The. Board of Selectmen held their regular meeting on this date with all members
present'except Chairman McEvoy. Selectmen Joyce presided at the meeting in his
absence. The minutes and warrant were approved as submitted. Exception: one
item on Oo~unity Center voucher not approved by Gu=brae and Salisbury.

POLICE APPOINTMENTS:
The Board~'voted to postpone until the next meeting to request a certified list
ifrom Civil Service.
PROCLAMATION:
At the request of Fire Chief Currier, the Board voted unanimously to proclaim
the week of November 12 to 18th, "Emergency Medical Services Week".
GRIEVANCE:,..
It was voted to take up the grievance of Richard Fenton at next week's meeting.
SELECTMEN ' S MEETINGS:
Selectman'Guthrie made a motion that all Selectmen's Meetings be scheduled for
7:30 p.m. unless an ~6rgefi6y~ar.is~ that required a meeting to start at 7 p.m.
Vote was unanimous.

It was brought to the attention of the Selectmen that a traffic si~uation
exists at the corner of Waverly Rd. and Mass. Ave. M~toZimts are f~ndtng
it difficult to make a left turn onto Waverly Rd. from Mass. Avemue~and.
the number of cars have increased since Marblehead Street has .been made a
one-way street. The Board authorized Brian to investigate the pro?.dure
to have a delayed, left turn traffic light installed at the intersection.
WETLANDS ACT AMENDMENT:
Ben Osgood and Frank Gelinasappeared before the Board Co protest,'the
Article on the Special Town Meeting Warrant~that amends the~Wetlands Act.
They wanted thetSetectmen to understand the drawbacks of the amendment
before Special Town Meeting. The present Wetlands Act provides for:a.
member of the State to act as a mediator between an objector and the party
ftttng.a Notice of Intent. The State proo~ss brings all sides.together
and ts'a conciliatory agent.which avoids costly court oases. The mbJec-
tot, if still not satisfied, can appeal and eventually go into Court.
The proposed Amendment, they said, takes out the State totally. The ob-
jector can file his objections in Court and the case and developer, can .
be tied up two or three years before the case is placed on the docket.
No oompromise can be affected by the State and the court
proposed Wetlands Act Amendment, would be very costly to the Tow~.- The
present Act avoids.unnecessary and costly court action and the'State pro-
gram, in fairness to all parties, should not be circu~ented by.the Amend-
ment.proposed by the Conservation Co~,tssion.. Gelinas added tha~under~c: '
the present process of the Act, if the objector is still disattsfi~-d~-af~r
State mediation and inves=igati6n, they have the epportunity to bring~the
developer to court. They requested the Selectmen not to support,
Article. If they do support =he Aztiele, the Selectmenc would]be respor~
sible for the-implementation and expense of the Amendment.. Assessor Phelan
stated the Town didn't need any more restrictions, that the C onsez~.ation
Commission hasn't-had that much trouble. George Stern stated that he could
not see where the Amendment would cost the T~m money. Gel~'~.~-e~ie~
that under the p~esent Aot, the State provides legal servioes;without any
cost to the Town. *.~
TOWN BUILDING INSURANCE:
Dick Lafond and Harry Dow appeared before the Board to discuss to discuss
insurance of Town properties. Lafond stated that thatpropertieS did not
have adequate insurance because of lack of proper professionalappratsaI.
He reco~ended getting an approved app~aiser of all town properties
that, should we have a loss, the figues of the professio~a~ppraiser w~uld
stand up in court. After further discussion bt was motioned'and
that Dick Lafond obtain a cost figure for an appraisal. The vote~as 3~1

STREET LIGHTING:
The matter of the installation of a street light for the oiroulardrfveway
of the Prescott Nursing Home. Bill Bolan:reported Chat he, did not recom-
mend the installation as the driveway was lighted by small lights around
the driveway. He also stated ,that the Administrator of the nursing,homo
stated that, if the Board did not approve the installation,-he woul4~have
the nursing home carry the expense.and have a light installed on Pole #18.
It was voted to accept Bolan's reco~endation and deny request. It was
also voted unanimously to authorize the requestor to install the light if
he agrees to pay for it. Bill for ~aid light to go directly to the
Prescott Nursing Home. :
POLICE UNION POLICY:
It was voted unanimously to notify Police Union that the costs~'_ of the
policF, based on the money voted at Town Meeting, is prohibitive; that
the Select,eh would ]%ke to discuss coverage as a negotiable issue.
APPROVED:
The Selectmen approved a call for bids for improvement, to the emergency
lighting.system; to be published as printed in the Citizen and Eagle Tribune.
