Charles A.. Salsibury, Ralph R. Joyce, R. Louis DiFruscio present an~ Chairman
Thomas J. McEvoy presiding. Selectman Graham absent, out of State. The minutes
and warrant were approved as submitted.
POLE LOCATIONS:
Hearing: Install 2 poles on Campbell Rd. and 1 pole on Ash St.
Change of ownership of Sole Owned pole to joint ownership, Mass.
New England Tel. & Tel. Co. Approved.

Electric and
DOWNTOWNAREA-HUD GRANT:
TheBoard voted to approve the Request For Proposals for the design study for
the downtown area to be funded under the 1980 HUD Grant with the amendment'that
the study include a portion of May Street and Waverly Road. Voted to advertise
for candidates to serve on the design review committee.
COMMUNITY CENTER:
The Board discussed the formation of a Committee to oversee renovations to the
Community Center. The Board voted to approve Brian Sullivan's suggestion that
the Committee be apppointed as follows: 1) A representative from the Council
On Aging, the Recreational Council and the Community Center Trustees. The rest
of the Building Renovation Cormuittee would consist of the Building Inspector,
Selectman DiFruscio and two citizens. Brian also advised the Board that he
had received "verbal" notice that the Town's. application for federal funds to
renovate .the Community Center had been approved.
POLICE SERGEANT APPT.:
Board were advised that another list, amended, had been received listing
Steiner as the third applicant instead of Officer Lynch. It was voted to table
the appointment of a Police Sergeant until the next meeting, June 2, to give
Officer Steiner a chance to indicate on the requisition whether he wes interest-
ed in the appointment or not. Selectman Salisbury stated that he thought we
should have a list with five names to choose from. It was brought out that
this. mi~.~ake a long time.
POLICE'LIEUTENANT & 2 PATROLMEN:
The Board approved the requisition for a Police Lieutenant and two Patrolmen as
approved at Town meeting. Voted to have Brian call for two lists and call for
provisig~al.appointments.
LOCAL ARTS~.COUNCIL:
· The S~lec~enaappointed the following to serve on the Local Arts Council fo~ a
period Of tw6' years, renewable twice: John R. Vtrr, Joan Thompson, Michael
King,.Ba~bara Olson, Michael J. Brian, Frieda BJornson, Marianne Trepanier.
They will be sent a notice of the first workshop scheduled for Tuesday, May 27th
Mayor's Office, City Hall, Lawrence.
PART-TIME, SECRETARY:
The.-Board; approved advertising for a part-time Secretary, employment to begin
July: 1st, ~Tabled was the ad for a Coordinator for the Aging.
STATE.~v~L~EFENSE: ..
Letter from the State CiVil Defense Director concerned air and ground rescue.
The. Sele~tme.n voted to designate the Police Chief and Civil Defense Director,
John CoCo, :o be in charge of the rescue operations.
PUBLIC WORKS COMPLAINT:
tter received from Attorney Schiavoni stated that damages were done to his
property by a Town Department. It seems that, due to an error on plans drawn
up by an eq~ineer, a Public Works subcontractor cut down approximately 65 trees
on the wrong land to clear the land for the installation of a new sewer line
being'installed on Johnson Street. The Selectmen requested that a full report
be submitted to them on the matter.from the Superintendent of Public Works, Joe
Borgesi.

STREET LIGHT REQUEST: ...... ~ ........
A letter from Mr. and Mrs. Edward Nadeau, Salem, N.H., stated that .they were
building a home on Sharpner's Pond Road and would be residing there 5y June:
7th. They requested the installation of a street light near their residence
as it was very dark and perhaps it would cut down on the loitering and car
torching that frequently takes place on the road. The Selectmen discussed
the ever present problem of street light requests. Many streets have: too
many lights and some streets do not have any. It was agreed that the first
step is to have a plan of the present street
submit a map for the July 14th meeting.
TOWN BUILDING IMPROVEMENTS:

The Selectmen approved Brian's suggestion to call for bids or quotes~for
renovations and energy improvements on the Town Building. To be advertised
in the Eagle Tribune and Citizen. ..
VAPOR RECOVERY SYSTEM:
The Board voted to retain the services of Soronco Corporation, Wakefield',
Mass. to install a vapor recovery system on the Town's gasoline t~nks, a
new regulation required by DEQE. Any necessary digging around the tanks
will be done by the Highway Department. Soronco will install the tanks'
for $285-$300 per tank.
TRAFFIC LIGHT-SUTTON & MAIN STS:
The Board voted to approve letter to be sent to the State requesting aSsis-
tance for construction of a traffic light and other improvements at the
Sutton, Main Street intersections. :.
WORKSHOP-FIREFIG~TER' S CONTRACTS:
The Board voted to have Brian Sullivan and the Chairman to attend an
portant workshop on Firefighter Collective Bargaining in Connecticuti June
5-6.
ARTS & HUMANITIES:
Notice received?of a workshop sbheduled on May 27th, Mayor's OffiCe, 'Law-
rence on the new Arts & Humanites program. Brian was voted to attend with~..
the members of the Local Arts Council. ·
LANDFILL COMMITTEE: ·
Letters received from the Board of Health and Highway Dept. advised the
Board that they would not serve on the Landfill Committee.,. They .gave
several reasons. Chairman McEvoy stated he could not understand why any<
Department head would refuse to serve on. a committee. It was voted to ...
have Brian attend the Landfill Committee meeting on Tuesday and he is to
read the two letters to the
VANDALISM:
Selectman Salisbury spoke on the increased vandalism in the area and cited
the tragic, rock throwing incident which resulted in a young, pretty-sChOol
teacher losing her eye and having her face smashed. He would like members
of the Board to address various clubs in town, to line up Civic g~oups to
become actively involved...have volunteers to patrol the to~n...assign.
Special Police and Civil Defense members to patrol...have an agreement with
the District Court sentence the vandals to be punished in public,, sweeping
streets, replacing glass windows, etc. It was also suggested that tee .shirts
be printed with "Vandalism hurts people" on them.
POLICE UNION:
Selectmen directed Brian to set up meeting with the Police Union.
LICENSING COMMISSIONERS:
Action confirmed of approval of 1-day liquor license for wedding reception
May 17th, at the B.U. Conference Center, William J. Igoe, Andover, Mass.
LIQUOR VIOLATIONS:
'-Letters received from Chief Donnelly citing instances of violations a~ Mc-
Cracken's Pkg. Store, Richdales, 99 Restaurant and Jilly's Restaurant.
Formulation of a liquor policy was discussed and it was voted to adopt
policy used by Andover with certain amendments. It was also vote~ hat new
license holders shouldn't be saddled with old owner's infractions y
will be sent to all liquor holders with covering lc!
