HomeMy WebLinkAbout1983-09-12 Board of Selectmen MinutesSEPTEMBER 12, 1983 (continued) MICROWAVE RESEARCH CORP.: Attorney Harold Morley appeared before the Board to advise the Board why Microwave has not filed a Notice of Intent to the Conservation Commission. He stated that the company redirected the waterfiow because of flooding, creating icy conditions which had caused many employee iniuries; one employee had seriously injured her back as a result of failing on the ice. When they redirected the brook, they found out that they had gen on land owned by the Airport Commission. The City of Lawrence was going to lease the land to Microwave and a joint notice of intent was going to be filed with the Conservation Commission. Than the City decided io sell the land which meant further delay because of appraisals that had to be done, permissions from the State to be obtained, etc. The Board instructed Attorney Morley to write to the Conserva- tion Commission to meet with them to explain the delay and the company,s intentions. The Board voted to take the request of the Conservation Commission for legal action against the company under advisement until they had heard from Attorney Morley. and the results of the proposed meeting. Ne Conservation Commission will be so advised. POLICE & FIRE CHIEF'S SALARIES: After discussion the Selectmen voted unsimously to have the police and fire chief's salaries placed in the MMA survey which will be voted on at the next Town Meeting. They will be listed in, the g~ade 13 scale, highest compensation in the MMA scale. Chairman, Ianazzo, will be so notified. SPRINKLER SYSTEM INSPECTION - TOWN HALL: John Bohenko, Ex. Sec., advised the Board that the Building Inspector had stated that the state law requires that any building of public assembly must, on a regular bases, have its automatic sprinkler system tested. - The Town Hall sprinkler system has never been tested and there has been no provision made in the FY 83.maintenance budget to fund this work. John B. obtained a p~ice quote from Grinnell Fire Protection Systems, Inc., highly respected in their field, to p~ovide the Town Hall with this inspection service. Grinnell will provide quarterly inspections of the Town Hall sprinkler system for an annual fee of $325. At his request, the Board voted unanimously to have the Executive Secretaz~/ request the Advisory Board for a transfer of this amount to the Buildin Maintenance Account to fund the state-mandated ins NEW GROWTH: Members of the Advisory Board and the Board of AssessOrs were present to discuss the amount . of new g~owth that could be'considered for the new tax rate. The Advisory Board stated that the Town should have a new growth accounting figure before the tax rate for 1983-84 is set. After an hour's discussion with Ted Phelan, Chairman of the Board of Assessor~., they still did not have it. Th e other two members of the Board of Assessors sat. silent. Ted Phelan finally said they would have a figure in two months. Until they hear from Phelan, a Special Town Meeting cannot be held. The Advisory Board also requested that the Capital Budget Committee be reactivated. The Selectmen voted to discuss the matter at their next meeting. CABLEVISION: It was voted to request Bruce McKinnon., Manger of Continental Cablevision, attend the next Seleetmen's meeting to discuss the progress of new cable installations. George Sehurender was present to inquire about the installation of cable television on his s%reet. FIRE~'STATION ELECTRICAL WIRING: Chief Dolan and Dana Fisher were present to advise the Board that the monies allocated fOr the electrical wiring in the fire station were still intact as they were advised that the money was .still intact. The balance may have to be used to update the emergency wiring which is now bein'g investigated as to' cost. LICENSING: Farnkoff Hearing: The Board discussed whether or not the Town should be represented by a Special Legal Counsel at the Falulkoff hearing scheduled with the Aleoholie Beverages Control Commission September 29, 1983. It was voted to have the Chairman select an Attorney f~om the list of Special Legal Counsels available in the file to represent the Town.
