MARBLEHEAD ST.-CAGLE:
Letter received from Atty. Cagle cont~ing proposals for the one way-street
adjacent to the Mass Avenue Professional Center. Chairman McEvoy stated that
the one way Marblehead Street.restriction was working fine..that the trucks and
eacessive traffic of other vehicles had been eliminated because of the re-
striction. Selectman Joyce motioned that a letter be sent to Atty.. Cagle
advising him that the Selectmen had examined his proposals and suggestions
and none of his suggestions are considered viable at this point Vote was
.unanimous.' ·
OPEN MEETING LAW SEMINAR:
Notice of seminar on the above-named law received. Brian instructed to. con-
tact seminar official and advise that if the seminar could be heldin'a..
nearby area, the Selectmen would be interested in attending.
LABOR SERVICE DIRECTOR APPOINTMENT:
A letter received from Civil Service advised the Selectmen that a new Civil
Service Rule 30 provides for the delegation of Labor service functions-to
cities and towns and that a local Labor Service Director be appointed to
take on this responsibility. It was also advised that additional clerical
personnel would be required. It was remarked'by'the'Selectmen that it in-
dicated that the Division of Personnel Admtnistrationwanted the towns and
cities to perform the duties that they were paid'for. ~lectmam~Salisbury
motioned that the Executive Secretary, Brian Sullivan, be appointed the town's
...~or Service Director. Selectman Graham stated that he thought ir'wash
right to burden:Brian with extra responsiblities, that his time was taken'
up 100% now.with his present duties. The motion was seconded, however, and
vote was unanimous .........
POLICE APPOINTMENT.PROCEDURE:
Letter received from Civil Service re procedure for police appointments.

PARKIN~ BAN NOTICE APPROVAL: '-
The Selectmen approved the all night parking ban regulations to be. adver-
tised in the Tribune and Citizen. Beverly,S~ande~s&and Stonington Street
were designated as the streets that vehicles could be parked on the side-
walks, provided the vehicles ase completely off the street and will.not.
interfere with snow removal operations.
STREET LIGHT-SUMMER STREET:
Ben Casey, 300 Summer Street, appeared before the Board requesting the
Board reconsider their decision not to intall a street light in this vicin-
ity. He stated there were many incidents of vandalism and litterin~ from
parkers because of the darkness. After discussion, the Board voted to take
~'~he request under advisement.
TOWN EMPLOYEE PHYSICALS:
Dr, Kay appeared before the Board to discuss proposed physical exams for
pa~se~%pc~hp~are to be employed by the Town. Brian stated there was a need
for a physical examination program of Town employees(police, fire, ~ublic
Uorks and Highway Dept.)especially because of the work they did. Dr. Kay
stated thatseveral tow~ employees already on the payroll could not have
passed a physical exam. Brian stated that "bad backs" have cost the Town
a high fee in insurance premiums. Dr. Kay stated that at least 3/4 of the
custodians at the North Andover Public Schools are incapacitated and that
several of the Highway Department have ailments that prevent them from
working to full capacity. Dr. Kay also stated that individuals must have
the privilage of choosing their own doctor for said physical but should p~y
for their own physical exams. It was brought up that Civil Service gives
a physical exam, but Dr.'Kay stated that the Civil Service doctors are
p6l~tically appointees and do not al~rys give adequate physicals,'and they
do not include back examinations. Dr. Kay also said that many persons who
come to him for a job physical exam always state that they have never been
ill but he finds several scars from past operations. Brian noted that, even
if the town required its own physical exam,'a person denied a job based on
the town's test who passed the Civil Servioe.,exam can appeal the town's de-
cision to Civil Service. Dr. Kay said he would.perform the exams at a fee
of $!0 each.

The Selectmen called an executive session to discuss a court case with Special
Counsel, William B. Dully, Esq. and Town Couneel, John J. Willis, Esq.

A request was received from Edward M. Dargan, .57 Third Strp~, to be allowed
to, park.on: theesidewalk in front of his house as there were five cars i n his
famit~g A letter from the Highway Surveyor contained his recommendation that
this.~:~.%ues~:~:be denied,, that people on Third Street be asked to remove their
cars from the sidewalk~on that'portion of. Third Street because they are creat-
ing a dangerous situation fo~ pedestrians.who-have-to-walk''ar°und"'these cars
par~..o~-th~'fde~ik.'-He stated that there was ample vacantland which ,~.with
minor, renovations, could accomodate more thanenough of street parking to handle

Pastors of all churches where there is a bel~,will ~e requested to ring them
every day from 12 noon to 12:05 until hostages, held in Iran, are release~dl
