IDFA.appeared before the Board to request approval of the financing for JAG/'
Realty Trust/Dielectric Sciences,. [nc. who will be located at the Willows
Pro£essional Park off Rt. ll4. I.t was an unanimous vote to approve the finan-
cing.as' presented by IDFA.
WIRING INSPECTOR AI~ENDED FEES:
John T~ompson appeared before the. Board with a new rate. schedule to be approve
by the Board. It was an unanimous vote to accept the fee changes of the
Wiring InspeCtor, as presented,.e£fective immediately.
DOG,COMPLAINT: SANBORN:
James Sanborn, May Street, appeared before the Board once more complaining
that'-theiDog Of£icerwas notenforcing the leash law, that he did not respond
t0'~is requests to restrain three. German Shepherd dogsbelonging to a ne~
Mrs.;. 03Br~an, 9 May Street, owner.of the dogs s~ated that the only time they
were~al'lOwed to run was when she brought them out id the field, away from
people, and they ran along the railroad tracks. She said this exercise was
ng'cessary: for~the good health of her dogs. The Dog O~ficer stated that he
responded to Sanborn's calls butwhen he arrived the dogs ~ere not bo be
~e stated that Sanborn's complaint was the end result of a ~amily feud, that
he hadn't received a complaint about the three dogs since March lPth. ~t was
.voted~-~ to admonish the Dog Officer to enforce the leash law.
DOG'OFF~CER BUDGET: ·
The Dog Officer appeared before the Board'once again to discuss his budget
and to reques~ the amount o~ i$140~'[;' from the Reserve Fund. Selectmen asked
him why he had no~ stayed withinghis budget as instructed ~eo months ago.

HIGHWAY SURVEYOR:
A letter brought into the meeting by Bud Cyr was read by Chairman McEvoy.

0,~rthe,~,oard to censure h~m, as a Selectnmn..In the letter, ben, demanded a
p~bli~ ~polosy from Mr, DiFruscio for the damage done to his reputation. He
went on to say tha= he-was indirectly' accused of fraudu[en~ dealings.and will
not let the matter drop until he had complete vindication, that he would take
~egal action, if necessary. He said DiFruscion was incorrec= in his
=hat ~5 to.~3~&acres were cleared, he daid only 21,4 acres had been acquired
and 2.2,.:~ acres, were completely devaste~ed when' acouisition, took place. C yr
'went o~ to say that his men have been working very hard to clear the land for
3 year~..... He refereed to DiFruscio~s remark that he had been 'selling' wood
take~ £r0~ land. Cyr stated that much of the wood is being re=ained to heat
the house and equipment that will be there, that the wood was not sold. Gil-

Cyr went on to say that he had as~d"support of the Town Board
Sharpener's Pond Site and does not'want a committee. Appointment of such'
a committee will hinder his work to prepare this site; hopes to.have land
ready for State inspection, that his hands are tied because the State has
come into the picture. He said a committee will be useless to investigate

any citizen committee. He rwas advised by the Board that the Com~ttee would
noC pressure him in any way, that it was a must that the Board of'Health.'.and

as far as the site was concerned. The Ad Hoc committee will be responsible
for cwo items: 1) Developing a list ofaccepcable wastes for the land£ill.
2) Recommend operating procedures thatwill ensure the necessary

Letter received from the Executive Director'of the Merrimack ValleyPlannin$

A letter received from John Albis, Project Hanaser of the Bureaa.of Solid
~aste advised the Board that the above-named Bureau now has a Se~"of"portao
ble scales and the will be available to communities d~siring
waste generated with their towns. The scales will be loaned
of one week which should be time enough to obtain an accurate fi:su;~e~ ~ ThE

Letter received from the'Div, of Personnel Administration thank~d~che
Boardfor promptly notifyin~ them of the Board's selection of'a 'lOcal
labor Service D/rector for the ToWn. They will notify Brian Sulii~i~

CONNECTICUT TRAVEL'S. CLUB: ....

LOCAL A~TS COUNCIL:
..:LeCce~from.Spec£al Service ArCs Council advised the Board chat the appoint-
ment of the Local ArCs Council must becompleted be May 31, 1980. The Board
voted to.have Brian advertise for qualified citizens who have .demonstrated
scholarship or creativity in, or distinquished service Co, the Arts and
Human£c£es. The Council will be responsible for deciding how to allocate
~unds for the ArCs and Caking a leadership position in supporting and nurtur-
ingarCs activities in the community with private and public funds and
iCiaCives. All applications must be received by Hay 17, 1980.
RTS 116 & 125:
The Board voted to set up a hearing on the proposed safety improvements at
hillside. Rd. and Rcs. 116 & 125 on May 19ch.
SPECI~LLEGAL SERVICES:
The Board voted to request a transfer from Reserve Fund in the amount of
$12,841.25 Co pay legal fees resulting from the Campion Hall Case and~o
School Arbitration cases.

Request received from the Muscular Dystrophy Association to hold a Las Vega~
night at the Gloria Stevens Figure Salon on Turnpike Street, May 10th, co
raise~funds. Paper money, only~ will be used and prises will be given ouC ac
cheend.of the evenin~ co those retaining the largest amount of paper money.
The Selectmen voted to grant request sub}ecC co Chief Donnelly's approval.
Chief Donnelly was contacted the next day and he had no objection whatsoever.
JOINT POLE LOCATIONS:
A hearing ~as sec up for May 19th on a petiCi0~ co install poles on Campbell
Rd..and.Ash Street.
~IN~R STP~T DRAIN:
A complaint was received from a Mrs. Sandstrom, $16 Winter Street, that a
neighbor (Munroes) have, on more than one occasion, filled in a nearby drain-
age~itCH'wich miscellaneous debris andfill, which has resulted in a poCen-
6fal',f[ooding problem. The ditch is located on the property of a third party
~hf~h'is"~not involved or aware of the situation. The Board voted Co have
the Board of ~ealth and the Conservation Commission investi~ace this complain
and Co contact the Sandstroms.
LICENSING COMMISSIONERS: ..
Ed Provissia, operator of ~wo cabs, appeared before the Board Co advise them
of;hiss, fees and operation of his cabs in North Andover. He stated that he
had'hades cab parked on the corner of First and ~ain Streets a£Cer he obtains
his cab license buC the police told them they could hoc park there. Board
authorized a letter be sent co Chief Donnelly ~e. questtng that he install 2
signs on the southerly side of First Street, near the intersection of Main SC
resolving'the Iasc cwo parking spaces for taxi cabs.
