The Board of Selectmen held their regular meetin~ on this date with all members
present: Selectmen Thomas J. McEvoy, Charles A. Salisbury, Ralph R. Joyce,
R. Louis DiFruscio with Chairman John W. Graham pres~dln§. The minutes and
warrant were approved as submitted.
JURORS:
Three jurors were drawn to serve at Salem for August 3 Sitting: Loula May
Stallard, 60 Bradstreet Rd. Kathleen Pearse, 6 East Water St. and Mary Kamal,
14 Douglas Road. '
CHESTNUT STREET:
A group of concerned citizens appeared before the Board to discuss the
traffic h~zards on Chestnut Street.' They stated that over 3000 cars and
~rucks use the street and the drivers are totally arrogant in their speed-
· n~. They do not allow their children to ride their bicycles on the street
because it is too dangerous. The street is only 27' wide and narrower when
there is any snow. The children have to walk in the street as there are no
sidewalks. Selectman McEvoy state the whole key to the situation is the
speeding of the cars and stated that the State had turned down the Board's
request for an island at Hillside Road ~ ·
'ntersect~on. They stated that
the Chestnut Street traffic problem is essentially independent of Hillside
Road. After futher discussion, it was voted to meet with the concerned
residents and the Chief of Police at a later date. It was also voted to
authorize Brian S. to try to find alternatives that would solve the problem.
The residents informed the Board that letters on the problem had been sent
to Representative Hermann, State DPW and Police Chief Donnelly.
SOLID WASTE REPORT:
Brian discussed the Solid Waste Committee report with the Board which was
an update of all activites of the Committee. It was an unanimous vote to
accept the report.
OPTION AGREEMENT:
It was voted to authorize the Chairman to si~n an Option A~reement with the
State for the sale of the Holt Road site in conjunction with the resource.

It was voted to approve the installation of 2-15KV Direct Buried Cable with
3" conduit on Boxford St. and to install 1-3"C onduit and 1-2-15KV Direct
Buried Cable on Farnum St.
FIRE ALARM SYSTEM-TOWN GARAGE:
Bi~s were reviewed to furnish and install a fire alarm system a the municipal
Earage complete with the necessary electrical distribution system all in
accordance with the specifications and proposal. On Brian Sullivan's recomen-
dation, the Board voted to award the contract to Landers Electrical Co., Inc.
for $6,256 and authorize the Fire Chief, Building Inspector, the. Department
Heads at the Garage and Brian to determine what, if any, detectors
wants ~o add, provided the total costs do not exceed the appropriation of
$7,000.
CROSSING GUARD RESIGNATION:
Letter received from Christin Smith containing her resi.§nation as a School
Crossing Guard. Board accepted, with re~ret, and voted to have a letter of
appreciation for her services sent.
AMERICAN LEGION WALK:
A letter received requestin~ permission to have a walk-a-thon through the
Town of North Andover on October 25, 1981 for the benefit of underprivileged
children. It was an unanimous affirmative vote.
PLANNING GRANT APPLICATION:
Letter received from the Executive Office of Communities and Development
stating they had completed their review of applications for Chapter 12lB
planning funds. They advised the Board that, as the qualified funding
quests far exceeded ~he available resources, they are unable to fund North
Andover's request for planning monies. Board voted to receive the letter
for their files.

CONSTABLE APPOINTMENT REQUEST:
Letter received from Police Chief Donnelly containing request from Robert B~
Bonaeorsi, 23 Winthrop Ave., Lawrence, Mass. for appointment as a constable to
serve civil process in the Town of North Andover. Presently, he is a consta-
ble in Lawrence. He recommended approval of the request. The request was
tabled until additional information is received as to his bonding, etc.
JURY LIST:
The jury list for the period July 1, 1981 to July 1,
approved.

STREET LIGHTING:
Brianladvised the Board that the Mass. DPW had adopted new regulations re
street lighting rates and regulations effective June 1, 1981. Specifically,
it concerns the continuance of street light service at the request of private
parties who will pay for the street light. Cost to individual would be
$53.76 plus a $100.00 installation charge. .
COMMUNITY CENTER:
It was voted to have Chairman set up meeting with members of the elderly
groups to di~cus_s the ~ommun~ty Center. T~e meet~n~ to be hel~within the

HAZARDOUS WASTE:
The matter of the Hazardous Waste Plant in Haverhill was discussed once again.
Brian informed the Board that no answer had been received to two letters sent
to the Mayor of Haverhill requesting that North Andover be represented on the
Local A~s~ssm~n~'Mo~nittee.The Mayor did tell the newspaper that he was not
going to appoint a North Andover representative as the membership quota was
filled. Two briefing sessions will be held, one in Haverhill..Dennis Currier
and Joe Borgesi will attend the Haverhill session and one in North Andover at
the Community Center, July 6th. Discussion ensued on the appointing of a
North Andover LA~. The following were appointed: Bo~rddof Health, Edward
Scanlon...Fire Dept., Dennis~Currier...Selectmen, Ralph Rf Joyce..
Commission, James Lafond, Interested Citizen, ~h~l~~Public Works,
Joseph Borgesi. It has not been determined who will represent Western
COUNTY RETIREMENT:
Brian Sullivan reported to the Board that Town Treasurer and he had reviewed
thelentire list of all North Andover retirees and confirmed that the previous
list of benefits .provided by the County was accurate. He advised that, based
on their research, it would not be feasible for the Town to establish their
own retirement system, that the assessment theTown received is not out of
at all.
.4{AZARDOUS WASTE FACILITY-T.A. GRANT:
!.'~i~Letter received at 4:15 P.M. on this date from the MVPC::'h6ncerning the prep-
aration of a joint application for a Technical Assistant Grant from
communities to the Siting Council in connection with the~moposed Hazard6us
Waste Facility in Haverhill. The Selectmen were advised in the letter that
A1 Gatta, Town Manager of Methuen, had agreed to apply for the grant on behalf
of the abutting communities and, through the'MVPC, had drafted an application.
Ail other surrounding communities were requested to send a letter of support
of the application. The Selectmen protested strongly at the short notice
given them, letter having arrived late afternoon of their Selectmen's meeting,
which did not give them any time to research the proposal. Alle~:McIntosh of
the MVPC was present and explained that the problem was with the State who,
with~their tight regulations, were causing the fast action. State must have
commitments from several communities, not one individual community. After
further discussion, it was voted to ~a~on~record to inxtruct the Board's '
administrator, acting on their behalf, to find out who is going to administer
the proposed grant and what the grant will be spent on.
LICENSING COMMISSIONERS:
M~CRACKEN~S LIQUORS & WINES:
An application received for the transfer of the location of the Retail Package
Goo~s Store, Ail Alcoholic,of McCracken's Liquors & Wines, from 531. Chickering
Road to 476 Chiokering Rd., Andrew L. Cuco, Manager. Attorney for the store
explained that the transfer depended on the deczs~on of the Board of Appeals
whether a variance will be granted the present owners of the property or not

The Board approved the application for transfer of a Class II license from
Eddie's Arco Service Station, Edward Marsan, Proprietor,.1060 0sgood St. to
Great Pond Service Center, Inc., Paul A. Himmer, President, same address.
Character reference from Chief Donnelly was in the affirmative. :
Approved was an application for a license to. sell flowers, town wide, from
Amal Fouad Haboush, 6 Emerson St., North Andover, Mass.
MISS MASSACHUSETTS ~- DEBBIE SALOIS
Miss Debbie Salois, a resident of North Andove~, 'Sr0ught recognition to
North Andover. recently by being crowned, "Miss Massachusetts" over many
contestants. Chairman Graham requested that the Selectmen's Secretary
draw up 'a resolution to be presented to the beauty queen from the Board
during the 4th of July ..ceremonies. Miss Salois will compete for the
"Miss America" title in the near future.

The Board of Selectmen held a special meeting on this date with all members present except
Selectman Thomas J. McEvoy, who was on vacation. Present! were: Selectmen Charles A.
Salisbury, Ralph R. Joyce, R. Louis DiFruscio with Chairman John W. Graham presiding.
CHESTNUT STREET:
The Board discussed the petition which was received from a group of residents on Chestnut st.
concerning the traffic problems. Also discussed was 'the results of the previous hearing
the Board held on this subject at the Community Center. The Administrator~reported that
he had checked with-the DPW and if there was any speed limit sign previously posted on
Chestnut St. it was not done legally and that Chestnut St,.: would require a speed zone
survey. The Administrator also reported that he checked with both the Boston Office and
the Danvers Office of the DPW concerning a "no through way" restriction on Chestnut St.
and found that such a restriction would not be legal. The Board unanimously voted to request
a speed zone survey on the street and to postpone any other, sctbnCn this subjec~ 'until the meeting
on July 27.
SENIOR CENTER:
The Board discussed the status of finding a location for the new Senior Center. After Some
discussion, the Board unanimously voted to authorize Gayton Osgood to hire an Architect to
study the feasibility of locating a new Senior Center behind the Town Building whether that be
an addition to the present Town Building ~ construction of a free standing building.
SPECIAL TOWN MEETING: .
The Board discussed several of the bills which were listed on the warrant for the Special Town
Meeting. Of~ particular concern to th~ Board were the bills of the Dog Officer. The Board
expressed its deep concern relative to the budget overrun of the Dog Officer. After further
discussion, it was agreed that these vendors should be paid and that the budget overrun
should be handled through a discussion with the Dog Officer. The Board voted to request
the Administrator to have the Dog Officer present at the August 10 meeting of the Board.
STORAGE FACILITIES:
Selectmen DiFruscio brought up the subject of the lack of storage space of many of the
records. It was his .feelings that many of these records should be microfilmed. After some
discussion it was voted to request the Administrator to look into this subject further.
GLENWOOD EAST: !}
Vincent Turano from the Planning Board, appeared at the meeting to request authorization to
use Town Counsel to assist the Planning Board in taking legal action against the developer of
G]enwood East. Mr. Turano indicated that the developer has been in violation of the Planning
Boards orders and that as'a result of the recent heavy rains there has been some mud slide
damage to some of the abutting residents~s. The Board unanimously voted to request Town
Counsel to work with the Planning Board and Highway Surveyor and to advise them 'of what
legal remedies would be available to them, and further that if any legal suits were going to be
instituted as a result of the advise from Town Counsel., this would require further authorization
from the Selectmen.
