COMMUNITY DEVELOPMENT:
a) Merrimack Valley Planning Commission requested financial assistance for Regional Housing
Referral Service. They are asking all communities to donate $1000.for the referral service.
Unanimous vote to table decision for one week to enable Rick Domas to collate more data on
service.
b] Board voted unanimously to award cbntract to Fay Spoffard & Thorndike, Inc. to procede with
Phase I of the Davis & Furber Access Road Study.
c) Rick Domas advised the Board of the scope of work on the DowntOwn Revitalization Plan. He
stated the construction period would be about four (4) months.
d) John Bohenko and Rick Domas recommended that additional staffing for the Housing Rahab
office was essential for the amount of clerical work especially during the absence of Karen
which will require Cathy Foley to address more of her work days to the Selectmen 's
Office. Under the proposed arrangement, additional help will be taken on and Cathy
' work only one (I) day in the C.D. offices. The Board voted unanimously to accept I[]~,
recommendations as presented and~ approved the hiring of extra staff.
ESSEX COUNTY ADVISORY BOARD'S APPROPRIATION:
Letter from Thomas J. O"Leary County Planner, advising Board of .funding provided by Essex
County for local promotion of economic development. He stated the Town had two options:
I) -?he 'Town would receive $1; 600', from the Essex County for the development of an
activity in the area of economic development. The Town would have to provide
for a total project cost of $2,000.
2] Develop a promotion project with the communities in Greater Lawrence.
The Board voted to adopt Option I for municipal project only. Rick Domas will confer with
Spagat (Davis ~, Furber plant]to suggest he provide the matching funds. Further decisions
will be tabled until next week .... .
RESIGNATION-ASST. ELD(:;. INSPECTOR:
Letter from Joseph Rajewski received submitting his resignation as Assistant to the Building
Inspector. He stated the work load of the C.D. Office and the Bldg. Inspector's office had
increase to such an extent that he should resign one position to maintain a professional level
of performance. He stated that he would be available one day a week to the Bldg. Inspector
until December 31, 1983. The Board voted to accept his resignation for reasons stated and to.
approve advertising for his replacement. ·
RESIGNATION - IDFA MEMBER: i
Letter from Dennis F. Connelly, Jr., submitted his resignation as a member of the IDFA.
Reason: Moving to Londonderry, N.H. Board voted to accept his resignation with regret
and to express their appreciation and thanks for his continuous service to the Town while i~:,'~.,
an IDFA member.
TRAFFIC PROBLEM - MARBLERIDGE RD. & GR. POND RD.
Letters received from Police Chief Sullivan and Highway Surveyor, Bud Cyr,with different
solutions to the traffic problem on the above-named streets. After discussion it was voted
to notify Sullivan and Cyr by letter requesting they meet, resolve their differences, and
recommend a workable solution to the Board.
PROCLAMATION -MEDICAL SERVICES WEEK:
,The Board voted to authorize the Chairman to sign a Proclamation proclaiming the week of
November 13 through 19, 1983, "Emergency Medical Services Week." Voted to request the
Fire Chief to list th'e service school program conducted throughout the year.
CHRISTMAS DECORATION INSURANCE:
The Board voted to authorize the Chairman to seign ther required insurance form for the
Christmas Decorations. This form is requested by the Mass. Electric Co.
SEAN GALLAGHER - MARINE:
The Board discussed the tragedy of the untimely death of Sean Gallagher, a young Marine
killed in a bombing in Lebanon one week before his 21st birthday. Sean's parents and family
live at 29 Russell St., North Andover. The Board voted to send a letter of condolence and;
funeralSympathy, to his family and ordered the Town's flags be flown at half-mast until after the 'i

Approved bill for services on case from Attorney Barbagallo.
