Secretary * ****************************--* OCTOBER 27, 1983-SPECIAL TOWN MEETING - SELECTMEN'S MEETIN~ I-day liquor license for Holloween Party at Royal Crest Club House, 10-29-83. Class I1 license for Harold J. McPhee - 3 car limit. Application for transfer of Restaurant, All Alcoholic license of the Acquarium d/bh n~Sh i~l d, 1250 The Boar:d of Selectmen held a Special Meeting before the Special Town Meeting in the Middle School Auditorium. Present were Thomas McEvoy, Ralph Joyce, John Graham, Christine with Chairman Charles A. Salisbury Presiding. ) Chairman Salisbury called the meeting to order at 7:40 p.m. He stated that the purpose of this Special meeting was to vote on each of the Articles that would qo before the Special Town Meeting to determine a favorable or unfavorable recommendation, from the2Sel.ectmen~, Article I - Motion made and seconded to approve the expenditure of funds as requested under Article I. Unanimous vote. Article II - Motion made and seconded to approve Article II as presented. Unanimous vote. Articel III - Motion made and seconded to approve Article III as presented. Unanimous vote. Article IV - Motion made and Seconded to amend Article IV tO-r.~ad.~s follows: To see if the Town will vote to take the sum of $302, 000 from available funds for purpose of reducing the tax rate. Unanimous vote. Article V - Motionmade.and seconded' to approve Article V as presented. Unanimous vote. Article VI - Motion made and seconded to approve Article VI as presented. Unanimous vote. Bohenko, Executive Secretary***************/¥~_~_.~_~. _.~___-,,-~P--L~ Clerk OCTOBER 31, 1983 - The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Ralph R. Joyce, John W. Graham, Thomas J. McEvoy, Christine M. Smith with Ch. Charles A. Salisbury, presiding. The minutes and warrant were approved as submitted. JURORS: The following persons were drawn for jury duty in Salem and Lawrence, Decerrber 5th Sittin¢ Salem: Karen-Ann Glendon, 39 Royal Crest Dr. Lawrence: James A.Taylor, 302 Andover By-Pass. Constance Regan, 57 Autran Ave. BURIED CABLE $ POLE LOCATIONS: The Board approved the installation of 2 Poles on Dale St. and buried cable on Barker and Dale Streets. Chairman Salisbury advised George Gagan, Rt. of Way Agent for the telephone company that the Fire Chief requested that he be notified before poles with fire alarms on them are to be removed. Gagan stated that he would notify the Chief installer, Stanley, to contact :the Fire Chief. BOARDiOF :HEALTH APPOINTMENT: T-he two~ remaining members of the Board 'of Health, Dr. Kay an'd Ed Scanlon and the members of the Board of Selectmen convened to appoint one of five applicants to fill vacancy caused b the death of the late George Caron. One applicant, Suzanne M. Hamlett, not known by some of the Beard, was interviewed before the voting took place. Chairman Salsibury called for a wi;itten, signed vote on applicants William A. Finneran, Vincent Turano, Suzanne Hamlett, Gayton Osgood and John Caron. Selectman Graham requested the floor before the voting and used the next three minutes advising the members of both Boards why they should vote for John Caron. The written vote was then counted. Result: A majority of four votes went to Gayton Osgood .(Dr. Kay, Selectmen Salisbury, Joyce and Smith) Three votes were cast for John Caron (Ed Scanlon, Selectmen Graham and McEvoy) Gayton will serve the remainder of George Caron's term, Until March, 1986. Ed Scanlon stated that no one should have been appointed, that he and Df. Kay could have managed the Board of Health needs until the~next March elections. Chairman Salisbury reminded him that it was a Town By-Law that when a vacancy occurs on an elected Board, that Board and the Selectmen must appoint a candidate to fill the va. cancy and serve out the remainder of the elected term.
