~SThe Board of Selectmen held their regular meeting on this date with all
members present except Selectman Salisbury who was ill. Present were. Select-
men John W. Graham, Ralph R. J0yce, R. Louis D!Fruscio with Chairman Thomas
J. McEvoy presiding. The minutes and warrant were approved as submitted.
TROOP 89:
Francis Krutz, Scoutmaster of Troop 89, reported to the Board that the
Community Center had been broken into and all their scouting equipment had
been stolen, about $500 worth. Two years before, they also lost their equip-
ment. They have tried to raise money to replace the stolen property but
most of the money has to go to the various trips' and weekends scheduled in
the scout program. Chairman McEvoy stated that although the Board was very
sorry about the loss, Town insurance did not cover the loss. He suggested
that Mr. Krutz contact the radion station to ask for citizen's help in re-
placing the scout equipment and appealed to the Town's citizens for aid,.
RE~RESENTATIVEMAVROULES:
Letter received from Rep. Mavroules thanked the Boa~ for advising him of
their referendum on unemployment, domestic priorities and the Defense Budget.
He advised the Board that he has introduced anamendment which will delete
$1.14 billion from the defense authorization for initial funding of the MX
missile. The Board voted to accept the letter.
DESIGNER SELECTION PROCEDURES:
Before the Board approved the above, they voted to have them submitted to
department heads, specifically those involved in' design or building..i.e.
Fire, School and Library departments for their approval and comments.
· BOARD OF TRADE: ·
Letter from the Board of Trade voiced their-objections to-the proposed :
changes at the intersection of Waverly Rd, and Main StreeT, mainly because
they thought it would eliminate too many parking spaces. They voted to'
support a petition recently submitted to the Board" against the changes.
Selectman Joyce advised the Board that he would explain the changes to
the Board of Trade at a meeting coming up on Thursday, that he .t.hought
they did not quite understand the plans and that only' two parking .speces
would be eliminated.and more to be added. It was so voted that Selectman
Joyce proceed as explained.
SUMMER SCHEDULE: '
After brief discussion, it was voted to go into summer-'schedule as follows:
(Schedule to begin from this date) June 1-14228...July 12-26...August '9-23
September 13. Unanimous vote. On off weeks,'Selectmen will come in on
Tuesdays to sign weekly payrolls and warrants.
STOP SIGN-PUTNAM RD.:
A request was received from Rose McEvoy for a"Stop"sign to be installed on
Putnam Rdad, at the intersection of Lyman Road. She stated that there had
been many near accidents because of speeding cars coming into the intersection
from Putnam Rd., that she had nearly been hit twice. The Board voted unan-
imously to refer the request to Chief Donnelly for his recommendations..
PLANNING GRANT APPROVAL:
Gayton Osgood submitted an application for planning funds for local economic
development and urban renewal planning activities. He stated that the Execu-
tive Office of Communities and Development, through the Department of Commun-
ity Affairs, was offering a maximum grant award of $20,000 with a 25% match
by the Town ~'i'zth~ matching .~unds woul6'be allocated from CDBG planning monies
The proposal would include preparing a design plan for the section of Water
Street between the central business district and the Davis and Furber complex.
The street will be redesigned to include landscaping street furniture, lights,
signs and other public improvements. It would also provide a link between
the downtown and the new developmentproposed for Davis and Furber. Only
Housing Authorities or Redevelopment Authorities are eligible to apply so
they will work with the Nor~Andover Housing Authority in completing this
project. It was an unanimous vote to authorize the Chairman of the Board
of Selectmen to execute the resolution as submitted.

CHURCH STREET:
Residents of Church Street were present to discuss the vandalism on their
street and the street light that was removed. Their real problem, they stated
was the Davis and Furber parking lot. It is a hang out and in complete dark-
ness now that the street light was removed. They also asked if the public
telephone booth could be relocated. After further discussion, it was the
unanimous vote of the Board that they would transfer the present street light
on Church Street,which isn't doing much good because of the tree foliage, to
the street light near, the parking lot. They also authorized Brian S. to con-
tact the telephone company to see what can be done about relocating the tele-
phone booth.
ANNUAL APPOINTMENTS:
The Board considered the annual appointments listed on seven pages. All were
re~ppointments with the exception of the Historical Commission, one vacancy;
Bd. of Fire Engineers, one vacancy and the Personnel Board, one vacancy.
Selectman Joyce made a motion to reappoint all members listed with two
exceptions; Asst. Electrical Inspector (to be taken separately) and postpone
the reappointment of one member of the Local Arts Council, Michael King,re-
quested by the Chairman of the Local Arts Council, and the three Boards listed
above'wi~h the vacancies. Vote was unanimous to reappoint as motioned. The

It was motioned by Selectman DiFruscio, seconded by Selectman Graham to re-
appoint Terrance Joyce, Asst. Electrical Inspector. Vote was 3-1, Selectman
Joyceabstainin§.
HISTORICAL COMMISSION_.~
The Board voted unanimously to appoint Mrs. Kathleen Sherl0c~ Szyska,
Osgood Street, to fill vacancy.(1985) There were three applicants.

BOARD OF FIRE ENGINEE.._____~:
Chairman McEvoy commented that it was the feeling of some members of the Board
ofSel'eCtmen that a Selectman should be a member of the Board of Fire Engtneer~
That e~entually in the future, the Board of Fire Engineers will be eliminated
and the Fire Dept. will be under the sole supervision of the Fire Chief. Sel-
ectman Joyce disagreed stating that a Selectmen couldn't ethically be on both
Boards..,.he first would be vpting for the firemen and then, as Selectman, he
would~ have to sit in on negotiations and be in a position where he would have
to oppose.the firemen. He stated that the applicants for the vacancy are all
qualified, much more so than any Selectman would be, for the position on the
Board of Fire Engineers. Selectman Graham stated that he wanted to make sure
the, Selectman to be appointed, DiFruscio in this case, fully knew the Job.He
suggested that Selectman DiFruscio~confer with the Fire Chief and Fire Enginee:
Fisher during the coming week. Selectman DiFruscio agreed to do so. Chairman
McEvoy asked Selectman DiFruscio if he knew anything about the Board of Fire.
Engineers and he replied that he knew they met once a week.
Fire Chief Dolan told the Board that both he and Dana Fisher were opposed to
having a Selectman appointed to the Board of Fire Engineers. That the three
applicants~to fill the vacancy were more than qualified, and an appointment

ls needed~ make the Board of Fire Engxneers a workable Board once more. At
the present time, they haven't a third member to vote on any matters that may
come up... He requested that the three applicants be interviewed and said he
couldn't understand why interviews hadn't taken place. Chairman McEvoy replie~
that interviews were not held because all three applica~ts..Richard Winn,
Dushame and James McQuire were all well known b~ the Selectmen and the quali-
fications they all had, so there was no reason to hold interviews. Selectman
Graham repeated that if a Selectman was considered for the appointment, they
would' have to make sure that he was qualified for the position. Chairman
McEvgy stated that they would postpone the appointment until June 1st, their
next meeting or, if necessary, hold a special meeting before that date. It
was so voted.

PERSONNEL BOARD:
Chairman McEvoy announced that it was ~he opinion of the Board that they
request the resignations of all members of the Personnel Board and asked
for a motion. Selectman Joyce so moved, seconded by Selectman Graham and
the vote was unanimous. When questioned about this action later by the
reportqrs he stated that in the past year there was a lot of dissension
among the members of the Personnel Board which was brought out by their
actions at Town Meeting. The Personnel Board, an important Board, will
function better with a new full membership.
Selectman Graham asked when the exam for the Sealer of Weights and
Measures would take place; the appointment is provisional at the present
time. Brian S. stated that he had called a few months ago and was told
the exam is scheduled on the basis of demand and, to date, had not.been
informed of any exam scheduled. Chief Dolan advised the Board that he
had the Civil Service forms in the Fire Dept. and Roberts could pick one
up and send to Boston· Selectman Graham and Selectman DiFruscto both
expressed the opinion that status reports should be sent into the.Board
from the North Andover Industrial Development Comm{ssion, the Local A~ts
Council and other c~mmtttees so the Board could be in~Qrmed as to their
activity or non-activity. Chairman McEvoy

on and make them comfortable. Selectman Graham also asked about.the
votin~ power of Selectman Joyce, Board's Representati~ve on 'the Es~e~ Cry.
Advisory Board. Selectman Joyce said that it had been corrected by an act
of le~islation...representatives could vote now, not Just the
of Selectmen.
LICENSING COMMISSIONERS:

Application approved for a 1-day beer license for the annual Boy ScoUt.
chicken barbecue, June 5th (rain date June 6th) to be held on the Old -
Common. Frank Dushame stated that he had a problem with the proposed,
muster that was scheduled to be part of the program on June 5th. -He
said. if too much water was sprayed out ~t would ruin the grass on the
Commnn and would spoil the bis &th of July observances. It was brought:

It was motioned to deny the street light request' on Putnam Road.

Chairman announced that the Tree Warden was sprayin§ trees from the road,
that was all that could be done·
S~lec~an Joyce made a motion to go into executive session to discuss 'the
Lawlor case. After the meeting Chairman read the followinE letter which
the Board voted unanimously to he sent to Atty. Joseph V. Mahoney, ~nd
Debra Lawlor, by certified mail: "Dear Mr. Mahoney: Reponding to your
request of December 3, 1981, regarding the death of Patrolman Lawlor the
Board of Selectmen at its meetin§ held on May 17, 1982, voted &-0 (1 i~ember
absent) to deny Mrs ' ·
