The Board of Selectmen held a work session on this date with all members present; Selectmen
Ralph R. Joyce, John W. Graham, Thomas J. McEvoy, Christine M. Smith with Chairman Charles
A. Salisbury presiding.
FAIR HOUSING PLAN:
Joseph Satlak, Fair Housing Officer and Gaylord Burke, Executive Director of the Merrimack
Valley Planning Commission attended the Selectmen's Work Session to discuss the Fair Housing
Plan, approved by the MCAD, and submitted to the Board for their approval. After discussion,
it was uanimously voted, 5-0, to approve the Fair Housing Plan as submitted.
AFFIRMATIVE ACTION PLAN:
A revised Affirmative Action Plan, approved by the MCAD and the Affirmative Action
Committee was presented to the Board for their approval. Changes recommended by Mr. '
Abeam of the MCAD had been made and the revisions had been accepted by
Action Committee. After discussion, the Board voted unanimously, 5-0, to approve the
Affirmative Action Plan as prepared by the Executive Secretary, John Bohenko.
GkOWTH ISSUE:
The Board discussed two issuesinvolving the new growth figure and the FY 84 tax rate.
1. Should the Selectmen wait to open the warrant .for the special Town Meeting until such
time as certified new growth figures are available or, 2. should the Selectmen open the
warrant for the Speeial Town Meeting based on an estimate of $138,258 in new growth.
After further discussion, no action was taken.
Approved: Two applications from Merrimack College for 1-day liquor licenses on September
22, 1983 and October 6, 1983. One license was for the Alumni Association meeting and 1
was for ~ Fall Sports Festival dance.

The Board of Selectmen voted unanimously(5-0) to approve the Fair Housing Plan as
submitted by Joseph Satlak, Housing Rehab Director.

The Board voted unaimously to approve the Affirmative Action Plan as submitted by John
Bohenko, Executive Secretary.
NEW ~WTH ISSUE:
A discussion Of the new growth issue ended with no;:action taken.
One-Day Liquor Licenses:
The Board approved two 1-day liquor licenses for Merrimack College for September 22, 1983
and October 6, 198S.
