Other owners from the Vfrlage Green Condominiums were present to protest the outcome of the assessments. After an hour's discussion, Magane stated that the assesszentsof all the Village Green condos would be redone and interviews reset. He stated everyone would get fair treatment. POLICE SERGEANT EXAM: Notice to be sent to the Bureau of Examination, Dept. of Personnel Administration that the above-named exam will be held on April 23, 1983, in the Atkinson School, from 8:30 a.m. to 3:00 p.m. _ COMMUNITY DEVELOPMENT: Lisa Ruben, Acting C.D. Director, presented Amendment #3 for City Design, Senior Citizen Center. After discussion of the Amendment, Selectman Joyce stated he would not ratify Amendment as presented and made a motion to authorize Lisa and Louis Miniccuci to negotiate with Mr. Jones and come up with another design for next Monday. It was so voted. It was brought out that more names are to be submitted for the Community Devel- opment Director's position and directed that Louis Miniccuci go over them,, to set up inter- views as soon as possible. _ EXECUTIVE SECRETARY POSITION: The Board discussed up-coming interviews of applicants for the executive secretary position. It was voted to have Selectman Joyce call Mr. Messino of Idaho to set up a telephone interview with him on Tuesday, March 22nd, at 7:00 p.m. The telephones in the Selectmen's office and the C .D. office will be used for all members to participate in the interview. JURORS: The following persons were drawn for jury duty for. the May 2nd Sitting: Salem Criminal Court - Richard Querci, 15 Mark Rd. Newburyport Superior Court - John O~efl, 38 Edgelawn St. Lawrence Superior Court - Sandra J. Brien, 1284 Osgood St. Salem Superior Court _ Leroy S. Call, 22 Millpond Rd., George Eaton, 395 Mass. Ave. Joseph V. Gillespie, 192 Middlesex St. and Robert Zieba, 139 Cotuit St. COMMUNITY DEVELOPMENT: Lisa Ruben presented a group of concessions made by. City Design as a result of contract negotiations with Randy Jones, Louis Minicucci and L~a, After discussion, it was voted to approve Amendment #$ with the exception to amend the concession to read that the expense account must be approved by the Board of Selectmen and must not exceed $250,000. Also cons+ruction site visits will be scheduled to include inspection when necessary as phases of construction are underway. MCDONALD'S TRAFFIC STUDY: James D'Angelo, Engineer ' for Vanasse/Hangon Associates, presented a traffic impact and access study of the proposed restaurant for McDonald's (~brp. He prepared this concept plan for viewing by the Selectmen and the State. D'Angelo advised the Board that' the 'Town must ask the State for approval of the plans on behalf of the developer. The Board voted unan=~ imously to send the plans to the State for their comments and recommendations. TOWN MEETING PREVIEW: The Board of Assessors, Advisory Board, Town Treasurer and Town Accountant met with. Selectmen and other department heads to discuss new construction revenues, taxation limit, the Advisory Board forecast and to decide whether to override Prop 2½or not. A two hour discussion ensued which proved a waste of time because Assessor Phelan could not agree with any other department head on the levy amount. Chairman Salisbury authorized Town Treasurer, James Dewhirst to meet with the Assessors, Advisory Board and the Town Accountant to settle the disagreement and give the Selectmen a figure so they can negotiate with the unions in two weeks. COMMUNITY DEVELOPMENT APPLICANT: After the telephone interview with Mr. Messino, of Idaho, it was voted to have him travel to North Andover for a personal interview, and $200. would be contributed towards his travel expenses. The interview was scheduled for the next Monday, May 2. Three more applicants would be interview on Thursday, March 31st, starting at 7:30 p.m. MARCH 28, 1983. (continued) P~)LICE CHIEF RETIREMENT: 46i Notice received from Chief Russell F. Donnelly that he would be retiring as Chief of the North Andover Police Department, effective May 4, 1983. This ends a career of 33½ years serving the Town as a Policeman. He stated that he was proud of the Police Department and all the people connected with it. He also told the Selectmen that he appreciated all the cooperation the Board gave him which made his job so much easier. The Board authorized the Secretary to send a letter of appreciation and thanks for his many years of service. Selectman McEvoy said, and the Board agree with him that it had been a pleasure working with Chief Donnally. ACTING POLICE CHIEF APPOINTMENT: The Board unanimously appointed Edward T.. Sullivan, Jr., presently a Lieutenant on the Police force, Acting Police Chief effective May 4, 1983. The present Chief and Acting Chief will be :requested to attend the Selectmen's Meeting on May 2nd to expedite the transition. IMASSACHUSETTS MUNICIPAL ASSOCIATION: TOWN MEETINGS letter received from James W. Segel, Executive Director of the MMA advised the Selectmen of a House Bill 5855 which allows Selectmen to extend the opening of Town Meetings until June to delay .budget submission by 30 days. It was anticipated it would be signed within the week. However, the state law still requires the completion of the budget prior to June 30th, before funds can be expended in FY1984, If the Cherry Sheets are received after July 1st, towns with Town Meetings will require special Town Meetings to make final adjustments to budgets. Also, House Bill 5852 will all]ow municipalities applying for D .O .R. certification in FY1984 to send out estimated tax bills which will save municipalities some of the costs of borrowing if revaluations are delayed. PERSONNEL BOARD APPOINTMENT: The Selectmen unanimously appointed Curtiss O. Wakeman, 814 Osgood Street, a member of the Personnel Board. GOOD FRIDAY: As in previous years, the Selectmen voted to close the Town Building at 12:00 Noon in observance of Good Friday. Meeting adjourned to go into executive session. Alice M. Letarte, Secretary **************************** Clerk April 4, 1983. The Board of Selectmen met on this date with all members present. approved as submitted. The Warrant and minutes were tMMA PERSONNEL SURVEY: ~Mary ~achape]le and Carol Melvidas appeared before the Board to present their objections and ~omplaints on the results of the MMA survey. They stated that they were "put down the drain" as faras the survey is concerned. That it was quite evident that, unless a person has a title, the. y cannon a. dvance under the survey. Sele~ctman ,Graham stated that the whole survey was a problem as f~ as~ time was concerned. 'He said thct a two ~nonths period was too short a time,that it was:not adequate to have the survey done properly. Chairman Salisbury remarked that more complaints than approval of the survey have been received, that a more thorough examination of the survey should be conducted. He advised the girls that Mr. McEvoy is representing the Board and will meet with the Advisory Board to thoroughly examine the survey. The survey also will be discusse~l st the Se]ectmen's work session the following week. (continued on next page) ESSEX COUNTY SELECTMEN'S TOWN MEETING: Notice received of the above-named meeting scheduled for May 22, 1983, at the Danversport Yaght Club. ~ BIKE-A-Thon: Request' received from the Rescue 9 Club to hold their annual Memmorial Bke-a-thon throughout the Town of North Andover, May 15, 1983, rain date, May 22, beginning at 10 a.m. Unanimous of the Board subject to Chief of Po]ice notification. WEEKLY BAND CO'NCERTS: Letter received from the Public Works Superintendent, Joe Borgesi, advised the Board that they · had voted to grant weekly permits to the North Andovar Citizen for weekly band concerts. They ueqUested the Board to limit their common victualer licenses to be limited to .the sale of soft drinks, e c.r. eam, popcorn, potato ohips and candy. Also requested was t.hst a pohee be present at the.s.e nct~ons.. It w. as so voted as requested and Carolyn Coles was instructed to contact' the Pubhc orks and the Chmf of Police. The concerts will not be held on 4th of July weekend. ARTS & CRAFTS EXHIBIT. Board invited to the 61st Arts & Crafts exhibit scheduled for Saturday, April 16th, at the City of Lawrenee Vocational Sehool, 201 Haverhill Street, Lawrence, Mass. SAFETY SIGNS REQUEST: · Letter .received from John Rizzo requesting Go Slow Children~arrow RoadSia~Sstreet lights in the vicinity of 378 Foster Street. Letter referred to the Police Department for recommendations and to Bud Cyr, Highway Surveyor. The street light request will be tabled until the. new Ex. Sec. ~s here. ~;OC SCHOOL BUDGET: It was commented on that all surrounding communities were protesting the large increase in their payments to the Voc School Budget. After discu, ssion, it was voted to send a letter to the Voc School with copies to other Towns that the Selectmen do not support the increase in the Town's budget, that it was wholly inappropriate and further, they will treat the Voc School the same as other Town Delmrtment.
