The Board of Selectmen held their regular meeting on this date with all mem-
bers present except Selectman DiFruscio. Present were Selectmen Thomas J.
~cEvoy, Charles A. Salisbury, Ralph R. Joyce with Chairman John W. Graham
presidin§. The warrant was approved as submitted.
REVALUATION CONTRACT:
It was the unanimous vote of the Board to approve the revaluation contract
and so authorized the Chairman to execute sam.
AppOINTMENT OF_COMMITTEES TO SELECT HUD PROJECTS ARCHITECT AND CONSULTANT-

Board/approv~ the appointments of the committees as recommended by
Gayton Osgood, Director of the Community Development Office. They also
approved the request for proposal of the Senior Center, Municipal Parkingand
Library. Access. Tabled until next meeting were the two requests for proposal~
of the Downtown Market Analysis and Urban Design Study of North Andover.
Selectman Joyce would like more information from Susan St. Pierre, Town
Planner, on these ~wo proposals.
HOLT RD. LANDFILL:
Letter received from LEA on the final closure plan revision of the Holt Road
Landfill. Selectmen were advised that the plan revision would be submitted
't0ilDEQE's.approval. Brian Sullivan stated that it would take about a year
duef to'~a small staff.
EMERGENcY MEDICAL SERVICES WEEK:
The Board voted to authorize the Chairman to proclaim the week of November
8th to the 14th as "Emergency Madical Services Week."
CHESTNUT STREET:
Brian S. advised the Board that the District Highw.~. y Engineer had said the
sPped limit on Chestnut Street would range from 25 to 35' m~h.
SUTTON&MAIN STREET:
~The acquisition of land owned by Tromb[y was discussedA The Board voted to
have:'Briansend a letter ~o Atty. Trombly requesting[re [~l~elling of the
land needed for Sutton & Main Street traffic lights by October 31st or the
T°wnwould take the land by eminent domain.
P~TCHOLOGIC~L TESTS-POLICE:
Brian advised the Board that psychological tests would be taken by the
~eServe~policemen as soon as the doctor could fit th~m into his .shhedule.
H~!.wou. ld take them first asa group and then individually.
LICENSING COMMISSIONERS:
Approved: License to operate i video machine at the Star Pizza, 15 First St.
CHINAiiBLOSSOM:
· Le~ter and reports received from Police Chief Donnelly re violations of the
liquor la~s at the China Bloss~mRestaurant.. He stated that infractions had
tak~n place frequently in the establislunent i.e. neglecCins to ask.~for I.D.
cards and serving patrons under 20 yrs. of age. The Board unanimously voted
t° have a letter sent to Richard Yee, Manager~ requesting that he appear for
a'h~aring on Manday, at 7:~5 P.M.,October 26, 1981, in the Selectman~s
lng room~ ~
