BIRD LEASING:
The Selectmen voted to have Bud Cyr install the repuested "No Parking" signs
for Bird Leasing from the Borden Chemical plant to the gate. Bud Cyr will
be so notified.
CARD PLAN-DOWNTOWN:
Susan St. Pierre presented a card plan for downtown renovations. The Board
unanimously approved the plan and stated they would inform the public of the
plan.
SPECIAL TOWN MEETING DISCUSSION:
Chairman McEvoy stated that the Advisory Board had recommended that ail the
money articles should be sub~itted as transfers. Advisory Board tabled
article I~ until meeting on Wednesday. Board instructe~ office to contac6
Bud Cyr and the Board of Health to attend the Wednesday night meeting, iNov.
19th, at 8:00 P.M.
LICENSING COMMISSIONERS:
NORWOOD ICE CREAM STAITO PETITION:
Mol Norwood stated ~hat he had always rsn a first class business in dowh
town North Andover and the ice cream stand would be run the same way. Ralph
Joyce stated that he should be given permission now before too much mp,ney'
was spent for the proposed ice cream business. The Board, however, agreed, i.
with Chief D onnelly that it would create more ~zaffic con§estion because of
the location of the proposed store and voted 4-1 to postpone acttoni0f the.
petition inde fin&rely.

The Board of Selectmen m.et briefly on.this date in the Middle School/ibrary
at 6:30 P.M. before Special Town Meetlng scheduled, forT:00 P.M. A~ members
· present. The warrant and minutes were approved as submitted. ..
WINTER PARKING BAN:
It was voted to ~pprove the advertising of the all night parking ban,
effective December 1, 1980. Exception: Christmas Eve and New Year's Eve.
BURIED CABLE:
Hearing was set for December 8, 1980. on petition to install buried cable
on Berkley Rd. and Fuller Rd.
WOODRIDGE SCHOOL BUS:
Letters received from Chief Donnelly and Fred Rex with their comments;on
Mrs. Hoot's Woodridge school bus complaint. After discussion, the matter
was taken under, advisement. Copies of the letters will be sent to Mrs. Hoar.
RECEIVED:
Letter of appreciation from Richard Harrington, President of the Historical
Society regarding school bell. Chairman authorized to sign resolution."
Resignation from Beverly Evan~elos as Clerk of Precinct I. Appropriat~
letter of thanks and appreciation for her services will be sent.
Notice of Essex County Selectmen's Association Christmas Party, Dec. 14th.
Letter from Secretary of Environmental Affairs re: workshops.
Copy of letter from Fire Chief to DEQE. Brian authorized to work with Currier.
Proposal from A1 Laurent to finish repairs on Town Building, Taken under
advisement. ' ,' '
SCHOOL-TOWN COUNSEL ' S BILL:
Letter received from Peter Garofolt with Town Counsel's bill for services
rendered on school grievances. Coomensus of opinion of the Board was that
the School Committee and Garofoli should make every effort to resol~e~these
grievances without the need of counsel. Voted to draft voucher to pay Town
Counsel for hiseservices and authorize Brian to send letter to Chairman
Bernal,with a copy to Garofoli, stating the above opinion.
LICENSING COMMISSIONERS:
Hearing: Transfer of Wine & Malt Beverage, Package Store license from
Arthur Pappanthansi to Richdale Dairy Stores, Inc. Approved.
