PUBLIC WORKS CONTRACT:
The Board unanimously voted toapprove the Public Works Contract for 1983-1984.. ~'
CUSTODIAN- 5% COST OF LIVING WAGE:
Because of an oversite, Robert McCarthy, the Town Building, Town Garage custodian was not granted
the 5% cost of living increase granted all other employees. He presently receives $142.14 per week.
The Board voted unanimously to grant Mr. McCarthy the increase and authorized John Bohenko to con-
tact. the Advisory Board requesting the necessary funds from the Reserve Fund to 9nplement the 5%
mcrease.
STRIKE DUTY PAY:
Letter received from Chief Sullivan requesting that the Selectmen establish a new pay rate for Strike
Duty in the Town of North Andover; He stated that he had checked with all surrounding towns anal
found that the low rate in the area is $22.00 per hour for Patrolem. This is based on double time []
and 6ne-half at patrolm, an's base pay. Chief Sullivan stated that John Connors, Public Relstions []
head at Western Electric hhd approved the amount of $22.00 Per. hour. Board voted unanimouslyt
to advise Chief~ Sullivan that they approved this rate.
SULLIVAN ST. PETITION:
Petition received from residents of Sullivan S,.~eet to have the street accepted as a Town Way. This
action can only be implemented through an Article at the annual Town Meeting. A letter from Bud
Cyr, Highway Surveyor, stated many reasons why the street could not be accepted 'as a T6wn Way
in its present condition. The width of the ross i~ insuffioientfor the proper up grading, widening
and straightening that the road should have to ma~e it a safe road. In some spots it is 0nly I§,
wide. There are dangerous ice conditions during the winter due to lack of drsinage.' He ' stated
that he presently provides all town services to the residents of the street ~ The Board voted to
send a copy of Cyr's letter to Janet Cusson on Sullivan Street and request the Ex. Sec. to have
Cyr meet with Mrs. Cusson for possible plans to repair the street for acceptance.
AUXILIARY POLICE CRUISER:
John Coco, Director of Civil Defense, requested that th Selectmen dispose of their 1977 Dodge
Auxiliary Police cruiser. The vehicle has 129,000 miles on it. The Selectmen voted unanimously
to have John Bohenko advertise for sealed bids to dispose of the vehicle.
FAIR HOUSING COMMITTEE:
A memorandum from the Pair Housing Officer, Joseph Satlak, advised the Board that, in order
to complete a Fair Housing plan, a Pair Housing Committee must be formed. He recommended
that the Selectmen authorize the formation of a five member Fair Housing Committee and authorize
the Executive Secretary to advertise for and /or appoint five North Andover residents,'prefer-
ably bankers and realtors to the Committee. The Board voted to authorize J. Bohenko to ad-
vertise for membership on the Committee. He was also instructed to contact them by telephone
of his choice of applicants before he appointed them to serve on the committee.
COIN OPERATED NEWSRACKS:
Lette~-received from the law firm of Goodw~n, Procter & Hoar advised the Board they intended
to install coin-operated in the Town of North Andovar beginning on August 15th. They stated
that Town Clerk had not uncovered any regulations concerning the installations so would pro-
.ceed with their schedule. If permit applications have to be completed they would Hke them for-
.warded to expedite their plans. The Executive Secretary ssi d he had reviewed the By-Laws
of the Town and had not been able to find any requirements for Permits for this particular
situation. The Board voted to have a letter written to the firm advising them that the Town was
not responsible- in any way re the installation of their newsracks and that the firm must acquire
approval for any specific location chosen for the installation of the newsracks.
JETWOOD STREET & MABLIN AVE: DRAINAGE:
Several residents from Jetwood Street and Mablin Ave. were present to discuss further their
problem at the intersection of Jetwood St. and Mablin Ave. during the winter when dangerous
icy conditions were prevalent due to lac]~ of a catch basin at the intersection to absorb the ·
water flowing down the street. This flow of water, they stated, was caused by the building
of a home owned by Dan Nicoiosi; built by his father. In order to build the~house, they had
to fill in a wetlands area. After considerable discussion the Board voted the following:
1. Ex. Secretary contact the Conservation Commission re thief action, if any, in the plkns~to
fill in the Wetlands prior to the Nicolosi home being built.
2. Bud Cyr to confer with the Conservation Commission and he is to install the necessary
catch basin before winter to alleviate the situation.
3. Executive Secretary to get in touch with the necessary peropis responsible for the sequence
of events leading to the problem including the Building Inspector. He is to find out procedure
to correct problem. If Niooloci responsible for the problem, and he does not cooperate, Town
Counsel is to procede with litigation against Nicolosi. It was brought out that the catch basing
to be installed at the intersection of Jetwood Street and Mablin Ave. was on Town property.
The matter will be placed on the Agenda on August 29th.
