The Board of Selectmen held their regular meeting on this date with all mem-
bers present; Selectmen Thomas J. McEvoy, Charles A. Salisbury, Ralph
Joyce, R. Louis DiFruscio with Chairman John W. Graham presidin~. The warrant
and minutes were approved as submitted.
TOWN COUNSEL APPOINTMENT:
The designated committee assembled to appoint a Town Counsel fo
Nine were present to vote, Chazrman of the Plannin~ Boa-~ .... r. one.yea~.
\was not present to vote. Seven votes were recorded for John J. Wzllis and
two for Ralph Barbagallo. Willis was therefore appointed Town Counsel for
the ensuing year ~ith the retainer of $9,000/yr. as voted at Town Meeting.
H~GHWAY SURVEYOR:
Bud Cyr was present at the meeting to advise the Board that he had a check
for the Town in the amount of $283. derived from the sale of metal objects
salvage, d from the Town Farm debris after the fire. He also advised the
Board that Fred Ramey of Ramey Contractors had cleared up the debris and
had deducted $100 from his bill. He requested a note of appreciation be
sent to Ramey. It was so voted.
PERM. RESERVE POLICE OFFICERS APPOINTMENT: 4 Vacancies.
It was the unanimous vote to appoint the first 4 applicants on the Civil
Service list to serve as permanent reserve police officers. The~ are as
follows: John P. Leone, Daniel J. Quinlin, Jr., John H. Pickard and
David M. Patnaude. Effective date of employment, June 15, 1981.
SEALER OF WTS. &MEASURES APPT.(Provisional)
The Board vo~ed two times by ballot: First ballot result: .2 for Mallory,
1 for Korb and 2 for Roberts. Second ballot: 2 for Mallory and 3 for
Roberts. Ernest J. Roberts, Jr. was appointed provisional Sealer of Wts.
and Measures. The Civil Service exam was discussed and Bri~n.S. ~as in-
structed to find out the procedures of Civil Service re notlflcat~on of
~xaminations.
RESIGNATION:
Letter receiPed from Con Hegarty containing his resignation from the
position of Warden of Precinct I, a position he has held for 32 years.
The Board voted to send a letter of appreciation and thanks for his
many long years of service to the Town. The vacancy will be filled when
Precinct Workers are.appointed in August. ~
CIVIL DEFENSE APPT.:
At the request of Director John Coco, Richard'C. Boetlcher was appointed
an Aux/Police/Special Police Officer for the Town's Civil Defense.
FIRE ENGINEERS APPT'S:
At the recommendation of Acting FireChief, Dennis Currier, Dana Fisher
was reappointed 1st Deputy and Stewart Wilson, 2nd Deputy, on the Board
of Fire Engineers.
GYPSY MOTHS:
A letter received from a Forest St. resident and signed by 30 others pro-
testing, the overwhelming damage done by gypsy moths asked if something
could be done about spraying next year. Board voted to refer ~e letter to
the Tree Warden and have him'meet with the Selectmen to discuss the matter
at a later meeting.
FIRE ALARMBIDS:
Brian Sullivan advised the Board that three bids had been submitted but
he would like the bid from Landers Eleotrical Co. clarified before they
made any decision. It was so voted.
LETTERS:
Board voted to send a letter of congratulations to Miss Debbie Salois, 10
Boston St. for winning the title of Miss Massachusetts. They also voted
to send a letter of congratulations to Paul Hambleton for receiving the
~a'~le Scout award. Chairman announced that an Open House would be held
on June 24th by the Ceta Energy Commission.

TELEPHONE CO.:
Two representatives of the telephone company appeared before the Board at the
Board's request to discuss Bud Cyr's complaint about the placement of poles
and disposing of old poles. Bud Cyr was not present. Another meeting will bE
set up when Bud can be present. Right of Way Agent for the telephone company
Mr. Gagan, advised the Board that 90% of the time he always went out with Bu¢
to go over' the fie%.d area before poles are installed.
HAVERHILL REPROCESSING PLANT:
Joan, Gardner,: representing the Bureau of Solid Waste, was present to discuss
the procedures which will be followed in reviewing the impacts of the propose
solvent reprocessing plant in Haverhill. She stated that the Local Assess-
ment Committee had already been appointed except one. The Selectmen stated
positively that, as they were the nearest abutting community, they should be
represented on the Local Assessment Committee so they would know, first hand,
all procedures proposed to take place. They voted to send letter to the
Mayor insisting that North Andover be represented. Miss Gardner advised the
Board that a hearing will be held at 7:30 P.M. on June 30th in the Haverhill
City Hall auditorium. The Board also voted to appoint Dennis Currier, North
Andover representative to the Haverhill Waste Plant.Committee.
STATE BUDGET:
A discussion ensued on the State Budget. Brian advised the Board that our
Representative, Joe Hermann, had stood up against the State leadership, and
strongly supported the cause of increased local aid. The 10 million in local
aid will be given out by a population formula which will be to North Andover'~
advantage. At Brian's suggestion, it was voted to give.Rep. Ha~.=~ann a vote
of thanks for his endeavors.
LOCAL ASSESSMENT COMMITTEE:
The North Andover Local Assessment Committee was discussed and agreed with
Brian's suggestion that it consist of the Selectmen, Fire Chief, Board of
Health, Board of Public Works, Conservation Commission, Environmental Official
from Western Electric and possibly, an interested citizen. No appointments
were.made other than Dennis Currier, N.A. representative to Haverhill Waste
Plant Committee. -:~
LICENSING COMMISSIONERS:
Approved: Request for 1-~ay liquor license., Julys31, for wedding at B.U.
Conference Center from Joe Boulanger.
Request for 1-day beer license for outing, July 27, at the Town
Farm picnic area for an outing during the afternoon to dusk from
Mrs. Everett Aubrey, 645 Salem St.
At the request of the Chairman of the Selectmen, it~.w~,~voted to zo into
