~he Board of. Selectmen held their regular meeting on this date with all mem-
bers present, Selectmen Joseph A. Guthrie, Charles A. Salisbury, Ralph R.
Joyce, John W. Graham with Chairman Thomas J. McEvoy presiding. The minutes
and warrant were approved as submitted.
EMERGENCY LIEHTING BIDS:
Three bids were received to install an emergency lighting system in the Town
Building which is required by law. As only $3,000 was appropriated for this
project, ~all bids were rejected by the Board. Able Electric submitted a bid
of $9,100..Landers Electric, $8,900Oand DiSimone Electric, $7,500. The Board
voted, to have Brian contact the Building Inspector to find out if there was a
less, expensive alternative project. Letters will be sent out to the bidders.
RESIGNATION:
A letter of reeignatton was received, with regret, from William Calder who
resigned as a member of the Council On Aging. A letter will be sent thanking
him~~, for his years of service.
APPOINTMENTS-:.
· Vacancies were filled by the following appointments: John Sullivan as a mem-
ber iof the Personnel Board, John J. Lyons, as a member of the Capital Outlay
Committee.and William D. Lush, Assistant Electrical Inspector. Letters and
appointment forms will be sent to the mbove named including a letter of
thanks to Terrance Joyce for his courtesy in suL~mitting an application for
position of Asst. Electrical Inspector. SelectmanrJoyce disqualified himsel
from voting.
ARTICLES: POLICE & CONSERVATION COMMISSION:
Article from Chief Donnelly discussed. Article called for the addition of 1
more. Lieutenant and three patrolmen. The Sp.lectmen would like to be advised
of~the duties of the Lieutenant and Selectman Salisbury motioned that they
discuss the matter with the Police Chief at a work session. It was ~o voted.
The Conservation Commission article was tabled for discussion at the next
meeting.-.~
WARRANT.,OPENING:
At. 8:01,~upon Selectman Guthrie's motion, the Warrant was opened. An article
submitted~for a concession stand by Joe Walsh was accepted. Selectman Salis-
bury made~ammotion to accept the Conservation Commission article. There was
no second. Warrant was closed at 8:05 p.m.

Notice. from the Dept. of R~venus re hearings concerning tax ciassification
Tabled until after elections: Notice from Dept. of Revenue re recommended
bond amounts for various Town officials.
A§§ESSORS REQUEST:
The Selectmen unanimously voted to send letter to Town Counsel authorizing
to ~eprese~t'the Board of Assessors in an Appellate Tax Board case filed by
Rabbi Benjamin Tumin.
CRAC TEAM:
Letter from the Registry of Motor Vehicles stated they would offer the service
of their "Crac" team to reduce the number of accidents on Rt. 114.
LEAA GRANT PROGRAM:
Theabove'hamed program was discussed and it was unanimously voted to accept
the recommendations of Brian Sullivan to send a letter advising the Mass.
Committee on Criminal Justice that the Town of North Andover chooses to join
withlother Merrimack Valley communities to form an entitlement jurisdiction
and will," along with the other communities, be submitting an application prio~
to April 30, 1980.
FLAGPOLE CHECK: the Board
Tony Lennon, Bill Lafond, John.: Lyons and John Nicosia appeared before/and pre-
sented a generous check to the Co-Chairman of the Flagpole Committee, Ralph R.
Joyce, who expressed his thanks and appreciation on behalf of the Town.

INTERSECTION OF WATER AND MAIN STS:
Several complaints have been received re the intersection of Water and Main
Streets where there are many near accidents because of the lack of visibil-
ity caused by high growing hedge around the church. When the leaves come
out, it will be worse. Board voted to send letter to Chief Donnelly asking
for his recommendations on this problem.
DOG COMPLAINT:
Mr. James Sanborn, May Street, appeared before the Board to advise them of
a serious situation involving three, German Shephard dogs who are. allowed
to mum loose. They are very large dogs and they have been known to attack
other dogs that are chained up. His wife and he are afraid to let their
children out in the yard because of the large dogs. Board voted to refer
the matter to the Dog Officer requesting he investigate the comPlaintand
submit a written report to them.
LIQUOR STORE COMPLAINT:
Licensing Chairman Joyce stated that he had heard that a complaint had
been made re an employee of McAloon's Package Store selling liquor to a
minor. After discuss'ion the Board voted to take the matter under advise-
ment until a court judgment is reached. Voted also to send letter to. Chief
Donnelly requesting that astructure be set up whereby all such complaints
made to the Police Department be forwarded to the Chairman of the Licensing
Board.
CONSERVATION COMMISSION:
Attorney Regiamh~d Marden registered a complaint with Brian S. relative to
a situation involving local brokers and the Conservation Commission.
was brought out that developers are engagisg the services of Schruender~ Real
Estate more frequeatly than other local brokers. Thew~vss of Conservation
Commission members, Vin Turano andSteve Vounessa, both work for Schruender.
When any petition comes in from a developer who has SChrUender as a broker,
Vin and/or Steve must excuse himself because of conflict of interest.~I As'
Vin Turano has the most expertise in reviewing petitions, developers know,
if they engage Schruender, their petitions will be easier to get approved,
for Turano will be out of the picture. Marden indicated that thebrokers
asked him .to do something to correct the situation. His first step W~s to
contact the Selectmen, the next step will be a court casd. Selectman Salis-
bury told .the Board that M~ Anthony Lally, and engineer with much expertise,
would be willing to sit in on the Conservation Commission hearingsas an
advisor when Vin Turano was excused. The Board unanimously voted to send
let er to Mr. Lally re hisappointment as an advisor to the Conservation
Commission and to eTpress their appreciation of his willingness tolend~
his valuable time and expertise to the Town.

Received: Notice from Dennis Cutrona, 12 Main St., that he no longer could
conduct his taxi business in North Andover. Board requested
that the notice be sent, in writing, to the Board. D. ~
