The Board of Selectmen held their regular meeting on this date with all
members present; Selectmen Charle A. Salisbury, John W. Graham, Ralph R.
Joyce, R. Louis DiFruscio with Chairman Thomas J. McEvoy presiding. The
warrant and minutes were approved as amended.

PROVISIONAL SERGEANT APPOINTMENT:
Letter received from Chief Donnelly advised the Board that Sgt. Robert
Sanborn retired from the North Andover Police Department on August 16, 1982.
The:retirement of Sanborn left an~' open Sergeant's position that he,requested
be filled on a temporary basis. He advised that he had only one officer who
was qualified via exams to be appointed to this position...that Officer Richard
Stanley had passed both the Sergeant and Lieutenant exams. It was unanimously
voted to appoint Officer Richard Stanley, a provisional Sergeant effective
September 4, 1982.
PRECINCT V WARDEN APPOINTMENT:
Upon recommendation of the Board of Registrars, the Board appointed Lois
Cushing, 30 Gray Street, Warden of Precinct V to fill vacancy in that Precinct.
PRECINCT III DEPUTY INSPECTOR:
Due to the retirement.of Phyllis Jackson, the position of Deputy Inspector
in Precinct III is vacant. Jospeh Gillespie, Warden of Precinct III, had
recommended the appointment of James Yule. However, since the statute re-
quires that there be an equal representation of both parties in the four
Inspector~or Deputy Inspector ~ositions, a Republican must be appointed to
fill the vacancy. James Yule is a Democrat. The Board voted to have Brian
contact the Chairman of the Republican Town Committee to recommend a Republi-
can appointee.
UNITED POSTAL SERVICE PROCLAMATION:
The Board unanimously voted to proclaim August 28, 1982, "United Parcel
Service Day" in recognition of the UPS's 75th anniversary of service to
business and individuals throughout this country. Chairman McEvoy read.the
official proclamation and signed it as so voted.
NESWC CONTRACT AMENDMENT APPROVAL:
The Board approved the extension of the NESWC financing date from August 16
to December 1, 1982. This was necessary because of Methuen's actions and
time for Town Meetings in other communities. The vote was 4-1, DiFruscio
against. Selectman Graham also made a motion to activate the Town's
former finance committee so their expertise can be called upon to examine
and recommend on the financial aspect'of any new Contract the Selectmen
will be called upon to approve. The vote was unanimous.
TRAIN WHISTLE:
Selectman DiFruscio~ stated that he had received complaints from Senior
Citizen residents tnat the train whistl~e at ~he Sutton Street crossing keeps
them awake nights. The Board voted to have Brian check into the matter to
see what Cobld be done and to find.out if the whistle was mandatory or not.
FIRE CHIEF REPORT:
Chief Dolan appeared before the Board to'advise them that considerable
damage had been done to their fire trucks by speed bumds at Brooks School
and Woodridge. This'damage could have been avoided if.they had been noti-
fied of the speed bumps. Ne requested the department'be notified if any
other speed bumps are going to be installed
CARL THOMAS FIELD:
Selectman DiFruscio reported to the Board that due to children riding bikes
in the narrow streets adjoining the Carl Thomas playground and ball field,
especially when the games are in session, he would like signs installed
to warn motorists of the children. A sign like, "Go Slow-Children" on the
side streets going into the playground would afford some protection for the
children. It was. an unanimous vote to install the signs.
LICENSES:
Approved: 1-day liquor license, August 28th, at B.U. Conference Center for
a dinner party hosted by Kathy Stevens, 83 Academy,, No p~olice required.
