SELECTMAN DIFRUSCIO:
Chairman Salisbury noted that tonight is Selectman DiFruscio's last night to serve on the Board. He
noted that even though they have disagreed from time to time, it has been a pleasure to work with him.
Selectman Joyee noted that the Board is planning on getting him a plaque. Selectman DiFruscio thanked
the Board and stated that he has enjoyed being a Selectman. He also wished the Board and the Town the
best of luck.

CONSERVATION COMMISSION APPOINTMENT:
After interviewing three applieants, the Board of Selectmen appointed Felecia S. Elias, 700
Great Pond Road, to serve as a member of the Conservation Commission. She will serve the
unexpired term of l~arflyn Lieciardo until 1984.
PERSONNEL BOARD SURVEY:
Members of the Personnel Board met with the Selectmen to discuss the Administrative employee's
surveys being conducted by the Mass. Municipal Association. Ruth Iannazzo, Chairman of the ~
Personnel Board, explained the various steps of the MMA survey and classifications. A member
of the MMA survey team advised the Board of their procedures and stated the classifications and
salary schedules would be completed by March 25th. Selectmen Joyoe and Graham expressed
concern that there was time enough{to' complete the job 100% and the new classifications should be
checked for validity. It was also stated that a salary schedule and plan be recommended to the
Personnel'Board so they could make a projection of the costs.
LAWRENCE AIRPORT LIGHTS:
Letter received from Thomas J. Davies,
result in a change in lighting criteria, the Airport is discontinuing some lighting facilities in
the area surrounding the airfield. The lights are located on Bradford Street and Osgood Street
pole mounted. The removal of the lights has been approved be the safety branch of the Federal
Aviation Administration. The Board voted to accept the letter.
SURPLUS PROPERTY:
A large safe, a white elephant, on the second floor of the Town Building has not been used for
years and Scott Folionsbee indicated that he could use it and would take care of the arrangement
to remove said safe from the Town Building. Selectman Joyce motioned to send a letter to all
department heads asking that they indicate whether' they want the safe or not. If not, to
advertise for bids. It was so voted.
FIRE CHIEF - MAIN ST. PROJECT:
Letter from the Fire Chief expressed his concern that a proper' access from Main St. to the~
Bradstreet School for the Fire Department be insured. The hydrant on Main street is their
primary source of water for any fire which may exist because it on a ten inch water main. It
was voted that the Chairman contact James D'Angelo of Vanasse/Hangen engineering, Inc. to '
take care of the request.
ASSESSMENT COMPLAINT:
Michael J. Fioccoprile, resident of Village Green West, appeared before the Board to protest
the treatment he received from the firm of Magee & Magane,' their lack of courtesy, and the
assessment of his property. He flew from California to keep an interwew scheduled with
Magee and Magane to review their assessment of his property and when he appeared, they
told him bluntly the interview had been canceIled, that it was not necessary. Chairman
Salisbury advised Mr. Fioccoprfle that his assessment was under the jurisdiction of the Board
of Assessors and Magee & Magane that the Selectmen could not help him on that problem.
However, the Selectmen would not condone any lack of courtesy shown to the Town residents.
It was voted to have Mr. Fioccoprile consult with the Assessors and the assessment firm during
the week and requested that he meet with the Board next week. Magee and Magane are not to
take any action until next week's meeting.
COMMUNITY DEVELOPMENT DIRECTOR:
The position of the C.D. Director was discussed. The applicant offered the position, Mr. Ns
indicated that he would not take the position un]ess more salary was offered. After discussion
it was voted: 1. Instruct the Chairman to setup interviews for the other position, Housing
Specialist. 2. Request Screening Committee to recommend three more names to be considered.
3. Go into executive session to discuss salary considerations.
LICENSING: Fortune Teller's Application: Marls Citron, 35 Surrey Dr., told the Board that
she had been telling fortunes for a long time for the please of her family and friends but now
others have been requesting fortune telling and she thought she should have a license. Selectman
Smith stated that she had known Mrs. Citron a long time and she was a very nice person. Board
unanimously voted to grant the license for the annual fee of $15.00. Applicants must also be a
resident of the Town.
ST. PATRICK'S DAY: As in the past years, the Board voted to extend the closing hours of all
liquor establishments on St. Patrick's Day from 1:00 A.M. to 2:00 A.M.
