Marsan, Inc. submitted the same amount in their.bids...$14.00 per vehicle and$8.00 storage per day - after fifteen minu~es. 'The Board voted to award a joint bid to both Trombly and Marsan. All other 'towing charges will be in accordance with towing rates filed With the D.P.U. in Boston. APPOiNTMENTS-BOARD OF APPEALS: '' The Selectmen appointed Au~ustine Nickerson a full member of theBBoard of Appeals (1985) and Raymond Vivenzio, Esq., an Associate Member (1981) DOWNTOWN ADVISORY COMMITTEE: TheSelectmen appointed the following persons to serve on the above-named Committee as recon~ended by Town Planner, Susanne St. Pierre: John W. Graham, Thomas LeaVitt, Susan St. Pierre, Gayton Osgood, Louis Minicucci, Mike Buss, Fred' Crabb, Hal Norwood and David Trombly~ - pERSONNEL BOARD: Robert F.' Johansen,' Ipswich St. was appointed to serve as a member of the Personnel Board. APPOINTMENTs-~ PERMANENT POLICE OFFICERS: The.Board'of'S~lectmen appointed David Guthrie, Brian Lawlor and Thomas J. McEvoy,,,Jr. to permanent P01ice officers, effective~15, 1980. APPOINtmenTS- 2 RES~AVE, FULL TIME POLICE OFFICERS: The Selectmen-appointed Ja~es Roche and Tracy Little as full time Reserve Police Officers, effective immediately· APPOINTMENTS- EMERGENCY RESERVE POLICE OFFICERS: The Selectmen appointed Lazl0 Run, David Patenaude and John Leone as Emergency Reserve Police officers* effective immediately. ~EOIHTHEriiE-~i'c%;ICE SERGEANTS: John M. Davis was appointed a full time, permanent Poli~e Sergeant and Maurice F. ~ynch,.,,a temporary, provisional Police Sergeant. A listwill be requested from Civil Service. · ACCIDENT ~AIM: Letter from Town Treasure~ re accideUt claim of John M. Davis filed, 9-28-78, stated that the insurance company (USF & G) requested reimbursement of check~~ in the amount of $579.40 (medical bills) claiming the injury or illness was not in line of duty. The Board voted to refers the matter to Town Counseland proposed' a'counter claim.' Selectman Salisbury ~tated that Blue Cross-Blue Shield could take care of the ~bills. HORSE COMELAINT: Letter from the Board of Health,:Stated that their 1961 regulation allowed the keeping of animals ~three, maximum)without need of a permit. Therefore, they could not enforce any re~ulation on the complaint that a horse was betn~ kept at 'the' Town Farm bar~, The condition of the barn was referred to the Board of Selectmen. Susan Miller stated that the barn is sound..that the repairs needed was' half a roof.. She was'asked if she would be willing to si~n wa~er, absolving the Town from any responsibility if the barn was defective =~' she agreed to do so. Motion voted to have the Building Inspector check barn for safety reasons. AUGUST 11, 1980 (continued) ~ES & CONDUITS: Petition received to install underground cables and conduits on Great Pond Road. Hearing was set for Au§~st 25, 1980, at 7:30 P.M. STATE AID-CHAP. 90: It was voted to sign the annualMemorandumof Agreement (in duplicate) for Chapter 90 construction in Town. ~ RECEIVED: Letter from State Commissioner re Town's Chp. 90 funding in the 'amount of $38,154.00. Notice of HUD National Conference on local financial management, Sept 7-9 Lord Baltimore Hotel, Baltimore, Md~ PROPOSITION 2 1/2: A letter received from the MMA concerned proposition 2 1/2'and'the'whole 'question of property tax relief. Propostion 2 1/2 will be voted on'in November. Under this, property taxes and the auto excise tax would'be held to 2 1/2 % of the fair market value of a given property or vehicle.' Ex. Secretary, Brian Sullivan, stated that the proposition, if passed, some. communities will just have close "shop", for other, itwill~ a disaster and others, a crisis. Whether a community is well below 2 1/2 or not, it seriously hurts just about every community. He recommended that a "Blue Ribbon" committee be appointed to thoroughly analyze the Town's'financial: position and possibly discuss alternative tax relief proposals. Committee should be organized now so they will be ready to begin right afterLabor Day. The Selectmen voted to discuss setting up a committeeuathe~eir next meeting, August '2$th. Selectman Graham stated that he wanted people o~ both sides of the issue to be on the committee. Brian S. stated that the town will %ose $690,000 in revenues is the auto excise tax is cut from $66 per thousand =o the 2 1/2 level or $25 per thousand. Brian to make up ad. CHIEF DONNELLY: : Letters received from Ghief Donnel!y stated that a permit should not be issued to the Arlington Trust Co. to expand their facilities..ithat the present drive-in window is causing traffic problems now. His second'letter staeed that he ha~ conferred with the Manager, L. Albis, who informed'him that the new renovationsinclude an alteration of the drive up window which will alleviate the present traffic problem. Board voted to'send copies of the letters to the Board of Appeals. ~' <.: ,~r ~-~ ': ..... ~:i~':'~s S~HOOL CROSSING GUARD APPOINTMENT: The Selectmen appointed Cheryl Marie Greehalgh, 54 Lincoln Street, a' School Crossing Guard as recommended by Ch~ f Donnelly. Board requested information as to whether there were any other applications on file. BLIND DRIVEWAY SIGN: ': i ~' Abbott Gallagher, Milk St., requested a "Blind Driveway" sign to be located in the vicinity of his house. Request referred to the Highway Surveyor. RESERVE POLICE OFFICERS: Letter from Chief Donnelly stated his need for five more Reserve Police Officers Request tabled until list from Civil Service is received. LICENSING COMMISSIONERS: Las Vegas Night: Letter from St. Gregory Armenian Church requested permission to hold. a:. Las Vegas night during the first two weeks in November. They also requested a liquor license for this event. Selectmen requested that the dates be more specific before issuing permits. Police Officer will be required. DANCING GIRLS: Letter from Town Counsel received on Spyros Mazarakous's request to have oriental dancers at his establishment. The Boa=d voted in the negative.. On Spyros's request for a boat on the river for dancing and dining, the Selectmen had no objections if it met with the approval of the Board of Health and Building Inspector. AUGUST 11, 1980 (continued) CLARK STREET: It was reported by Brian S. that for use by Bird Leasing. 209' the Highway Surveyor will repair Clark Street N.A.-BOXFORD VETERAN~'S Service DISTRICT: Brian advised the Board that Boxfor~had agreed raise the Veteran's Agent bud- get. Anthony Grasso, Dept. of Revenue, will be advised that the District Board has voted unanimously to exceed the budget limit voting as follows: "Voted unanimously to approve a fiscal year 1981 budget of $10,300. The salary of the Director to be $9,300 and expenses $1,000, and that the budget .limit,imposed by Chapter 151 of the Acts of 1979 be exceeded by $1,356." MERRIMACK RIVER ACCESS RAMP: Brian S. will write to Steve Chumura, Dept. of Fisheries, Wild Life & Rec. Vehicles to request funding assistance from his department in develpptng a boat access and ramp to the Merrimack River in the Town of North Andover. A potential site along the river has been viewed by Robert Austin of the State Office. ~RAFFICLI.~HT-SUTTON ST.: The Board voted a~thorize Brian to contact three engineers for three bids to do the necessary prelimary work for the installation of the traffic light. THAN~%TOU~LETTERS-FIREM~N-POLICEMEN: The Board requested the Secretary to send notes of commendation to Fire Chief and Police Chief on the skilled action of Firefighter$ Leonard Waite and Lieutenant~ Tamagine in~retrieving car keys for out of town guests at Se. Michael's Church from a pungent sewer.
