The Board of Selectmen held their regular meetin7 with all members present
with the exception of Louis DfFrusclo who was on vacation. Present were
Selectmen Charles A.Salisbury, Ralph R. Joyce, John W. Graham with Chairman
Thomas 3. McEvoy presiding. The warrant and minutes were,approved as sub-
mitted.

LAND USE STUDY COMMITTEE:
The Selectmen appointed the followinz persons to serve on the above-named
committee: Robert Mansour, William Sousa, Vincent Turano.
PART-TIME JANITOR:
The Board appointed William P. McEvoy to fill the position of part-time
janitor at the Community Center.
VILLAGE GREEN WEST CASE:
The Board was notified that the Village Green case involvinq trash pick-up
had Deen dismissed. Bill from Attorney William Duffy received for his
services. It was requested that Attorney Dully he, present at the trash
meeting, October 8th. ~
HIGH STREET-SPEEDING:
Letter from Police Chief stated that they had received calls on speedin~
vehicles on High Street with many other siMiliar calls for other streets.
The fact that cars park on both sides of the narrow street complicates
the problem. The Board voted to request the State to make a speed survey
relative to the resident's request to make it a 25 mph zone. He strongly
urged, also, that Hi%h Street be made a one-side parkin~ zone.
BIRD LF~oSING-CLARK STREET:
Letter .from President of Bird Leasin~ Co. requested "No Parkin? signs
and a'street light be installed on Clar~ Street to ~iscourage~Tni~htly
parking and littering of the street which leads to their new facili'tv.
Board voted to request si~n from Chief Dondelly and have Brian S. ma~e
a street light study of the street.
TOWN FARM BARN:
Letter received from Charles Foster reportin~ his inspection of the barn
where Susan Miller has boarded her two horses. He stated that although
one portion of the roof at the rear of the building had caved in, the
barn is so constructed that it will not affect the part that in hein~
used. He su]]ested closin% off the open part of the building. Selectman
Graham stated that he thought the roof openin% could be dan%erous and
brought up the question of insurance. McEvoy stated that'Miss Miller was
willin~ to siTn a release absolvin~ the Town from all responsibility.
Attorney Joyce stated that it wouldn't mean a thin~ if she char~d the
Town with negligence. Although the Buildin~ Inspector stated that the
buitdin~ was structurally sound, a motion was made and voted that Miss
Miller be requested to remove her horses when she found other~.preMises,
within a reasonable amount of time,and that residents of the farm, as
security ]uards of the premises, not allow any animals or anybody to
occupy the buildings.
LICENSING:
HELEN'S PLACE:
A hearing was held~,on the application of Donald Christiansen to amend
the hours of Helen's Place, 200 Sutton St., to 6 A.M.-7 P.M.,weekdays,
and 7 A.M. to 2 P.M.,Sundays,and evenin]s for special conferences when
requested, 7 P.M. to 9 P.M. Mr. Christiansen wes reminded that no
liquor could be served on week-days before ~ A.M. and on Sundays, before
11 A.M. It was voted to approve said request.
RICHDALE STORE-MANAGER CHANGE:
Petition received from William Maistrellis, 4 Sheldon Rd., Peabody, Mass
to manage the Richdale Dairy Store, 75 Chickerin] Rd. All papers received,
in order. Voted unanimously to chan~e Manager from Arthur J. Pappathanasi
to William }~aistreltis, subject to an affirmative character fe e~ e from Chi

GASOLINE PERMIT:
Application received for a license to store ~000 %als. %asoline, under%round
from Peter R. Breen, 770 Boxford St. Hearing set for 10~R0-80,at 7:35 P.M.
M~RRIMAC~ COLLEGE-l-day LICENSES:
Two 1-day liquor licenses for Jr. Class '82 for Oct. 15-19th was discussed
once more havin~ been tabled from last meeting. Selectmen Graham objected
again to licenses so close together. Joyce stated that the Director of
Student Activities had approved the applications, that this was the first
instance in the past year that the same ~roup had applied for three conse-
cutive dates. Selectman Joyce also reported the result of his consultation
with the Police Chief and Rev. Gillian, Director of Student Activities.
Police Chief and Rev. Gillian both agreed that it would be better for the
college to apply for an All Alcoholic license when renewals came up in the
month of November. The license would desi]nate the particular rooms at the
college, besides the The Last Class Pub, where the license would be used.
Students would apply directly to Rev. Gillian, and the license would be
~dministered internally and wholly by college administrators in charge.
It was voted1~o table the matter until October 20th meeting. It was also
voted to approve the 1-day liquor licenses for Oct. 15-19th. Vqte 3-1
Selectman Graham abstaining.
COM2MUNITY CENTER:
The Board approved'th~ request of Joseph LeBe~-~o use the"co,m.~nity canter
for a meeting to discuss the pros and cons of propostion 2 1/2 on October
22, at 7!30 P.M.
The Selectmen's meetin~ was declared closed and it was voted to ~o into
executive session to discuss litigation that will affect the Tow~/~

The Board of Selectmen held their regular meeting with all members present.
Present were Selectmen Charles A. Salisbury, Ralph R. Joyce,
John W. Graham, Louis DiFruscio with Chairman Thomas J. McEvoy presiding.
The warrant and minutes were approved as submitted.
UNDERGROUND CABLE:
A hearing was held for the petitions from the Mass. Electric Company and
the New England Tel. & Tel. Company for installation of buried cable and
conduit on Grea% Pond Road and Prescott Street. The Board voted to
grant it.
FILE SUB-BIDS FOR COMMUNITY CENTER RENOVATIONS:
Received were two File Sub-Bids for the electrical work and two others
for the roofing work. Board voted to take the four bids under
advisement.
TOWN FARM BARN:
Letter received from Susan Miller stating that because the fact that the
TowneFarm property has been vacated by Dr. & Mrs. Hollander in September
'of this year, she would like permission from the Board to live in said
premises and assume responsibilities of caretaker of the property.
Chairman McEvoy was upset because of the fact that the Hollander's, who
the Board gave permission to use that property, never notified the Board
of the fact that they. were leaving the premises. Discussion on whether
or not the horses should be allowed to stay on the property. Miss Miller
stated that she would be willing to fix up the property if she were
allowed to stay there including fencing the field at her own expense.
S~lectman Joyce suggested that we go to Town Meeting and ask for
authorization to put the necessary funds into the building stating that
the only other choice was to take the Barn down. It was unanimously
voted to allow Miss Miller to take over Dr. & Mrs. Hollander's caretaking
duties until'the 1981 Town Meeting when they decided what to do with
this property.
VACANCY OF DUPUTY BALLOT CLERK - pREcINCT IV:
Received application from Dorothy C. Bates (R), Royal Crest Drive Apts.
to fill vacancy. Board ~oted to have the Administrator check on the
balance of Democrates vs~ Republican Ballot Clerks to make sure there
was an equal representation of both parties.
