FOURTH OF JULY CELEBRATION:
Several members of the Board commented on the excellent job the VFW did in organizeting
all the July 4 activities on the Common. The Board also commanded Buddy Cyr for his
work in assisting with th~ installation of the new electrical service on the Common. It
was unanimously voted to send a letter to both groups thanking them for their excellent work.
LICENSING COMMISSIONERS:
BUCO'S TRANSFER APPLICATION:
Relative to the application for a transfer of Buco's Liquor Licens_~e<~f~e Bo~,cl~oted to
re-schedule the hearing for August 10. / ~ ~
The Board of Selectmen held their regular meeting on this date with all members present
except Selectmen Thomas J. MeEvoy who was on vacation, and Charles A. Salisbury who
had car troubles and could not make it home from work. Present were: Selectmen
Ralph R. Joyce, R. Louis DiFruscio with Chairman John W. Graham presiding. The warrant
was approved as submitted, and the minutes were tabled until the next meeting.
POLE PETITIONS (8):
The following pole petitions were approved:
Pleasant St. - remove 1 pole
Stevens St. - remove 2 poles
Pleasant St. - remove 5 poles
Boxford St. - approx. 30' of buried cable
Boxford St. - 25' of conduit
Farnham St. - 1 pole
Farnham St. - approx. 30' of conduit
Pleasant St. - remove 3 poles
COMMUNITY DEVELOPMENT:
Gay-ton Osgood, Community Development Director, appeared before the Board requesting them
to execute three documents. The first document was a grant agreement with HUD for a
grant of $107,000 to be administered through the Merrimack Valley Planning Commission.
grant was discussed at previous meetings and Gayton Osgood indicated the comments that the
Board made at that time were incorporated into this new agreement. It was unanimously
voted to authorize the Chairman to execute the contract with the Merrimack Valley Planning ~
Commission. The next two items concerned a Minority Business Enterprise Plan and a
Section 3 Plan required by HUD for the new comprehensive grant. After some discussion,
the Board voted to approve both plans.
HILLSIDE ROAD AND RTE. 114:
The Administrator reported that he had discussed with Sherman Eidelman, from the DPW,
the status of the temporary triangle on Hillside Road. The Administrator informed
Mr. Eidelman that it was the feeling of the Town that these barrels were not effective and
that there were many violations occurring. Through the Administrator, Mr. Eidelman has
requested the Board to consider dead-ending the short section of Hillside Road which is
what the DPW originally proposed to do. The Administrator reported that if the road were
going to be dead-ended, a turnaround would have to be constructed which would require
the taking of a strip of ]and approximately 50' x 100'. The Administrator reported that
both the Fire Chief and the Assistant Superintendent of Schools were on vacation so it was
not possible to get their comments on the proposal. After much discussion and public
comments, the Board voted to take the proposal under advisement.
CHESTNUT STREET:
The Administrator reported to the Board that the speed zone survey, which was requested,
is in progress and that he had already had discussions with the representative from the DPW.
It was estimated that the speed zone would take approximately 4 - 6 weeks to finalize.
Relative'to the request for a "no through way" submitted by the residents of Chestnut Street
the Administrator reported that he had discussions with the head of the regulations section
of the DPW and also with the District Highway Engineer and both confirm that such a
restriction would' not be legal. The Administrator also reported that if there was any
interest on the part of the Board to consider restricting truck traffic on Chestnut Street,
thai it would be possible to petition the DPW for such a restriction. However, certain
requirements and warrants would have to be met and those were spelled out on the memo
supplied to the Board members. At this point the Board opended up the subject for public
discussion. Mr. Carey, a long-time resident, mentioned that there was alot of construction
going on in that area causfng alot of trucks to use that street and indicated that the School
Board did a survey and indicated that there were 15 hazard points on the street making it
very dangerous to walk on the sides of the road, especially for school children. It
was mentioned by a resident that there were alot of trucks on the road because of a gravel
pit in the area. It was also mentioned that Chestnut Street was being used as a thru-way.
People were using it as a shortcut from Boxford to Rte. 93 and that 'when school opens the
traffic will increase. Mr. Herb Hayes, Chestnut St., suggested that if it were not presently
legal to implement a "no though way", would it be possible, through Joe Hermann, to
special l?gislation requesting authorization. Representative Hermann indicated that he could
file such a local option petition with the approval of the Board of Selectmen. Mr. Hayes then
