COMMrSSION AGAINST DISCRIMINATION: Letter from above-named agency advised the Board that they had 90 days in which to submit a report. MEMORANDUM OF AGREEMENT: Lisa submitted Memorandums of Agreement to be signed. The Board voted to table same until next week. Letter received from the Executive Office of Communities and Development advised the Board that they were releasing fuds for the Senior Citizen's Center and Parking lot, that upon receipt of this letter, North Andovar may begin to draw down funds for this project according to the procedures set forth by EOCD. JURORS DRAWN: The following persons were drawn for jury duty for June 6 Sitting: (Lawrence) Thomas Decowski. (Newburyport) Joseph Lawlor. (Salem) Linda K. Mallen, Theresa E. Wolf, David R. Meldrum LICENSING COMMISSIONERS: Hearing: The Board voted to go into executive to discuss the alleged violation of Cahoot's restaurant. Reason: court ease has yet to come up. Class II License: The hearing was continued on the application of Trombly Motor Coaeh for a Class II license. The abutters stated that they had come to an agreement with the Trombly's and had no objections to the license. The Board voted to grant the lieense. CHRIS ADAMS: Letter was submitted to the Board by Chris Adams. He requested 16 video game machines to be used for 6 months, April 15 to October 15th. He requested that the fee be pro-rated.' Selectman Graham said the fee .was set at Town Meeting, $100 per machine, that if they pro- rated Adam's machines, they would have to prorate everybody's machine. Adams said that he was only seasonal and should be pro-rated. It was voted to have the license stay the same by 3 ayes and 2 nos. After furthey discussion, a second motion was made and seconded that the fee for the 16 video games be pro-rated @ $50 per machine for the season starting April to October 15th. Vote was 3 Ayes and 2 Nos. Total fee: $800.00. SPECIAL TOWN MEETING: The decision to hold a Special Town Meeting was tabled for one week. Alice M. Letarte, Secretary Clerk MAY 9, 1983 The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Ralph R. Joyce, John W. Graham, Thomas J. McEvoy, Christine M. Smith with Chairman Charles A. Salisbury presiding. The warrant was approved as submitted ACTING POLICE LIEUTENANT: The. Board unanimously voted to appoint Sgt. Richar M. Starfley, Acting Police Lieutenant effective immediately. Others who indicated their interest in the appointment were Sgt. Davis, Sgt. John R. Crane, Sgt. Thomas Giaquinta and Oficer Manrice F. Lynch. Stanley was the only applicant to pass the Lieutenant's Civil Service examination. EXECUTIVE SECRETARY CONTRACT: EXECUTIVE SECRETARY APPOINTMENT: After amending Par. 3-4-5 and Section 7B,' the Board unanimously voted to approve the contract for the Executive Secretary. John P. Bohenko was unanimously appointed Exeeutive Secretary to the Board of Selectmen at a salary of $29~;300 per year. Mr. Bohenko, formerly an Assistant to the Mayor in East Hartford, Connecticu~ was chosen from four finalists. He will take over his duties on June 1, 1983, Some 125 persons applied for the position made vacant by Brian Sullivan's resignation who left the post January 23rd for a similar position in the Town of Brookline. COMPLAINT: HORSE DRAWN HAYRIDES: Letter received from several residents of Haymeadow Road one of whom was Jewel Brand. The letter cited hazards created by horse drawn hayrides i.e. public heath hazards, public safety hazards and public nuisances. Not one of the complainants bothered to appear at the Selectmen's meeting, though they insisted the letter be placed on the Agenda. Robin Munroe, 444 Winter Street, the subject of their complaint, appeared before the Board and read a well written letter to the Board, 8 pages long, in rebuttal to the complaint. He said he runs a licensed, well organized farm; the hayrides, a part of their curriculum. He stated that the residents of Hay Meadow should have taken into consideration the area in which they were to reside as the Hay Meadow area is surrounded on all sides by farms one of which has been for 40 years and presently houses 100 head of cattle. Other farms in the area have numerous animals and horses, including one farm who has at least 5000 laying hens. What the complain- ants are attempting to do to Bruin Hill Farm has an effect on every farm owner and every owner from the 5 yr. old child with his own pony on up. To'restrict their horses from the use of public roads particularly in the country area of North Andover'also restricts any private horse owner from riding on public roads in the rural areas of the Town.
