The Board of Selectmen held their regular meeting on this date withl;all
members present; Selectmen Charles A. Salisbury, Thomas J.. McEvoy, Ralph
R. Joyce, R. Louis DiFruscio with Chairman John W. Graham presiding. The
minutes and warrant were approved as submitted.
PUBLIC SAFETY-MOTORCYCLE:
Letter received from the Commissioner of Public Safety ~nforl~ing the Board
that Governor King had approved the Town's request for funding.assistance
to acquire a motorcycle. Town is authorized to expend up to $6,500.00 subjec
to reimbursement for a motorcycle in accordance with the Town's application
dated, January 10, 1980. Town bidding procedures must be adhered to prior to
purchase of the vehi~lQ. Board commented that OfficersqStanley~,and:~A~u~Son
highly commended ontbe~re~forts to secure t~e ~otorcycle. Selectmen

TAX RELIEF ACTION COMMITTEE: '
Membership on the TRAC was discussed. It was brought ~p that David Scott,
pl, evious member of TRAC had not been reappointed. It was the unanimous vote
of the Board to reappoint him. An eighth member was also appointed; Richard
Kulpinski, former Chairman of the Advisory Board. The appointment of Michael
Leafy was discussed as he already was a member of the Personnel Board. He
was present and stated he was willing to serve on both.the Personnel Board
and the TRAC. But as it was the consensus of opinion, that members serving
on the TRAC should not be affiliated with any other Town Board or Committee,
Mr. Leary stated that he would remain on the Personnel Board. With his with-
drawal, this left seven members on the TRAC..Ostherr, Winning, Harrington,
Lindon, Cavanaugh, Scott and Kulpinski. A letter from Robert Mascola was
referred to the
LOCAL ARTS COUNCT~c'
A news release was received from the Local Arts Council. It noted the
passage of Bill 6861 in the Mass House and Senate which established the f.irst
Arts Lottery. Revenue from the sale of Arts Lottery tickets will be disburse(
to the cities and towns on a per capita basis,who have established an Arts
Council. Jack Virr, Chairman of the North Andover Arts Council, stated that
that the Town could have $25,000 to invest in the arts in North Andover in
1981 if projections for the outcome of the Arts Lottery are anywhere near
what has been indicated. Their prinicple objective is to promote the vitalit
of the arts. The release also announced the formation of an "Arts Logo"
contest and set out the ground rules for it. All entries must be submitted
by January 23, 1981 and will be exhibited at the Stevens Memorial Library the
weeks of January 26-February 6, 1981. They hope to receive numerous design~
from residents that will help to define what the arts are in North Andover.
The Selectmen highly commended the work of the Local Arts Council and their
leader, Jack Virr.

DOG COMPLAItlT:
A complaint was submitted by Mrs. Stephen Phelan re two ~ogs, owned by Agnes
O'Brien, who viciously attacked her dog which required surgery. After read-
ing the law pertaining to dog violations, the Board voted to hold a hearing,
January 26, at 8:30 P.M. The Police Dept. and the Dog Officer will be re-
quested to attend with a full report on the complaint.

STREET LIGHT PAPA:
Brian reported that he had checked with the Town Accountant and Town Treas-
urer re the installation of a stKeet light at the request of an individual
and the cost thereof. As far as bettermen'ts are. concerned, they are only
placed on permanent installations such as sewers, sidewalks, streets, etc.
A street light could be moved the next day. A Mass. Electric official had
told him that a street light (5800) lumen could.be installed for an individ-
ual and would be bi, lled by the Mass. Electric Co. Cost: $100 for installa-
tion, $53.76 per year plus fuel charge. At th~ request of the ~electmen,
Brian will contact Mr. Papa and give him this ~nformation.
CHADWICK ST.-RT. 125:
Selectman ~DiFrus'cio told the Board that something should be done about the
dangererous intersection.of Chadwick St. and. Rt. 125..that the accidents
are quite frequent. He suggested closing off the street at the exit on Rt.
125. Selectman McEvoy stated that was a public safety department problem.
He said if the residents wrote a 1.etter requesting the closing off of the
street, it would be referred to Chief Donnelly for investigation and reco~
mmendation.
SOLID WASTE:
Brian advised the Board that the NESWC project had been completed on two
~.key elements: l) Service Agreement was taken care of and 2} Agreement
~between the companies~'UOP and New England Power Company for the sale of power.
This is a result of many sessions..during the past months, and this was.a
big step forward for the project. Now they had a very good package to
sell to the communities. Town will get back .90% of the revenues that
comes from the energy that tn.~ facillty generates. ?he revenue will.be~
substantial and will be tied to t.he price of oil. If the cost of fbel
goes up,energy revenue will go up. Chairman Graham asked wh~t will be
done when the present landf'ill is closed. Brian stated that he, Bud Cyr
and Ed Scanlon will be meeting with a nearby community re: th~ use o~f
their landfill for an interim solution. Brian told the Board that th'e Holt
Road landfill would probably close one year from this coming July. ~Selectman
McEvoy expressed discouragement at the lengthy time it was taking to get
the Resource Recovery Project going and that it would take another five
years. Ke knows how hard Brian has worked and the time he has put into'~
the project, but he had a "scary" feeling about it. Brian state~ that the
only realistic way to go is the Resource Recovery Project even if it ~does
take'~B additional years. It will take 3 years to build, several months
to..get communities signed up and several months to get' financing. There
are approximately 25 communities to be signed up, deadline to sign is
December 31, 1981. Selectman Salisbury said that the project was a better
deal than Resco, a private profit making venture...this project is for the
benefit of the communities..bit it will take a while for the communities
to realize this fact. Deadline'should be made a "hard" deadline and it
maybe'an incentive to give charter members a lower rate. Every community
is facing the~ame solid waste problem and situation and shoul'd sign up.
Ch. Graham asked about the Landfill Committee. Brian said that Buddy
wants to arrange a meeting with all parties concerned..
