The Board of Select. men held their regular meeting on this date' with all
members present with the exception of Selectmen Graham and Salisbury~· ~Present
were Selectman R~lph R. Joyce, R. Louis DiFruscio. with Chairman McEvoy pre-
siding. The minutes of March 22 and March 29 were approved as submitted
together with the warrant.
JOHN' iMCDUFFIE-BOARD ;OF" 'REGISTRARS:
John McDuffie, retiring from the North Andover Board Of Registrars after
serving for 38 years, was presented citations from the Governor of MassaT
chusetts~and the House of Representatives. Chairman McEvoy, on.behalf, of
himself,, the Selectmen, and the Town Of North Andover, lauded him hzghly
for his faithful service to the Town as a member.of the Board of Registrars.
MARTIN AVENUE ADJUDICATION: ~"
The Selectmen voted unanimously to adopt the'resolution to accept a portion
of Martin Ave. as a Town Way. An article has been submitted on the. Town
Meeting warrant. Letters. received from the Planning Board, the Highway
Surveyor and the Board of Public Works were all in favor of the adjudication.
Mr. Dubois, 53 Martin Ave., advised the Board that during the past years he
had used Bacon Street to get to his house and'that the builder of the..new.
homes on the new portiontol Martzn.Ave. had left Bacon Street.a mess. He
said the Highway Surveyor had worked with Dubois to maintain the street
and that Ciardello, the builder, had promised to supply the necessary gravel
to restore Bacon Ave. To date, he has not supplied the gravel. It was..
voted to have the Highway. Surveyor contact Ciardello on the matte~._.
STATE AID PROSPECTS: ~
Representative Joseph 'Hermann discussed the Governor's formula_he present-
ed. He said under the formula, 147 towns would lose money,.103 would get
the same amount as las~ year-and 101 towns and cities will receive.more
funding than last year. He stated that the plan was ill conceived
was quite sure it would not pass, that formulas should be predicated,on
equality. The Seiectmen agre~'d that a letter re the Governor's f0.rmula..
should.be sent to Senator Pol~aT~ and others protesting same. Hermann also
brought up House Bill 581, Pg. 5, Sec. 17C..and said the Town would.lose
money because of the Bill. He also referred to Sec..8 of the Bill..Town
will be reimbursed less because of Sec. 8 of H.Bill 581. In letter..to be.'
sent to Senators and Representatives, it will be requested that t~ey
strongly support a budget calling for at least $150,000,000 in new .local
.aid and a distribution formula which guarantees every Communit~ a~.least
some increase in aid to help offset the impact of inflation. Althoughl . .
some communities deserve more help than others, every community needs s6me
help and any formula adopted should.recognize this fact.
SPECIAL TOWN MEETING:
The Board voted to call a Special Town Meeting on April 24th to apprpropriate
money for the Reserve Fund to take care of over-expended Town budgets.
CF~PTER 90 AID CONTRACT:
The executed contract covering Chapter 90 road work to be done in the Town
of North Andover received for the files. The Highway Surveyor is to notify
the District Highway Engineer before starting work.
SPECIAL TOWN COUNSEL-SCHOOL COMMITTEE:
Letter from the Chairman of the School Committee requested permission to
hire a special counsel to.represent them in a case involving a special
needs student, it was unanimously voted to gran~ them permission to hire
the firm of Murphy, Lamere and Murphy at a fee not to exceed $2500.
INDUSTRIAL PROMOTION FUNDS:
Letter received from the Essex County Economic Development Corporation
advised the Board that several communities did not reserve their Matching
Funds Allocation for FY82. Balance after first round projects were approved
is now $13,455. The Town was invited to submit another proposal for part of
the balance and was told that the Town may expand their.!initial proposal or
offer a new project adhering to the policy guidelines. Voted to accept.
