd. but that
all emergency vehicles would have access at all times.
