WIRING INSPECTORS -. NEW REGULATIONS:
Brian S. advised the Board that the new regulations would have a major effect
on the Town's inspection department..that Charlie Foster is aware of the re~
tions and is presently reviewing the possible effects and preparing his re-
commendations for the Board. The Selectmen voted to request a meetin on this
matter at his earliest convenience.
LAND USE STUDY COMMITTEE:
The Board approved Brian's suggestion to advertise for applicants to serve on
the above-named committee.
LICENSING COMMISSIONERS:
Approved: 1-day beer and Common Victualer license to Law. General Hospital
for first, annual Dr. Paul F. Donahue memorial road race on Sun-
day, October 14, 1979, at Campion Hall. Police Chief notified.
1-day liquor license to Senator Paul E. Tsongas for Sunday, Sept.
16th at Campion Hall. Police Chief notified.
Application to store 20,000 gals. gasoline and diesel fuel, under-
ground, at 20 Holt Rd. from Rocco L. DiFrusCio. Approved~by Fire
Chief.

SEPTEMBER 10, 1979.
The Board of Selectmen held their regular meeting on this date with all members
present; Selectmen Guthrie, Salisbury, Joyce, Graham with Chairman McEvoy pre-
siding. The warrant and minutes were approved as submitted~with a correction
re the'sign"No Right Turn" on Court Street. Minutes of the executive~session~
were added.
COMMUNITY DEVELOPMENT HEARING:
The Selectmen held the required hearing on an application to Hud for Community
.Developmen to'get imput from tuwnspeople. A representative from the 65 plus
club was present. The Selectmen authorized Brian S. to continue along the
same format. .
JURORS:
Two jurors were drawn for the October 1 Sitting, at Lawrence: Bernice Kiesling,
11 Richardson Street and John E. Blackwell, 35 Boxford Street.
Three jurors were drawn for the October 1 Sitting, ~at Salem: Barbara A. Stack,
33 Buckingham Rd., Kenneth E. Burr, 93 Pleasant St and Rite A. Torrisi, 35 Sawyer
Rd.
POLE LOCATION:
The Selectmen held a hearing on the installation of a pole on Wayne Street.
abutter was present to inquire why the pole was being installed. The Board
tabled the petition until the electric and telephone companies explained why
it was petitioned. '

~RAFFIC SAFETY SIGN REQUESTS:
The following requests were received from Richard and Mary Ann Nawrocki and
referred to Chief Donnelly for his recommendations: "Stop" sign atFarnum
St.and Mill Road. "Dangerous Intersection" sign before intersection on
Johnson Street. "Hidden of Blind Driveway" sign vicinity of 851 Johnson St.
The above-named intersection is a School Bus stop and it is also a blind
intersection.
DOG OFFICER REPORT:
Gene Northam, Dog Officer, appeared b6fore the Board once again and stated
that he is and will try to ~ut down on service and mileage. Sel:eetman Graham
stated that he wanted the Dog Officer to come back with guidelznes that would
enable him to live,wi

DOG COMPLAINT:
Petition received from seven Kingston Street residents re two dogs at 66
Kingston Street who barked continually from 8 a.m. to 8 or 9 p.m. every
day. The petition was referred to Chief Donnelly for investigation and
report and a hearing was scheduled for the September 24th meeting. Dog
Officer said he had gone to see the owner and had given her a copy of
the rules and regulations.

Letter of commendation for the Dog Officer services was received

RESIGNATION:
Letter received from Marion Hyde containing her resignation as a member of
the Town Report Committee. The Selectmen accepted her resignation with
regret and voted a letter of thanks and appreciation be sent to her for her
services.
BURKE;:ET AL VS. PLANNING BOARD:
Letter received from Atty. Donald Smith that the above-captioned case
was being called before a Special Master for a pre-trial hearing concerning
the readiness of the case for trial. Hence, the case should be assigned to
Town Counsel or a Special Town Counsel. He also stated that the late To%m
Counsel, A~nold Salisbury, had done considerable work on the case to protec!
the interests of the Planning Board and submitted a fair fee that should be
paid to his estate. The Board voted submit the case to Town Counsel asking
whether or not he would take the case. They also voted payment of the fee
as stated, to the late T own Counsel's estate. Selectman Salisbury
from voting.
TOWN BUILDING HOURS:
Letters received from Town Departments indicated they favored continuation
of the summer hours...8:30 a.m. to 4:30 p.m. with one-half hour for lunch.
All offices to remain open from 8:30 a.m. to 4:30 p.m. It was the unanimous
vote of the Selectmen to continue the same schedule as stated above.
POLICE CAR BIDS:
Police car bids were received from Davy Chevrolet, Woodworth Motors, Manzi
Dodge and Nassar Ford Companies. All bids were referred to Chief Donnelly

FELLOWSHIP BIBLE SCHOOL:
A request received from Patrick Crockett, Administrator of the Fellowship
Bible School to use the Reynolds Field for his students physical education
was discussed. Mr. Crockett stated that he would like to use the field on
Tuesday and Thursday afternoons from 2 to 3 p.m. William McEvoy had given
his approval, but had advised him to contact the Selectmen. The Board
voted to grant his request suSject to the approval of Town Counsel. They
also ~equested Mr. Crockett to submit a signed waiver that the Town will not
be responsible for any injuries incurred by his students while using the
field. Mr. Crockett stated this would be done. The Selectmen also voted
to request Town Counsel to advise if there would be any liability on the
part of the town or any hidden legal problems.
"SLOW-CHILDREN" SIGN:
A request was received from Vincent Casey for the installation of the above-
named sign in the vicinity of 300 Summer Street. Request referred to Chief
Donnelly.
208 WATER QUALITY QUESTIONAIRE:
The Selectmen authorized the Chairman to sign the above-named report sig-
nifying their approval.
~TH OF JULY COMMITTEE:
Letter from the V.F.W. requested appointment to the 4th of July C ommittee.
They stated that the Lion's Club was rK~i~terested in conducting the
observances. Selectman Graham asked for verification of the Lions Club's
intentions. Matter tabled until next meeting.

CONSERVATION COMMISSION:
Notice of a meeting received at 8 p.m. Wednesday, Sept~ 12, regarding the
Hardt Court Estates. Selectman Salisbury said he would attend.
COMMUNITY CENTER REQUEST:
A request received from Mrs. Jsdki Sor~nson~ , former consultant to the
President's Council of Physical. Fitness and Sports, requested use of the
Community Center for one hour on Mondays and Wednesdays for a six-week
period, starting September 24th, to conduct classes in aerobic dancing,
Aerobic Dancing, Inc., Anita L. Perkins, Director, stated they were a
national organization consisting of certified instructors and a supervisory
staff located regionallyf The Board voted to refer the request to William
McEvoy for his recommendations and comments.
PAYMENT OF TOWN FEES & PERMITS:
The Board discussed the payment of town fees and permits and voted to send
a letter to T own Counsel advising him that it was the intention of. the
Board to require payments of all to%n~ fees and permits be paid by check.
Selectman Joyce brought up the question whether or not payments by cash
could be refused. The Board inquired of Tow~ Counsel, also,, if the
departments could legally refuse to accept cash for payment of permits
fees.
Executive Session:
The Board of Selectmen met in executive, session.aR, the request of Joseph
Giard and Timothy Rock.to discuss a matter that involved personalities.
No vote was taken on the matter discussed.
LICENSING COMMISSIONERS:
Annual communication from ABC received re the renewal of liquor licenses
in the month of November. . ***~
