The Board of Selectmen held their regular meetinZ on this date with all
members present except Selectman Salisbury and Chairman Graham who.,werT.both
mway on business .committments. Present were Thomas J. McEvoy, R. Louis
DiFruscio with Clerk of the Board, Ralph R. Joyce presiding. The warrant
was approved as submitted. Selectman DiFruscto said he wanted to listen to
the tapes before he approved the minut~p.
TRUCK EXCLUSION:
Letter received from S. Eidelman, District Highway Engineer,. stating that
the Town's request to exclude trucks on a portion of Chestnut St. and Hill-
side Road had been sent to the Bostenr.Office w~h their recommendation for
approval.
PUBLIC WORKS LAWSUIT:
The Board approved the Public Works request to retain Town Counsel in their
lawsuit brought against them by Mr. & Mrs. Cuomo.
SUTTON &MAIN STREET LANDzTAKING:
Board voted to table for one week, the decision to take the land nee'ded for
the Sutton-Main Street traffic project.
TOWING INCIDENT:
Action on the report of the Police Chief on a towing incident was also
tabled until November 9th meeting, per request of Scl. DiFruscio: Motion:.
Inform Chief that Trombly Service only one eligible to tow for zl%egaI
parking on state highways.
CABLE TV COMMITTEE:
Charles Manzi, Mass. Ave. was appointed to the Cable TV Committee recently
reactivated. Mr. Manzi had served on the former committee.
GRANT AGREEMENT & WORK PLAN FOR HAZARDOUS WASTE TECHNICAL ASSISTANCE GRANT:
The Board approved the above-named with the following amendment: "Payment
of the remaining $13,000 is contingent upon submission by the MVPCto..the
Council of a schedule, approved by a majority of the abutting communitiesl
and Council, which identifies the specific allooation planned for balance~.

GOVERNOR BRADSTREET GROUP: ' :~"
The Board met with the above-named group who proposed to make over two of'
the stalls in the old garage. The garage is scheduled to be torn down:~to
make room for the new Senior Citizen Center. George Rallis said that their
fire engine had been parked in the old garage for many years, that the.en-
gine was very valuable and they felt it was protected behind the Town.:Butld-
lng. The Selectmen mentioned that there might b~space available behind~the
new Town garage on 0sgood Street, and asked them to investigatethe possibil-
ity of storing the fire engine there. After further discussion, it.was
agreed to have the group come back in a month on the matter. In the mean-
time the group would try to find another storage place..An architect will',~
be chosen within a month and he may be able to help them. '
BLUE CROSS-BLUE SHIELD PLAN: · .
The Selectmen approved the annual contract submitted by Blue Cross-Blue~Shield.
PARKINGFINES:
John McGrath, Lawrence Clerk of Courts, met with the Selectmen to discuss ·
the backlog of parking fines. He told the Board that, because of illness
and clerks quitting, he hasn't had enough office help to process the many
Parking fines. Lack of funding prevents the hiring of personnel to take.

McGrath, he suggested that all four communities ~t up one office with two
people to handle the processing and collecting of parking fines and. conduct
any hearings requested by offenders. He brought up the fact that if the Town
doesn't pass the current parking bills, the police department will lose the
right to issue tickets as of January 1, 1982. After further discussion,
=he Board voted tO have Brian Sullivan research the problem and report~at'
the' next meeting what action should be taken.
