The Board of Selectmen held their regular meeting on this date with ail' members present;' Selectmen Charles A. Salisbury, Ralph R.'Joyce, John W.' Graham, R. Louis DiFruscio with Chairman Thomas J. McEvoy presiding; The minutes a~ d warrant were approved as submitted. OLD CENTER HEARING: A hearing was held on traffic.improvements at the Old Center. Chief Donnelly was present together with residents and store owners in the vicinity. It was the consensus of opinion that the speed rate should,.be,' reduced to 15 mph. or 20 mph~ because of heavily congested area. Chief Donnelly stated that 3/4.of the island should be left open and No P~rking on both points of the island. Fire trucks cannot get through especially with the diagonal parking in front of the Hay Scales. Gayton Osgood said that, as a representative of the Center Realty Trust, they glad to',.help in any way that would correct the situation. After further~:, discussion, it was voted to adopt Chief Donnelly's plan to lower the speed limit to 20 mph. from Drummond's house through the Center, both The.Selectmen's intent will be submitted to the DPW. ..../' POLE HEARINGS:. -':" Approved: Installation of I pole on Salem S~reet, at Fuller Rd. Remove 1 Installation of 1 pole on Elmcrest St.,. approximately.l$5,.feetI west of Elm Street. .'. Installation of 1 ~2-15 KV Cable on Great Po~d Rd. A hearing was se= for a pole installation on December~l, 1980, at 7:.30'.P%M. COMMUNITY CENTER SUB-BID AWARD: The Selectmen approved the recommendation received from Frank C. Gelinas.._ and voted to auaeptthe low p~umbing bid by P & H Company,.16 Courtney St. Stoughton,Mass. and to 'award him the contract for the amount of $6,1O0.00. GENERAL BID-C.CENTERRENOVATIONS: ' '~:' It was voted unanimously to'award the.above-named bid to Laurent Cons'truc- tion Company, Inc.~ 2 Sunset Road, Dracut,.MA. and to authorize the Chair- man to si~n the contract. · THOMSON SCHOOL SIGNS: Letter received from Janice Sousa', President of'the Thomson School,'P%T.O. requesting'School road signs be posted near Herrick Road. It was so:voted. NORWOOD-ICE cREAM STAND: Lette~ received from the Board'of Health stated that no appli~atio~ fo~_.~r' food Service or any con~{~cti0nal plans had been filed in their office 'f6r an ice cream stand as required by the State Sanitary Code. Until' · theirsanitarian has received such plans and made his report, the'Board of Health will be unable to Judge the feasibility of such a facility~ tha~ all other town permits are contingent on their department grantin~ a'food service permit. It was voted to request recommendatioim from the Planning Board and an additional~ final report from Chief Donnelly. TOWN FARM: ~,- .- Discussio~ on the repair, of the Town Farm brought out the fact from Brian.. that it would cost at least $5,000 to Just correct the faulty'wiring ahd'' plumbing at the farm before it would be safe for anyone to live there Gayton Osgood proposed that it be made into an elderly housin~ a grant. After much discussion, it was agreed to abide by their ~ote of a previous meeting, to have Sue Miller live on the farm until next'Town Meeting. 'It was voted to reactivate the Town Farm Committee to research and come up with a plan for the farm's future for Town Meeting. In the meantime, no money would be available for repairs that were needed. MISSILE SITE LANDFILL: Letter received from Frank C. Gelinas~and Associates statin§ that he recommended that a modified permit for the landfill be requested; .that. if the Town asked a permit for the operation of.'a full fleged solid waste landfill facility, the State would feel free to ask North Andover to accept s~lid waste from other towns...that a 100% landfill permit would place North Andover in a vulnerable position. This memorandum had been sent to the Highway Surveyor who, in turn, requested that Gelinas send his recommendations to the Landfill ~ommittee, Selectmen and Board of Health. Nov mER 10, 1980 (continued) 227 He requested that the Selectmen forward their recommendations to the Highway Surveyor within 15 days. Selectman Graham who is C hairman of the Landfill Committee advised the Board that the Landfill Committee is in full agreement with Frank Gelinas's recommendations and that their Committ~e will send a letter to Bud Cyr, if the Selectmen so authorizes them to do so. The Board voted to authorize the Landfill Committee to send the letter to Budy Cyr containing their approval of Gelinas's recommendations. HILLSIDE ROAD: Letter received from Fred Rex contained objections to making Hillside Rd. a dead-pnd due to the school busses needing that exit. He recommended making the road a one-way street. The Selectmen voted to have a hearing on Dec. 1,,..1980, at. 7:45 P.M. on the traffic improvement suggestion for Hillside Rd. ~DVISORY COMMITTEE: Board advised that the Advisory Committee are meeting on NoPember 12, at 7:30 P.M. and requested that Atty. Duffy be present, with the Selectmen. PROPOSITION '2 1/~: It was voted to have a work session with the AssessOrs on Wednesday, November l9th for revaluation and classifications re proposition 2 I/2. SeleCtman DiFruscio stated that he would like a balance sheet of the whole T6wn from Town Accountant. LICENSING CO~dISSIONERS: Approved: Application for a 2-day liquor license, Nov. 21i22, at the B.U. Conference Center for a Textile History Conference from Thomas Leavitt. Notice of hearingset for the transfer, cfa liquor license fr~m an A~thurpappanthansi, d/b/a the Richdale Superette to Ric~dale Dairy' Stores, Inc., William Maistrellis, Manager on November 24, 1980, at 6:30 P.M. in the .MiddleSchool Library where a brief meeting will be held before the Special TownMeeting, at a:00 P.M. Montet,e, Planning Board member. scHOoL BUS - WOODRIDGE RESIDENTS Letter rece'~ved from Mrs; Kay. Hoar, 667 Waverly, Road concerning what she states is a dangerous situation. School bus mus~ climb a narrow road going up a hill in the morning and will be dnngerous under icy conditions. Coming home; the bus drops the children o.ff on th opposite side of Waverly Road which they have to cross to get to the Woodridge complex. Children from Cotutt Street have to wal~ down Waverly Road and wait for the bus on the 'corner of Rt. 114. As there are no sidewalks, the children have to walk in the road. The Selectmen voted to refer the letter to the Police. Chief and Fred Rex for their comments and recommendations.. RECEIVED: Notice from the Special Commission on Civil Service re recommended changes. Letter from DEQE re : meetin~ on hazardous waste sites, Nov. 17th, 10:30 A.M. in Tewksbury. Letter from HUD re: extension of 1978 and 1979 grants to complete audits. Letter from School Committee withdrawing their article for STM warrant.
