Whitmore, Jr. with the following stipulations: Vechicles used must be subject to inspection by Police Chief at an), time. Mr. Whitmore is to file rates he is going to charge with the Selectmen. Payment of $10.00 fee. PEDDLER'S LICENSE: Board granted permission to Anthony Giarrusso to sell cut flowers in the vicinity of Finneran's Drug Store. Guthrie, by 500 votes,in the annual Town election. 0thor members Present were ~hartes..Ao~S'etisbury, Ralph R..Joyce, John W. Graham with Chairman Thomas J. McEvoy presiding. The minutes and warrant were approved as submitted. JURORS: The following persons were drawn for jury duty for May 5 Sittings; Elizabeth Ventrue, 70 Greenhill Ave. - Superior Criminal Court, Salem, Ma~ ' Gladys Dawson, 32 Pleasant St. - Superior Court, Salem, Ma. Francis K. Arold, 27 Putnam Rd. - " ,, James J. Sheehan, 98 Pleasant St. - Superior Court, Lawrence, Ma. Louis Bowab, 44 Marian Dr. - Superior Court, Lawrence, Ma. MARCH OF DIMES: A representative of the March of Dimes appeared before the Board to enlist sponsors for a Superwalk scheduled for Sunday, April 13th. Chairman McEvoy advised her that he was working on the telephones and that everyone would enlist as volunteers who could. RUBBISH COLLECTION POLICY HEARING: Concerned citizens from Village Green West were present to ask about the proposed rubbish collection policy. Russell Vaughn stated that, as a.t~ax payer, he and others at Village Green West were entitled to Town servzces like all other taxpayers. He feels that they are being discriminated against. Ail 72 units are side by side and he cannot see why they are ex- cluded. Susan Jenkins asked what percentage goes on ~heir tax rate for trash pickup and why was the cut off line set at 9 units. They w~re~ad- vised that the rubbish collection by-law will be voted'on at Town Meeting, that it will set the ground rules for further pick-ups, that the current situation whereby the Town is running out of land fill with an uncertain future necessitated a by-law, that the situation at the Village Green. West was not why the by-law was drawn up. It was noted that, after perusing the surveys of various towns and cities submitted by Brian Sullivan, North Andover's policy was better than most. Bud Cyr stated that rubbish collec- tions were included in ~he buying fee of the condiminiums and therefore should be taken care of, and were not the responsibility of the Town. STATE DPW CONTRACT-SCHOOL ZONE: I~ was unanimously voted to sign the contract for cons truction of the Mass. Ave. traffic safety sign sub~ec~ to a certificate of insurande and a per- formance bond from the contractor. Selectman DiFruscio excused himself from voting for he had submitted a bid on the project prior to being elected a Selectman. Approval received from the State on the project. CAMPBELL STREET LAY O~T: It was unanimously voted to approve petition of the County Commissioners to lay out Campbell Street.and to make the necessary survey. CONSERVATION COMMISSION RESIGNATIONS: Resignations received from Steven Vou~essa and Vincent Turano were not accepted.
