The Board of.Selectmen held. their .regular meeting on this date wi.th al!
members present; Selectmen Guthrie, Sa]isbury, Joyce, Graham wit~.Chai~-
man McEvoy presiding. The warrant and minutes were approved with correc-
tion in the Oct. 9 minutes, October 15th minutes approved as submitted..
PLUMBING INSPECTOR:
Health,
Ed Scanlon, Chairman of the Board of appeared before the, B0,ar~
to tell the Selectmen that the Board of Health had recently vote~
increase in compensation for the Plumbing Inspector from $6.00 t~ $10.0~
per inspection and requested the Selectmen's approval. Ne stated,that
the Plumbing Inspector does not receive any mileage and that he h~S"not
requested an increase in inspection fees since the year 1971. Selectman.
Guthrie said he was opposed to any salary increas~s at Special Town Meet-
ing. Selectman Joyce stated that the Board should support the Board of..
Health's action. Guthrie stated that the'Inspector should recet~e..mi!ea~e.
Selectman Graham said that the request had merit, the first since 1931,
and made s motion to grant the Inspector the increase from $6.00 to $10.
Sele~m, n Joyce, Graham and McEvoy voted for the increase..Selectmen
Guthrte and Salisbury voted against the increase. Increase granted;
3 to 2 vote.
WIRIN~ INSPECTOR:
Charles Foster and John Thompson appeared before the Board to di?scuss 'the
~ew regulation on employment of the Wiring Inspector. Foster stated that
they would like to set up a standard of charges for inspectionwork.-He~
proposed that· the charges be governed by 1) Total estimate of cost of Job.
2) Take i/10% of 1% of total, estimated cost. This charge was f~or,indus-
trial and commercial building. He, also stated that it was time to.in-
crease the building fees on-resident construction. He also proposed-a
flat fee of $50.00 for inspection of industrial (in plant) electri~al
work. Selectman Graham motioned to take proposed fees under advisement.
It was seconded and the vote ~nanimous. ~:,%>.
ASST. BUILDING INSPECTOR: :.
Charlie Fo~£er stated that because of the heavy load of inspecttons;,~he
would have to use the services of the Assistant Building Inspectb~, Chaput,
more hours than scheduled and he might run short of funds at the.end of
the year. After further ~iscussion, the matter was left with Selectman
Graham's suggestion to try to keep within the budget. ...,~
EMERG~CY LIGHTING: ' ~ ....
The cost of the emergency lighting was"discussed. The electric~inspect-
or's original estimate appears to be low at this time and more mone~ may!
be needed in addition to the $3000. perhaps a $1000 more. Select,an

ENERGY CONSERVATION MEASL~ES:
Brian reported that energy conservation improvements would include storm
windows and replacing a few doors. Installation'of 24 storm6i~dows ~6uld
total $1500. Three exterior doors should also be replaced, Brian ~'aid,
and the cost of materials and labor for ins~hllatton of these, doors::plus
$500 for minor but needed, miscellaneous improvements would bring ~hei~otal
cost of the energy conservation improvements approximately to $3000.
Guthrie said to install the windows and forget .the doors. Personnelwill
be requested to wear sweaters and keep the heat down. He requested Brian
to write to all Department Heads asking them for a list of personnel they
thought they would need for the years 1980-81 and'1981-1982. Sel~6tman
Graham added that Brian remind them that the economy situation wtl'l.be
tight during these years. It was so voted.
DOG OFFICER :
Gene Northam appeared before the Board requesting additional appropriations
and expenses. Selectman Salisbury stated that he thought that at the last
meeting Northam had been told to live within his budget and Northam had
agreed. After a lengthy discussion Selectman Guthrie m~tioned that the
r~quest.s 'be denied. Vote was unanimous.

GAYTON OSGOOD: ~-.
~ appearedbefore the Board to discuss and explain, an Article
he requested be inserted in the Special Town Meeting Warrant. It. is a re-
'quest:for the Town to approve the use by Ridgewood Cemetery Association. of
a parcel of land for cemetery use. It was voted to endorse the Article
and insert,'it in the Warrant as Article #2. 4-1 vote, 1 abstention.

Farm Co-~,!ttee to be approved bF,:.thRcBoard. Nestated that the'engineer'
.~ad. co.,mp%~ed the research, field work, calculations, drafting.and prints
9~c~ry~o prepare survey of land around the Town Farm buildings on
Dale Street. The survey had been completedandthe.Selectm~n were.shown a
plan ........ of~,the Farm and garage whic~ is Just over anacre. The Committee will
obtain,~t~,.o.;estimates.of the value of the site, as planned, and.recommended
that it ~e~,sold at auction. A deedwill be drawn up. It was an unanimous

FLAG POLE co~TTEE REPORT: ; .: : ;.
Sel~ffn~'Joyce,'Co-Chairman of the ~lag Pole Connn{ttee, reported that, at
their October 17th meeting, the committee established a' goal to. raise the
sum of $6,000by.March:l, 1980, ,for the-purpose of purchasing and erecting
a flagpoleto be plaCed on the Old Center Common. The flagpole will be
placed on a base similaz to the one on the Librat~y:Con~on of Main Street
and. won14 be 60 to 70 feet tall..The,committee alsoreco~ended that an

:CIVIL DEFENSE:
The Board voted unanimously to authorize John CWco, Director, to pay members
of the town's Civil Defense 17~ per mile for patrol coverage of the Town
on Halloween night, October 31st.
~nvitation to participate in Veteran~s ~ay Observances, Sunday, Nov. llth,
at I p.m.
Request for use of the Town FarmPicnic area for a Cub Pa~k 87 Outing, on
October 30th. Approved. Fire and Police Chief to be so notified.
WATE~ POLLUTION CONTROL MEETING:
Letter received from Joe Borgesi advised the Board that a meeting has been
scheduled for Friday, October 26, in Boston, with the Division of Water
Pollution Control concerning the sewer connection per, nit for the Wood Ridge
Development. Borgesi has requested the presence of Town Counsel at Chis
meeting and have also requested Town C0unsel to notify the Archdiosese of
this meeting. Selectman Salisbury will try to make this meeting. TheBBoard
approved the request for theservices of Town Counsel to represent the Town
at this meeting. The meetingwill be at 10:30 a.m. at il0 Tremont Street,
VANDALISM:
Selectman Salisbury requested that the pnoblem of vandalism be on next week'l
Agenda.
TOWN COUNSEL:
Letters will be sent to Town Counsel re whether the Selectmen are legally
required to insert a zoning change Article in the Special. TownMeeting
petitioned by the owner of the land involved. The question also will be
asked if the Selectnm:t~can legally change a 3member Board to a 5 member
