Charles Carroll appeared before the Board to discuss proper Christmas Decorations for the Town
during the Holiday season. It was mentioned that the Old Common Should be decorated, also.
It was voted to have a committee, the appointment of same to be tabled until August 1, 1983.
TRAFFIC CONTROL AGREEMENT:
The Board voted to accept and sign the Traffic Control Agreement between the Mass. Dept. of
Public Works and the Town of North Andover. This Agreement will allow Vanasse/Hangen
to proceed with the urban systems project. It was also voted that Section II, Specific
provisions, will amend the parking regulations of the Town· Copies of the Agreement will
be sent to Vanasse/Bangen and the Police Chief.
BOXFORD AMBULANCE SERVICE REQUEST:
Letter from Fire Chief William ..V. Dolan and John J. McGuire, 2nd Engineer, advised the
Board that they had met with the Boxford Fire Dept. and the meeting served both towns
by an increased understanding of the Fire Dept. 's operations and the willingness :to
cooperate with Boxford in matters affecting those in need of emergency service. The
letter presented severs/points of information to the Selectmen. A copy of a letter to
Fire Chief Dolan from the Town of Boxford expressed their appreciation and thanks for
his aid.
ASST. GAS INSPECTOR FEE:
Letter received from the Building Inspector recommended that the Asst. Gas Inspector
Fee be $10.00 per inspection which is the same rate the Asst. Electrical Inspector receives.
The vote was unanimous to set the recommended fee of $[0~.00 per inspection.
PUBLIC WORKS UNION NEGOTIATIONS:
The BOard voted to have John Bohenko set up a meeting with all three unions for negotiations
possibly the coming Thursday.
COuNCIL ON AGING VAN:
Board advised that the GMC, Inc. was the lowest bidder on both gross and net price for
the Council On Aging Van. It seems the Council On Aging mus~ raise the additional sum of
$534~00 to honor the bid.' It was unimously voted to award the contract, Option I, to
GMC., Inc. subject to the requirement of the Council On Aging to secure the $§34.00 by
the end of August.
JETWOOD AVE:
Several residents from Jetwood and Mablh~ Ave appeared before the Board to complain about
the excessive water drainage on those streets. They claim the problem was caused by the
buflding of the house owned by Dan Nieolosi. In order to build the house they had to fill in
excessive wetlands and it detoured 'the path of'~the water onto Jetwood and Mablin Ave. A catch
basin i~stslled at the interesection of Jetland and Mablin Ave. would correct the situation. Cyr
said ben. would install the catch basin but someone would have to pay for it for he did not have
the: money to do it. He s~ated that Nicolosi should pay for it if he is the cause of the problem.
After further discussion it was VOted to have John Bohenko contact the Conservation Commission
to look at the situation, the Building Inspector for his views. The Highway Surveyor should
instalFth~ catch basin. JohnB. is to s/so contact Town' Counsel on whether or not the Town had
legs/recourse against Dan Nieolosi~ John B is to find out who is responsible for the problem.
The Dog Officer appeared before the Board and advised that his radio had to be replaced in his
cruiser; that it would cost $900. The Board voted to table the matter until nex~ week and the
reques~ would be referred to the POlice Dept.
MAIN & OSGOOD STREETS:
Residents of the area appeared before the Board and stated that there was an unsafe, traffic
condition existin~ at the intersection of Main and Osgoo.d Streets. They requested a Stop
be inst~lled on Main St. It was voted to refer the matter to the Police Chief for his recommenda-
tions on the request.
MARBLERIDGE RD. & GR. POND RD. '
It was a/so brought up that there was dangerous traffic situation at the intersection of Great Pon(
Road and Marbleridge Rd. It" was voted to aske the Polic Chief's recommendations on that

OLD TOWN GARAGE LOT:
A resident of Saunders St. appeared before the Board to protest the taking down of the stone
wall fence that used to surround the ole Town Garage since taken down. She said they had no
privacy any more. The wall was taken down preparatory to the building of a Senior Center .
The Board said they would refer the matter to Lisa Rubin who instructed Cyr to tear down the
wall,
CONSTABLE':
The Board denied the application of George R. Ws/sh, 95 South Bradford St. to be appointed
a Constable iu the Town of North Andover. His credentis/s were excellent the Board stated but
their policy .sd]owed just so many ~ constables ($) to serve in Town and they now had ?.

CONSERVATION COMMISSION VACANCY:
The Board tamed appointing a member to fill the vacancy on the Conservation Commiss/o~r~lxt
week. Applicants wi/d be interviewed before the meeting.
LICENSING COMMISSIONERS:
Application for a Class II license for H. J. We]ch was approved with the restriction that his cars
would be kept garaged.
Taxicab lioense for the North Andover Checker Cab Co., corner of Erst and Main Streetswas
renewed for the coming year. Reason it was renewed late, owner in the hospital.
COMMUNITY DEVELOPMENT OFFICE:
Richard Domas introduced himself ."o the Board and stated ~ahat he was pleased with the
staff and ]o$ked forward to working in North ~ndover as the Community Development
Director. He presented summaries of work goals of the C.D. office to the Board..He said
the Fair Housing Plan for North Andover was being prepared. He stated that he recommended
that the MVPC proposal be accepted; that Housing Rehab Manager supervisei the Fair
Housing Plan. The Board approved the recommendation of C.D. Director, Rick Domas,
that ~he contact and meet with abutters before calling for bids on the contract to build the
Senior Center, that the bid opening date be August 18th.
LEA SERVICES:
Bud Cyr advised the Board that he needed to engage an LEA engineer needed to put the
landfill in shape to meet the requirements of th DEQE. It was voted to support Bud Cyr
to go to the Adviso~sr Board to request the amount of $4500 to hire the engineer~
LICENSING:
The Board approved a Class II license for H. J. Welch. Main St. with the stipulation he
garage all cars. It was an unanimous vote.
The Board approved the renewal of 2 taxicabs for Edward Provissia d/b/a the North:Andover
Checker Cab Co., Cot. First & Main Streets. Renewal late because owner had been.
