STORAGE ROOM RENOVATION:
John Bohenko advised the Selectmen that Joseph Sstlak, new Housing Rehab Manger will begin
working for the Town of North Andover and it is anticipated that a Director of Community Devel-
opment will be hired. This means that there will be at least 5 people working for the CD office
and needing office space. To date, 6 individuals are working in one office which is not conducive
to a good working environment. He requested that the Selectmen authorize Lisa Ruben to develop
estimates on the cost of renovating the storage room that abuts the bathroom. Once renovated,
this room could be used as additiona office space for the CD staff. Funding for the renovations
could come from the CD program. If the Selectmen approve the plan, it will be necessary to
that all departments remove any records that they have stored in that area. In the near future,
Bohenko plans to have a department head meeting to discuss various subjects and will be requested
at that time to remove any materials that they have stored in this room. The Selectmen:~6t~d
have J. Bohenko proceed with the storage room renovation and have Lisa report back on the
funding.
OFFICE HELP - SELECTMEN::'
J. Bohenko advised the Board that a full-time Secretary will be needed by at least August 1st.
Karen Robertson will be working only two days for a short .time and then will be out most
probably for six months because of her pregnancy. Board authorized J. Bohenko to advertise
for applicants to fill this position.
FIRE STATION ELECTRICAL WIRING:
The Board voted to approve the use of the balance of the amount, $2100, remaining i Article
37'82 for electrical wiring in the Fire Station. Rulings were favorable from Town Counsel and
Town Accountant, saying the funds could be used because both building were attached.
HOUSING SPECIALIST:
The Board unanimously approved the hiring of Joseph Sstlak, Housing Specialist, in the
Community Devolopm~nt Office for the Town of North Andovar. Mr. Satlak lives in Gloucester,
Mass.
LANDFILL UPDATE:
The Board was reminded that, at the June 6th meeting, Bud Cyr indicated that his 'department
needed additional technical assistance in addressing many of DEQE's concerns which.they outlined
in a letter dated April 19, 1983 to the Selectmen. Cyr requested that the Selectmen Hire an
engineering firm to help his department develop a long-term plan of operation that will aSs~ir'e
full compliance with the requirements of DEQE. At the Board's request, John Bohe~ko re-
search the possibility of having the Bureau of Solid Waste pay for this technical assistance.
In accordance with Sec. 3 of an option agreement that was entered into by the Town of North
Andover and the Dept. of.Environmental Management, the Town is soley responsible for
operating the landfill in compliance with all applicable laws, regulations, and administrative
orders except l:hose relating to closure of the landfill. Therefore, the Town is responsible for
funding any consultant services that would provide technical assistance in the area of operation
of the landfill. J. Bohenko requested that an engineering firm, LEA of Boston, Mass., develop
a proposal for the Town on the proper operation of the landfill and to provide a' cost estimate
on services in the areas of operational supervision per DEQE regulations, topographical surveys,
estimate of current life expectancy, and monitoring and assistance while meeting with the DEQE
and the Bureau of Solid Waste. 'At this date, proposal has not been received. The Selectman
voted to have J. Bohenko pursue the matter.
AIR CONDITIONERS": - ·
John Bohenko reported that Town Clerk, Town Account and the Selectmen's Office have
defunct air conditioners. Two options: 1) Have repairman determine if the old air condition-
ing unit could be repaired. 2) Replaee the air eonditiong units whioh would cost approximately
$1300-$1500. Cost would be taken out of the Town Building Expense account. The Board
struoted John to see if the air cOnditioners could be repaired. If notrep..a.~.ab, le, purchase 2
air oonditioners from F84 funds.
WATER MAIN DESIGN:
The Board discussed an amendment to the Vanasse]Hangen:contract. J.D'Angelo stated that
the scope of the early systems had increased and entitled to $1500 for the design of the water
main that had been added. It was unanimously voted to approve the sum of $1500 for design
of the water main.
BOAT RAMP:
qbe site of the boat ramp, where and how much it would cost was discussed. The Kcndrik
property was mentioned and Bud Cyr said it consisted of 3½ acres. Cyr stated that .the '
boat ramp would roughly cost $36,000. The Board voted to authorize ii. Bohenko to look into
the possibility of acquiring the Kendr.ik land for the boat ramp and land of the Gr. Lawrence
Sanitary District. Also to contact Bud Cyr to see if cost of'boat' ramp~ could be reduced.
Lisa Ruben said she would develop a series of proposals re the Kendrick land. Lisa also advised
a hearing would held on the 3rd year of CDBG program on July 5, 1983, at 7:30 p.m.
The Board of Selectmen held %kelt regular meetingI on this date. Selectmen Ralph IL. Joyce,
Christine M. Smith, Thomas J. McEvoy were present with Chairman Charles A. Salisbury pre-
siding. Selectman 3ohn W. Grah~{~ was also present. '
BLOCK PARTY:
Selectman Joyce presented a request for permission to block of Beacon Hill Blvd, from Mass. Ave.
to the Atkinsen School yard on July 4, 1983 from 5 p.m. to midnight for a block party. This
permission was requested by John O'Connell, 145 Beacon Hill Blvd. Letters received from the
Fire, Police and 4th of July Committee stated that they hsd no objections to the permit. It was
voted unanimously to grant the permit.
~ERGENCY MEETING .
:hairman Salisbury stated that he called this meeting tonight at the request of the present
Town Counsel who questioned the procedure of this Board in regard to the appointment of
Town Counsel which will take place tonight. At the last Selectmen's meeting he announced
to the four members prsont that he would continue the traditions that had taken place as long
as he was a member of the Board that the Chairman of the Board votes as he sees fit unless
he receives different directions from a majority of the Board. For the five years he has served
on the Board of Selectmen there never has been a ballot and I guess, he said, that procedure
doesn't satisfy Willis so he thought it best that the the Board go through the ballot procedure
tonight. Selectman Joyce made a motion that the Chairman place a vote in .favor of Mr. Willis.

being none, onairman ~,.isoury s~a~e(~ ~na~ ne al~ not want to go on record as opposed to
Town Counsel at this point but we have in front of us a candidate other than John Willis and
the candidate ought to be interviewed. Selectman Joyce commented that the applicant did not
have the experience of the present Town Counsel. The vote taken was 2-2, deadlock. Chairman
Salisbury voted "present." Attorney McLellan was interviewed. Joyce and McEvoy for Willis
Smith for Atty. McClellan, Salisbury voted "present.
TOWN COUNSEL APPOINTMENT:
Nine members of the 10 man committee designated to appoint Town Counsel were present.
Discussion ensued about the majority of votes needed to appoint Town Counsel. As nine members
were. present six votes would be needed for eith man to be appointed. Ballots were distributed
and Chairman Salisbury stated that they place their vote on the card and initial same as required.
The first vote total was 4 votes for Willis, 2 for McClellan and 3 voted "present. The second vote
total was Willis, 3 votes..McLellan, 1 vote 5 members voting "present." As a majority vote was
not reached a Town Counsel was not appointed. It was voted to convene on Wednesday, June 29tk
lat 7:30 p.m.
JUNE 21, 1983.
The Board of Selectmen held their regular meeting on this date with all members present except
Selectman Graham who was out of the country on business. Present were Selectman Ralph R.
Thomas J. McEvoy, Christi~e~ M. Smith with Chairman Charles A. Salibury presiding. The warrant
was approved as submitted.
R. LOUIS DIFRUSIO:
Mr. DiFruscio was present at the invitation of the Board to accept a plaque in appreciation for his
work during his three years as a Selectman .... he did not run for reelection this year. Chairman
Salisbury commended him for his work as a Selectman. Louis thanked the Board and said they were
doing a.good job.
PLANNING BOARD APPOINTMENT:
Members of the Planning Board and Selectmen interviewed five applicants to fill the vacancy of
the Planning Board caused by the resignation of James McDonough. Appointed was Attorney
John A. James, 98 Greer/e Street who w1~1 have to run for reelection in 1986. James had 5 votes..
Linda Farnum received 2 votes. One vote was received by James DiAngelo and Robert Hermann.
Kenneth Hilton did not receive any votes.
ANNUAL APPOINTMENTS:

Gas Inspector was removed from the Selectmen's list of appoint, ments as, according to Town CounsE
(Ch. 142, Sec. 11) the Gas Inspector is appointed by the Budding Inspector. Charles Manzi was
added to the Cable TV Committee, John Cushing removed as. a Fence Viewer. Selectman McEvoy
motioned to postpone the appointment of the Special Police Officers until he submitted a list who
wish to be appo![nted. It was so voted. Appointments will be listed on another page.
PLAYGROUND INSTRUCTORS:
A list of playground instructors appointed by the Recreational Council was submitted for approval
of the Board. It was so approved and received.
MAIN STREET SPEEDING:
Letter and reports received from Police Chief Sullivan on excessive speeding on Main and
Sutton Streets. He said that 11 citations had been given out for excessive speed, average s, peed
is 30 mph on Main St. from Osgood Street to Main and Water Streets. Flats Bridge area seems to
present no problem. Officers sent there throughout the day and early night reported very few
violators. No double parking was observed. Surveillance shall be 'continued in both locations.
