HomeMy WebLinkAbout1981-09-21 Board of Selectmen Minutes 3~ SEPTEMBER 21, 1981 (continued) SALEM, N.H. - G.L.D.D: John Finneran, of the GLSD, attended the meeting to explain proposal made to the GLSD by Salem, N.H. who wants to join as a full member. It will have to be decided by the GLSD whether to allow them to join as a member 'or to treat them as a customer. Brian Sullivan brought out the fact that, though they want to join the Wastewater Treatment Project, they have not cooperated with the Town to join the Town's regional resource recovery project. Salem wants answer by November John stated. He also stated that, among other things, a new settling tank would have to'be installed. After further discussion, he advised the Board that he would keep them informed of developments on the request. . HIGHWAY SURVEYOR-TELEPHONE CO. Letter received from the Highway Surveyor advised the Selectmen of the lack of cooperation his department was receiving from the telephone company and electric company especially for the relocation of poles. Bud Cyr stated that the problem of ~elocating the poles for the Town's road construction,'street widening or just removing the old poles left on the ground has not improved despite meetings with the two companies on the subject. He went on to say that his entire summer work schedule has been disrupted because of the~ failure of the telephone co. to set back a line of poles on Pleasant 'Street. Telephone company stated the work would be done by July and it still hasn!t been done as of September 21. The same problem exists on Johnson St. His plan to reconstruct Pleasant St. and put sidewalks i~ has been delayed be- cause of this situation and the delay will result in considerable more money being spent by the Town. After further discussion, it was voted to~rite~to the State DPU to see if they could get some constructive action from the telephone company. SPECIAL LEGAL COUNSEL: Brian Sullivan prepared a list of Attorneys who are residents of North Andover who are interested in serving as a Special Town Counsel when the need arose. It was suggested that the list be sent to department heads for their'study and perusal when completed. Acting on previous requestsfor the Special. Town Counsels, the Board appointed Herbert L. Schultz, 261 Common St., Law. as STC for the Office of Community Development in the matter of the Ka6drat property and Atty. Raymond A. Vivenzio, Main St., N.A. to represent the Public Works on the Bridges case. HAZARDOUS WASTE COORDINGATOR: Chief Currier advised the Board in a letter that William Dolan would be willing and able to take his place as the Hazardous Waste Coordinator. Dolan's appointment was tabled until it was determined if the present' chief would still be in charge or not on the hazardous waste problems that might arise in Town. Also, the Mayor 6f Haverhill would have to be contacted on the replacement of the Haverhill co.mmittee. , REVENUE SHARING ASSURANCES: The Board voted unanimously to have the Chairman of the Board sign the necessary z'evenue sharing assurances. POLICE APPOINTMENT~ The Board voted to request another list before appointing a police officer to fill vacancy left by Kendall's retirement. Brian Sullivan stated that all appointments must be made by Sept. 24th and if a list is received by Sept.22, an emergency meeting will have.to be called to, appoint a replacement-by' Sept. 24th. SPEEDING-OLD COMMON: Allen Breen appeared before the Board once again tb protest the excessive speeding at the Old Center and asked what could be done about the speeding cars. After a discussion, it was voted to contact Chetf Donnelly about the matter. CABLE TV COMMITTEE: John Robinson, former Chairman of the now inactive Cable TV committee, re- quested, through the Chairman, that it be reactivated. Board voted to.contact former members and to call for new members. The committee will concern them- selves with 8able TV extensions, complaints and service to public schools. The licensing board approved license to store ~2 fuel oil at Merrimack College It was voted to c,.~ll an executive se~:sio~.' Alice M. Letarte, Secretary.
