Salisbury, Ralph R. Joyce~ John W. Graham, R. Louis DiFruscio with Chairman Thomas J. McEvoy presidin~. The warrant was approved as submitted. Minutes of the last meeting will be taken up at next meeting. COMMUNITY DEVELOPMENT HEARING: A discussion on the above-named grant due October 6th took place between the Selectmen, Gayton Osgood, Louis Minicucci and Brian Sullivan. Louis M. submitted a draft grant which will be finalized at a future meeting Brian will set up. FIREFIGHTER'S CONTRACT: The Board of Selectmen convened their meetin~ to 3o over to the Fire Department to sign the Firefighter's Contract, '81. TOWN BUILDING REPAIR BID: ~s Town Counsel advised Brian S. and Selectman DiFruscio that he saw no legal problem with the specs and that the Board could award the bid and modify any terms of the bid to come within the appropriation, the Board voted to award the bid to Laurent Construction Co., Inc., Albert Laur~nt, President, 2 Sunset Rd., Dracut, Mass. with the exception that sections 7 and 8 be deleted. Rmdunt of bid, $14,810.00. MAIN & SUTTON ST. PROJECT: Three engineers submitted their proposals for the Mai~ and Sutton Street traffic light but only one firm, Vanasse/Hangen Design, Inc.,184 High St. Boston, Mass. submitted a bid within the $10,000 appropriation. The Selectmen unanimously voted to authorize Brian to proceed with the con- tract with Vanasse/Hangen Design, Inc. HUD REHAB PROGRAM: The Selectmen unanimously voted to award the contract for the HUD REHAB PROGRAM to Cynthia Howard AIA & Associates, Architect, 34 Ash Street, .Cambridge, Mass. This project is funded under the Community Development Block Grant Act. NEW HORIZONS FAIR HOUSING ;~SISTANCE PSOJECT: ' The above-named program was developed to help communities plan and carry out comprehensive fair housing strategies. Gayton 0sgood and Louis Minicucci advised the Selectmen that it would.help the Town accumulate( credits for the Community Development Grant if they endorsed~this project- The Board authorized the Chairman to sign the endorsement So the Town will become a member of the New Horizons Fair Housing Program. SPECIAL LEGAL SERVICES REQUESTED: Letters received from the Chairman of the School Committee and Board of Health contained requests for Town Counsel to represent them. The Board voted to authorize Town Counsel to represent the School Committee in their litigation with the North Andover Teachers' Association re alabor grievance and to proceed legally for the Board of Health re the Bro%m Pig case as outlined in his letter to the Board of Health on August 5~ 1980. COUNCIL ON AGING: A letter of thanks and appreciation was received by the Board from the Council On Aging for their aid and support of their activities. PROPOSITION '2 1/2: Notice received of a meeting re the above-captioned on September 29th 8:30 a.m. to 3:30 p.m. at the Park Plaza Hotel, Boston, MA. $20.00 fee includes luncheon. This meeting to determine whether Propos~ition 2 was a tax relief or chaos. STOP SIGNS: Discussion ensued on the z=a6flc hazards at the intersections of Stevens St. & Great Pond Rd...Main & Water Streets .. and Main & Waverly Rd. The Board voted to request recommendations from Chief Donnelly to have Stop signs placed at the intersections. SEPTEMBER 15, 1980 (continued) 21~ PETITION-WAVERLY RD. RESIDENTS: Residents of Waverly Road appeared before the Board citing excessive speeding and a high incidence of accidents on Waverly Road (474) to the intersection of Waverly Rd. and Mass. Avenue. They stated that the Police Department have been most cooperative and have issued many speed citations. However, they can't be there every hour and they fear for their children and others for the speeding cars have gone up on the sidewalks. The Board voted to send petition to Chief Donnelly for his recommendation on what must be done. The petitioners sugges- ted the.installation of curbing and modified speed bumps. FIRE ALARM SYSTEM-APARTMeNTS It was brought to--the attention of the Board that residents of apartment complexes are'under the impression that, when a fire breaks out and they pull the fire alarms that are placed in the corridors, they think the Fire Dept. is being alerted, which is not the case. After discussing the matter with the Fire Chief, it was voted to send a letter, with the Fire Chief, to all apart- ment Managers requesting that they consider installing, over the alarms, a small sign with the worming, "Call the Fire Dept." ' 686-3811 GAZEBO ON THE COMMON: Selectman Graham stated that he was asked why a gazebo wasn't installed on the common. After discussion,'the Board voted to have Brian collect data on same and include it in next week's packet. POLE JOINT OWNERSHIP: The B6ard approved the joint ownership of a pole on Green Street. Mass. Electric Co. and New England Tel. & Tel. Co. Petition THANK YOU.~$. Letter of thanks for flowers sent received from the widow of the late Ernest Roberts, our Sealer of Weights & Measures. The Board thanked Selectman Louis DiF=usci~ for giving them a suscription of the magazine, Nation's Business, a monthly publication of the National Chamber of Commerce of the United States. Chairman McEvoy was particularly grateful for the reading material. PLANNING BOARD INTERVIEWS: Members of the Planning Board and the Selectmen convened to interview nine applicants to fill two vacancies on the Plannihg Board. No appointments were made until they meet once more on Tuesday night to interview another a~plicant who ~could not be present for an interview Monday night. SEALER OF WEIGHTS &MEASURES: The Board of Selectmen voted not to appoint anyone to fill the vacancy until they had an opportunity to interview the candidates. Appointment will be made after they have interviewed Mr. Korb, Bazin, Himmer, Palone and Mallory. LOCAL TAXCCOMMITTEE: The Selectmen appointed six applicants to the Local Tax Co~ittee: David M. Scott, Francia Lindon, Frank H. Dushame, III, Elizabeth M. Conway, Michael J. Leery and Joseph Lyons. Brian is to contact the School Committee, League of Women Voters, Advisory Board and various Unions for representatives of each to be on the Committee. The Board considered appointing Robert Ercolini, also, but as he was also an applicant for the Planning Board, they deferred his appointment until Planning Board vacancies were filled. FLAG ON COMMON: Letter received from Mary Armttage re the raising and lowering of the Flag on the Common. She raised the question whether it was permitted to fly 24 hours. It was brought out that if a spotlight shone on the flag, it was,.permissable to leave the flag up. Chairman referred the matter to the Chairma~ of the Flat Committee, Ralph Joyce'.--who will report back to the Selectmmn at the next meet- ing. GR. LAW. COMMUNITY ACTION COUNCIL: A vote' ~ was taken to fill the vacancy on the Gr. Lawrence. Community Action Council. There are two applicants: William P. Joyce, John W. Graham, R. Louis DiFruscio with Chairman Thomas J. McEvoy presiding. The minutes of two weeks and the warrant were approved as submitted. the Town Farm picnic area to Daniel P. Dumas, lp5 Grandville Lane, on Sept. 20, from 4 P.M. to dusk. Police, Fzre Chiefs and Joe Bor%esl will be so notified. 1-day liquor license, Sept. 22, for Paul Eaton, Asst. Dean of Clerk BUSINESS TRASH PICK-UP: Joseph Giard, Rick Trombly and others met with the Board to discuss the new trash pick-up By-Law which denies pick-up services to small businesses in Town. They protested that the By-Law allows trash services to 9-unit apartment houses which, they stated, is a business, but not to them, who .are tax payers as much as the apartment house owner. R. Trombly reqUested that the Selectmen hold By-Law until the next annual Town Meetinl or a Special Town Meeting when it could be amended i.e. trash pick-up for the 122 small businesses be limited to five (5) barrels. They brou.~ht up the questiqn, of ~ businesses monducted from an individual's home who have trash p~ck-up ser.vmces, the annual cost per year to take care of their own trash ($360.) and. asked the Selectmen for help. They stated that they thought the By-Law, pasSed'at Town Meetin%, concerned only the trash pick up of condiminums and apartmen~ ~complexes. After further discussion, the Selectmen voted to have Brian S.~. · .set up an open meeting with Bud Cyr re the By-Law and possible amendment.'~ . SEALER OR WEIGHTS & MEASURES: The Selectmen conducted interviews with five of the applicants wh.o,~they didn't know'as well as the other applicants. There were 13 applicants who~ applied. After five hatlm.~-~,William Blackstock w~'S appointed to the Provisional position. All applicants m. ay take the Civil Service exam for this position when it is posted. COMMON-ADDITIONAL ELECTRIC POWER: Members of the V.F.W., the 4th of July .Co.mmittee, appeared before the Board. to ask their approval to install an addztzonal drop on the Common for electrzcal outlets that are needed, service will be underground, approximately 1'50'. The present set up is dangerous. The Board approved and voted to submit an Article for the next Town Meeting for an appropriation to finance the Outlet, They also voted to have a letter sent to the Improvement Society requesting their possible funding of the pro~ect. .- CHILDREN SIGN: Letter from Nancy Killelea requesting a "Caution-Handicapped Child" sign,' viminity of~ her home was referred to Chief Donnelly for recommendation. K-9 TRAINING SEMINAR: Officer A1osky sent a letter requesting permission to conduct a K-9 seminar at the Town Farm. The Selectmen voted to request Officer Alosky to meet with them at their next meeting, Sept. 29th, to offer more information on the seminar. RESIGNATION: Council On Agtn~ forwarded a letter to the Board containing the resignation· · of Pmuline Blood from the Council 0n A~in~. COMMON - GAZEBO: Letter from George Perna proposed the installation of a 4azabo on the Comm6n. It was brought up the Improvement Society would oppose such a project. Selectman Salisbury commented that these structures, that are only used.once or twice a year, are not kept up and become very shabby looking over t~e course of the years. In his opinion, it would detract from the beauty of the Common not enhance it. It was voted to write to the Improvement Society on the matter.
