The Board of Selectmen held their regular meeting on this date with all members present:

JURORS DRAWN:
The following persons were drawn for the December 6th Sitting:

POLE LOCATIONS:
The Board approved the installation of buried cable on Barker Street and the installation of
1 pole on Farnum Street (remove 1 pole).
OFF STREET PARKING GRANT:
Letter received from Governor King stating that the Town's off-street parking grant was
increased to $154,000. This increase will defray the cost of providing a new access road to the
Main Street parking lot which will minimize traffic congestion in the area. The Board accepted
the letter for the fries.
HAROLD PARKER FOREST:
Notice received of a publ{c hearing re: the Harold Parker cross-country skiing proposal.
Selectman DiFruscio stated he wollld attend.
POLICE CHIEF EXAM:
Notice received of Police Chief exam in February, 1983.

ESSEX COUNTY ADVISORY BOARD:
Chairman Thomas MeEvoy stated that t~e would serve as North Andover's representative on the
Essex County Advisory Board.
NESW C:
Selectman DiFruscio brought up his otijections to the decreased tonnage required and the in-
creased cost of the NESWC facility. He made a motion to have the CSI consull~irgfirm appear
before the Selectmen with their report that was presented to the town of Methuen. It was
brought up that the report should be reviewed by the Solid Waste Contract Committee. Select-
man Joyce stated that this is just an attempt to create controversy, that the report belongs in
front of the Solid Waste Contract Committee not in front of the Board. The Board has endorsed
NESWC over and over. After further discussion, it was a 3-2 voted to invite the CSI firm
to a meeting with the Solid Waste Contract Committee. Salisbury and Joyce against.
BYRON MATTHEWS: ;
Selectman DiFruscio _b~r. ought up the meeting with Byron Matthews and told the Board that he
would attend.
The Board went into executive session for litigation.
LICENSING COMMISSIONERS: ~
CLASS II LICENSE:
The Board approved the application for a Class II license for Jefferson P. Watson dlb/a
Merrimack.Citro Service Station, Rt. 125 at Hillside Road with a 3 car limit,
COIN - OPERATED MACHINE:
The Board denied unanimously the application for a coin-operated machine from Joseph Khoury d/b/s
Joe's Variety Store, 220 Middlesex St.
Received: Letter from Chelmsford Board of Selectmen re 1:00 A.M. closing of establishments, state-
wide. '
TH~ WOK RESTAURANT - RICHDALE"S STORE:
It was voted to set up a hearing on alleged violations of the Wok Restaurant and Richdale Store
on Monday , November 8, 1982 at 7:30 p.m.
